SOLICITATION AMENDMENT 0002
This is a solicitation amendment for the Fort Belvoir Café Furniture project (Solicitation Number: PANROC26P0000032553), issued June 22, 2026, providing Government responses to 15 vendor questions and extending the quote submission deadline by one business day. The solicitation is a small business set-aside requiring offerors to be registered under NAICS code 337127 in SAM.gov at the time of quote submission. Prime contractors may utilize suppliers and subcontractors for delivery and installation provided they remain fully responsible for contract performance and comply with FAR 52.219-14 limitations on subcontracting.
The amendment clarifies key project specifications and site conditions: the provided rendering is illustrative only and not to scale; no remodeling is planned despite inaccuracies in the layout; an existing 8" x 15" column will not affect furniture placement; and the existing closet will not be removed, requiring banquettes to meet specified dimensions within available space. Regarding materials and design, metal frame chairs are acceptable if commercial grade and complement the aesthetic; vinyl seats with woven/patterned fabric backs are acceptable and preferred; and dark patterned laminates are acceptable if commercial grade and visually complement the light grey walls and light brown flooring. The Government will provide blinds for banquette windows, trash receptacles, and the buffet and cash register bar, which are outside the scope. Bar-height tables and stools are not required, and integrated Power/USB connections are not required. The revised quote submission deadline is Wednesday, June 24, 2026, at 1200 CST, extended from Tuesday, June 23, 2026, at 1200 CST. All other solicitation terms and conditions remain unchanged.

Vendor Questions and Government Responses:
Item Vendor Question Government Response
1. Eligibility The solicitation states the quoter’s
SAM.gov registration must reflect small business status under NAICS 337127. Our SAM registration is active, but NAICS 337127 is not currently listed. Are we eligible?
No. Per FAR 52.219-6, to be eligible for a set-aside award, an offeror must be registered as a small business under the specific NAICS code (337127) in their SAM.gov profile at the time of quote submission.
2. Subcontracting May the prime contractor furnish compliant furniture through suppliers and utilize subcontractors for delivery/installation?
Yes. A prime contractor may utilize suppliers and subcontractors, provided they remain fully responsible for contract performance and comply with the limitations on subcontracting outlined in
FAR 52.219-14.
3. Site Layout & Remodeling
The rendering does not accurately reflect existing conditions (inset doors, windows, bump-outs, closets).
Do you plan on remodeling the area?
No. There are no plans to remodel the area. The provided rendering is not to scale and is for illustrative purposes only to convey the general aesthetic.
4. Columns There is an 8” x 15” column in the room. Will this affect the planned layout?
No. The existing columns will not affect the placement of the required furniture.
5. Banquette Fit Are you removing the existing closet in the rear corner? Otherwise, the 2nd banquette won’t fit.
No. The closet is not being removed. Offerors must propose banquettes that meet the dimensions specified in the SOW to fit the existing available space.
6. Sun Exposure The banquette windows start 24" above the floor, exposing the backs to sun fading. Is this acceptable?
Yes. This is acceptable. The Government will be installing blinds on those windows.
7. Table Quantities
The tables in front of the banquettes are shown as 4 in the rendering, but the specs request two 42” x 42”.
Which is desired?
Follow the written specifications. Please propose the quantities and sizes explicitly stated in the RFQ and Statement of Work. The rendering is illustrative only. The goal is to comfortably seat 4 people per table.
8. Room Colors What are the floorcovering specs so we can match the fabrics to the floor color “tone”?
The walls are painted light grey and the current flooring is a light brown color.
9. Other Furniture Are the buffet & cash register bar being supplied by another vendor?
Yes. These items are outside the scope of this contract.
10. Power/USB Does the customer want Power/USB connections within the base of the banquettes?
No. Integrated Power/USB connections are not required.
11. Trash Receptacles
Are trash/recycling units desired as part of the scope?
No. The Government will provide its own trash receptacles.
12. Chair Material Are wood frame chairs a requirement, or are durable metal frame chairs acceptable?
Yes, metal is acceptable.
Metal frame chairs are acceptable provided they are commercial grade, meet all other salient characteristics, and complement the requested aesthetic.
13. Bar Tables Previous discussions mentioned bar-height tables & stools. Is this still part of the request?
No. Bar-height tables and stools are not required.
14. Fabric Types Can the fabrics be a combination of vinyl for the seats & fabric for the backs?
Yes. As clarified in Amendment 0001, a solid commercial-grade vinyl seat with a woven/patterned fabric back is acceptable and preferred.
15. Laminate Tops
Can a dark patterned laminate top be considered in place of the solid dark color?
Yes. A dark patterned laminate is acceptable provided it is commercial grade and visually complements the light grey walls, light brown floors, and overall orderly aesthetic of the space.
