About this file

This is a Pricing Template and Statement of Work for NEDOX (NH-1) coating application and coating thickness validation services required by the Department of the Army's Rock Island Arsenal-Joint Manufacturing and Technology Center (RIA-JMTC). The solicitation (PANROC26029779) seeks contractors to apply proprietary NEDOX (NH-1) coating to clamping ring components—specifically 25 units of Part 8166614-02 (top rings) and 25 units of Part 8166615-02 (bottom rings)—along with test coupons, with all work performed at the contractor's facility. Contractors must submit signed and completed pricing quotes identifying all costs for the coating application, thickness validation testing via Certificate of Conformance (COC), and return shipping to RIA-JMTC in Rock Island, Illinois. Work must be completed within 25 business days of receipt, with an overall contract performance period not to exceed one year from award.

Key contractual requirements include ISO 9001 certification, a minimum of five years' demonstrated experience with NEDOX coating application and thickness validation testing, and active SAM.gov registration. Performance standards mandate 95% on-time delivery, a maximum defect rate of 0.5%, 24-hour response time to inquiries, and adherence to coating thickness dimensional tolerances specified in drawings 8166614 Rev. A and 8166615 Rev. B. The government will furnish all parts and test coupons; the contractor is responsible for all return shipping costs and protective packaging. Quote validity is 30 days, and submissions are due by 10:00 AM Central Daylight Savings Time on either February 13, 2026 or March 30, 2026, depending on the specific solicitation cycle, with all questions to be submitted 72 hours prior to closing.

The following specific items are to be delivered by the contractor:
• Inspection Reports: CoCs provided electronically, via email, at time of each shipment.
• Coated Parts: The NEDOX (NH-1) coated parts and test coupons.
• Contractor is to cover return shipping cost as well as necessary packaging that sufficiently
protects the parts and test coupons being returned to RIA-JMTC. Note: If undamaged the
contractor may reuse the packaging that the items were shipped in from RIA-JMTC to the

(DOs).
• Quality: The defect rate shall not exceed 0.5%.
• Responsiveness: The contractor shall respond to inquiries within 24 hours.
