About this file

This document is a Questions and Answers (Q&A) file for an underground storage tank (UST) inspection project involving three horizontal underground tanks. Key details include: All three tanks can be taken out of service simultaneously during a single mobilization, with tanks to be reduced to 100 gallons or less prior to inspection. The inspection will utilize STI codes as much as possible, with ultrasonic testing (UT) recommended at approximately 5 points per plate due to the tanks' horizontal configuration. Specific clarifications were made regarding scanning requirements, with guidance to modify the Performance Work Statement (PWS) to address challenges in scanning 100% of horizontal tank bottoms. Additional documentation like previous tank inspection reports, tank photos, and specifications are available in attachments on the SAM (System for Award Management) platform. The project involves interior tank inspections with limited exterior access, focusing on assessing tank condition and meeting state testing requirements.

QUESTIONS AND ANSWERS PROVIDED:

1. Section 5.3 of the PWS states “Scan 100 percent of the tank bottom, as interior appurtenances allow, for indications such as metal loss, pits, cracks, gouges, and general corrosion”. Please advise on what USACE considers the ‘bottom’ of a horizontal underground tank (i.e. how far up on the shell from the middle of the bottom quadrant).

Additionally, 100% scan with MFL would likely not be possible on a horizontal tank due to curvature. tCould this be revised to be a certain number of UTT points per certain square area of the tank utilizing handheld ultrasonic thickness meter? Revised the PWS per engineers direction.

a. A revised PWS has been uploaded to SAM. NOTE: Verbiage removed is struck through highlighted in yellow, and additions are highlighted in Yellow with Red coloring

2. Section 5.4 of the PWS is relevant for vertical aboveground storage tanks; these USTs do not have vertical courses or a critical zone. Please advise on scanning requirements.

a. A revised PWS has been uploaded to SAM. NOTE: Verbiage removed is struck through highlighted in yellow, and additions are highlighted in Yellow with Red coloring

3. Can all three (3) USTs be taken out of service at one time, in one mobilization?

a. All three tanks can be taken out of service at the same time. There is no need to space out the time between them or to plan multiple mobilizations.

4. Section 5.2 of the PWS says "Dispose of fuel/sludge or residual product not to exceed 50 gallons" however Attachment B says disposal not to exceed 100 gallons per tank; explain the difference.

a. The PWS has been corrected to match attachment B. This updated PWS can now be found in SAM. The installation has stated that the tanks will be down to between 50-100 gallons.

5. Could you provide plans and specs?

a. The Specs for the tanks can be found in the Previous tank reports provided in

SAM.

6. Please advise whether third-party commissioning is required and/or who would be responsible for hiring the commissioning firm.

a. Tanks are commissioned by the firm that inspects the tank. There is no requirement for third-party firms to conduct this.

7. Will Tanks 1, 2 and 3 all be available on a single mobilization?

a. Please see the answer to question 3 above.

8. Can pictures of Tanks 1, 2 and 3 and any previous API modified tank reports be provided?

a. Attachment J.2 is the previous tank inspection report. Attachment K has been uploaded and contains photos provided by the installation of the tanks.

9. Are Tanks 1, 2 and 3 underground storage tanks (UST)?

a. All three tanks are underground tanks. Attachment J and J.1 are other tanks at the installation but not the tanks being serviced.

10. Scan 100% of tank bottom - Tanks 1, 2 & 3 are horizontal - no tank bottom to scan.

Please clarify. UT scans can be taken, but there are no standards regarding 100%.

a. Please refer to the answer on question number 1.

11. What code should be used for inspection of the three UST tanks? API & STI codes referenced are for aboveground tanks and does not apply to underground tanks. The exterior of the tank will not be accessible unless the tanks are vaulted tanks.

a. STI codes should be utilized as much as possible. Since exterior access is not possible, the closest interior equivalent should be done if possible.

12. Typically, UST tanks are tested (tank tightness, line leak) You can perform UT readings with access, but there is no tank bottom in a horizontal tank. Do you require standard UST testing to meet state requirements?

a. UT readings should be done. Typically we want to require 5 points per plate instead of 100% due to the nature of the tanks.

13. Can the installation transfer all fuel except for 100 gallons from tank to tank?

a. Please refer to the answer on question number 4.

14. What is the estimated time needed to transfer 50,000 gallons (50,000 gallons = capacity of each tank) to another tank?

a. All of the fuel tanks will be lowered to 100 gallons or less prior to the inspections. There is not any anticipated time needed to wait for this transfer.
