GENERAL SUMMARY

An API Standard 653 in-service inspection of Tank 24 (Facility 4300), located at Robins AFB, GA was completed on June 13, 2019 to evaluate the tank’s integrity, collect data, and establish a database for future inspections and evaluations. The shell service life is greater than 30 years of remaining shell life under current conditions. Inspection Results are listed in section 4.0.

Recommendations for Compliance with API Standard 653 are listed in section 5.0. Other Recommendations are listed in section 6.0.

Significant Findings (overview):

Mandatory:

1. No Mandatory Finding Noted.

Short Term:

1. The concrete joint sealant of the secondary containment floor has deteriorated and/or disbonded from the concrete. The joint sealant is beyond its useful service life.

2. Some minor hairline cracking was noted on the secondary containment floor.

3. Some of the joint sealant of the secondary containment vertical walls has deteriorated and/or disbonded from the concrete.

4. The containment has two areas of severe settling, one along the eastern containment wall and one near the tank foundation on the east side of the tank. The concrete blocks have separated in these areas by approximately 2-inches. Several other low spots exist in the secondary containment area as well.

5. The sealant between the tank foundation and containment floor has failed around most of the circumference.

6. The 8-inch receipt line has some minor coating failure on the CLA-VAL hardware.

7. Several of the supports associated with the AFFF line have been replaced. In one area, a support has been cut but not replaced. The distance between supports is doubled in this area.

8. The external coating on the tank shell and roof is chalking and discolored. The coating appears to have surpassed its useful service life. The roof plates and several nozzle coatings are covered in mildew.

9. None of the three 36-inch manways on the tank have a davit arm for safe removal of the cover.

Hinges or davit arms are required by API-650 when the cover weighs more than 75lbs.

10. Several supports inside the secondary containment associated with the AFFF line, the cam stripper line, and the receipt line do not have Teflon material between the piping and support.

11. There is no geomembrane boot installed for the 8-inch issue, receipt, or AFFF piping penetrations through the containment floor. Sealant at these penetrations is beginning to deteriorate.

12. The ladder used to access the containment area on the northern side is loose at its connection to the containment floor and wobbles slightly. This access is not typically used.

13. Clearance between the high level alarms and stairway railing does not meet the OSHA required 26-inches. Measurement was 20 inches. There is no platform at the alarms.

14. The tank is not equipped with an NFPA diamond label.

15. The 8-inch receipt line is equipped with a flexible pipe connection not recommended by UFC.

Long Term:

1. The thermal relief system for the 8-inch issue line consists of threaded carbon steel piping, does not have isolation valves, and does not have a test TEE for annual testing.

2. The ¾-inch water draw line does not have a 2-inch DBB valve at the tank, and the piping is threaded and contains several non-lockable ball valves. The associated PST is not grounded and has no vent.

3. The grounding connections to the tank shell are bolted and not exothermically welded.

4. Several piping and conduit supports are welded directly to the tank shell with no reinforcement installed.

5. Supports for the three stairway platforms are welded directly to the shell with no reinforcement installed.

6. The spiral stairway tread reinforcement is welded only at the top and should be completely seal-welded.

7. The previous 2017 inspection report indicates that the AFFF line on the tank is abandoned.

Consideration should be given to removing this abandoned piping if it is not in use. UFC 3-460-01 and NFPA 30 do not require foam for class II liquids.

8. The fixed roof is not equipped with a sample gauge well.

9. Uni-Strut conduit supports located along the fixed roof are loose.

10. Due to paint or lack of use, only 7 of the 11 existing perimeter rim vents were able to be opened. The hatches and their fastening hardware are coated carbon steel. There is also no safety chain located at the mid rail.

11. There is no original manufacturer’s data plate on the tank shell. A repair data plate provided by CAPE, Inc. in 2007 exists.

A. GENERAL PROJECT INFORMATION

1. API 653 Inspection This project will perform API 653 inspections of various tanks at facilities throughout the United States. Additional consideration is given to federal, state, and local regulations as well as applicable military criteria and general industry standards.

An API Standard 653 In-Service (external) inspection was performed for Tank #24 (Facility 4300).

2. Site Information On June 4, 2019 Argus Consulting and our sub-consultant (InterSpec, LLC) performed an API 653 Out-of-Service inspection of Tank #24 (Facility 4300), located at Robins AFB, GA. Robins AFB is the home of Warner Robins Air Logistics Center, the 78th Air Base Wing and more than 60 other units that make up a vital part of the Air Force warfighting team. It is the largest industrial complex in Georgia, employing a workforce of over 25,000 civilians, contractors, and military members. Robins AFB is one of three air force logistics centers.

B. TANK INSPECTION COMMENTS

1. Secondary Containment 40 CFR 112.7(c) states that the entire secondary containment system, “including walls and floor, must be capable of containing oil and must be constructed so that any discharge from a primary containment system ... will not escape containment before cleanup occurs.” 40 CFR 112.8(c)(2) and 40 CFR 112.12(c)(2) state that diked areas must be “sufficiently impervious to contain oil.” The purpose of the secondary containment requirement is to prevent discharges, as described in 40 CFR 112.1(b); therefore, effective secondary containment methods must be able to contain oil until the oil is cleaned up. The secondary containment area consists of concrete floor and concrete vertical walls. An informal containment evaluation was conducted. The containment does appear to be of sufficient size to contain a total tank loss per UFC 3-460-01 Section 8-14.2.1, “The containment area needs to have sufficient capacity to contain the tank contents plus one foot of freeboard. If the containment has the capacity to contain the tank contents plus one foot of freeboard, the containment area is sufficient.” The secondary containment area appears to be properly graded to drain water away from the tank in accordance with NFPA 30. Joint sealant on the containment floor has deteriorated and lost seal with the concrete. Some of the joint sealant on the containment walls has deteriorated and lost seal with the concrete. Piping penetrations through the floor for the 8-inch AFFF, issue, and receipt piping are not designed in accordance with AW 78-24-27, and the sealant at the penetrations has deteriorated.

2. Tank Construction Tank #24 (Facility 4300) is a nominal 80,000 barrel, 112’ 3” diameter by 52’ 3” tall, Jet A, aboveground vertical storage tank. The original construction nameplate is missing. A repair data plate provided by CAPE, Inc. in 2007 is affixed to the tank and is legible. The tank was originally built in 1986 according to the repair data plate, although the original manufacturer is unknown.

3. Tank Foundation The tank rests on a 48-inch high concrete ring-wall foundation. The tank has a liner under the bottom to contain any bottom leakage. The foundation was visually evaluated during the inspection for broken concrete, spalling, cracks, and vegetation against the bottom of the tank. The tank bottom-to-ring-wall sealant was inspected;

it is in satisfactory condition. A shell settlement survey was performed during the inspection in accordance with Appendix B of API Standard 653; it is in satisfactory condition. Settlement results are listed in Appendix A. Sealant between the ring-wall and containment floor has deteriorated.

4. Tank Bottom The tank bottom was not inspected during this in-service inspection. Previous inspection and repair project completion reports indicate the bottom was replaced in 2007 and is a 5/16” lap-welded design.

5. Tank Shell The shell is constructed of carbon steel material with an unknown specification. The shell is a cylindrical design, butt-welded together, consisting of six (6) courses. The shell interior and exterior have a thin film epoxy coating system. The coating was visually inspected for disbonding, adhesion, deterioration, and discoloration. The interior coating of the shell appeared to be in satisfactory condition. The shell was evaluated for remaining metal thickness utilizing ultrasonic technology. The external coating was chalking heavily and was discolored. The external coating appears to have surpassed its useful life. The ultrasonic thickness measurements and thickness measurement locations (TML) are listed in the Shell Plate Thickness Measurements table in Appendix A. A shell service life evaluation performed on all shell courses shows the shell has a remaining life of greater than 30 years under current conditions. The shell service life evaluation is shown in the Shell Service Life Evaluation table in Appendix A. Roundness, plumbness, peaking, and banding of the shell are acceptable. The tank appears to be stable and does not appear to be in danger of overturning or buckling due to high winds or seismic conditions.

6. Tank Floating Roof The tank is equipped with an internal floating roof (IFR). The floating roof is a full contact, aluminum honeycomb floating pan. The overall condition of the roof and secondary wiper seal was visually evaluated and appears to be in satisfactory condition. The roof is level and appears relatively centered in the tank.

7. Tank Fixed Roof The fixed roof is a supported cone roof constructed of carbon steel material of unknown specification. The fixed roof has an epoxy coating system on the interior and exterior. The coating was inspected for disbonding, adhesion, deterioration, and discoloration. The topside coating has a large amount of mildew type staining present. Several areas indicating standing water present after precipitation were noted. The fixed roof was evaluated for remaining metal thickness using ultrasonic technology. The ultrasonic thickness measurements and ultrasonic thickness locations (TML) are listed in the Fixed Roof Plate Thickness Measurements table in Appendix C.

8. Tank Appurtenances

a. Water Draw‐Off System

1) Water Draw-Off Line: The water draw-off piping consists of 3/4-inch threaded stainless steel piping. The line has a ball valve at the shell.

9. Tank Piping System Fuel is received into the tank filtered via underground piping from a commercial terminal. Fuel is issued from the tank via underground piping and Transfer Shed 199 issue filter-separators to the adjacent Tanks 28 and 29.

10. Fire Protection System There are two fire hydrants within 300 feet of this tank. Three AFFF nozzles on the tank are connected by underground piping to an injection point outside the dike.

The tank is equipped with a foam dam on the IFR, and the foam nozzle on the tank does not have a plate at the opening to deflect the foam to the seal area inside the tank. This configuration would direct the foam to the center of the tank and not to a potential fire and could also sink the IFR. Note that UFC 3-460-01 and NFPA 30 do not require AFFF for Class II liquids. Although a foam system is not required for this product, there are no foam chambers or method for mixing the foam solution.

11. Cathodic Protection An impressed current Cathodic Protection (CP) system is installed on this tank. The CP rectifier is manufactured by Universal Rectifiers, Inc. The CP is a model ASAI with Serial # 064086. This unit is a 60 volt 10 ampere air-cooled rectifier unit mounted on the outside wall of the secondary containment. The Watchdog VIP remote monitoring unit (RMU) is used for remote rectifier monitoring application. No issues are reported with the CP system.

1. Shell Service Life Evaluation

2. Shell Settlement Evaluation

Shell Service Life Evaluation

Where:

t min = minimum acceptable shell thickness for each course, in inches; however, t min shall not be less than 0.1 inch for any tank course.

t nom = nominal shell thickness, in inches.

t act = current measured shell thickness, excluding pits and corrosion, in inches.

t prev = previous measured shell thickness, excluding pits and corrosion or t nom , in inches.

D = nominal diameter of the tank, in feet.

H = height from the bottom of the shell course under considerations to the established maximum liquid level, in feet.

H c = calculated safe fill height, in feet, for the current product.

G = specific gravity of the contents.

Y = specified minimum yield strength of the plate; use 30,000 pounds per square inch if not known (N/A for riveted tanks).

T = smaller of the specified minimum tensile strength of the plate or 80,000 pounds per square inch; use 55,000 psi if not known (N/A for riveted tanks).

S = The maximum allowable stress, in pounds per square inch. For welded tanks, use the smaller of 0.80Y or 0.429T for the bottom and the second course or the smaller of 0.88Y or 0.472T for all other courses. For riveted tanks, use S =21,000 psi. For elevated temperatures above

200OF, the maximum allowable stress shall be the smaller of 2/3 the minimum yield strength multiplied by the M-factor (M) of API Standard 650 Appendix M or the product design stress value listed in Table M-1a or M-1b of API Standard 650.

E = original joint efficiency for the tank. Use Table 4-2 from API Standard 653 if original E is unknown; E =1.0 when evaluating the retirement thickness in a corroded plate, when away from welds or joints by at least the greater of one inch or twice the plate thickness. For riveted tanks, use E =1.0 for shell plates when greater than 6 inches from rivets; use the value of E from API Standard 653 Table 4-3 when within 6 inches of rivets.

L r = remaining life of the shell, in years.

C r = shell corrosion rate, in inches per year.

I ut = inspection interval for the next ultrasonic inspection, in years (not to exceed 15 years).

I v = inspection interval for the next visual external inspection, in years (not to exceed 5 years).

Y = years between the previous measured shell thickness (t prev ) and the current measured shell thickness (t act ), in years.

The maximum inspection intervals are determined by the most restrictive shell course in regard to the remaining life and the corrosion rate calculations for each shell course using the following formulas:

tmin =
