About this file
This document is a Questions and Answers Letter for the McAlester AAP FY25 CMP Tank Inspection federal contract opportunity. The Q&A provides critical details about an upcoming internal tank inspection project involving horizontal, double-walled tanks at a military facility. Key requirements include creating strapping charts to 1/16" precision, fuel handling and transfer, replacing manway gaskets, and disposing of up to 300 gallons of fuel off-site. The contractor will have access to water, power, and air onsite, and can work on multiple tanks consecutively in the same week.
Submission instructions specify separating the proposal into three volumes (Technical, Experience, Price), using 10-12 point font, and referencing Addendum 51.212-1 for page limits. The project involves inspecting tanks with no previous inspection history, and includes specific site constraints such as a 14' height limit from an existing awning. The tanks have ladders and stairways, and no interior inspection is required beyond creating the strapping charts. Contractors will need to coordinate fuel transfer and disposal details with the installation post-award.

Questions and Answers Letter
Subject: McAlester AAP FY25 CMP Tank Inspection
We would like to address several questions regarding the upcoming internal tank inspection. Please find the answers to your queries below:
1.) Are there previous inspection reports for these tanks? Could you provide pictures of the tanks if there are no previous reports?
a. There have not been any previous inspections completed on these tanks.
Please see the pictures below and the MAA Tank Photos attachment for access, entry points, suction points, surrounding obstacles, platforms, catwalks, parking distance from tanks:
2.) Are there any height restrictions for truck mounted equipment accessing the site?
a. There is an awning with a 14’ height limit.
3.) What type of tanks are these?
a. These tanks are horizontal, double-walled tanks.
4.) Do the tanks have ladders, stairways, or any appurtenances on or through the manway covers? Should it be assumed that all gaskets and bolts for the manways will need to be replaced?
a. The tanks do have ladders and/or stairways. There are no appurtenances on or through the manway covers. All gaskets of opened manways will need to be replaced.
5.) Can the tanks be worked on consecutively in the same week? Will two tanks be able to be removed from service at one time? Do the tanks need to be phased?
a. The tanks do not need to be phased. See below question and answer for more information. The tanks can be removed from service at the same time and worked on consecutively in the same week.
6.) Are fuel handling and cleaning tasks required for this project? Is there available onsite storage for excess fuel during cleaning and strapping activities? Where is the fuel being transferred into? Can the fuel be disposed of on base?
a. Yes, handling and cleaning tasks are solely due to creating strapping charts to 1/16”. The contractor is responsible for any LOTO procedures. The fuel will be transferred into the adjacent tanks. We will work with the installation to have the tanks mostly drawn down prior to inspection, thus allowing one tank to hold all the fuel while an inspection is being performed. Any cleaning of the interior would only be required to accurately create the strapping charts. No interior inspection is required. The contractor is responsible for disposing up to 300 gallons, OFF the installation.
7.) Will water, power, and air be available onsite for cleaning, fuel transfer, and inspection activities?
a. Yes
8.) Do you have a make/model or part number for gaskets?
a. No, please see the Shop Drawings attachment that was added to
9.) Can you clarify, the statement in Section 1.4.11 of the PWS: “Use minimum remaining thickness (MRT) no less than 100 mils at the next inspection”?
a. This paragraph refers to any findings that may be considered mandatory repairs.
10.) Is there a known local, or preferred, fuel transfer, disposal, or tank cleaning company?
a. At this time, that is unknown. Contractors can work with the installation post award for more information.
