About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) for a brand-name-restricted acquisition. The Arkansas Army National Guard's 39th Infantry Brigade Combat Team is procuring five Weatherhaven Tactical Redeployable Expanding Container Capability – Trailer (TRECC-T-LTT) tactical shelter systems for an estimated total value of $1,000,000.00. The contract is a new Firm-Fixed-Price procurement of commercial off-the-shelf equipment with a delivery requirement of within 180 days after receipt of order. Funding is provided through Operations & Maintenance (O&M) / Procurement, Defense-Wide.
The justification cites 10 U.S.C. 3204(a)(1) as statutory authority, establishing that only Weatherhaven possesses the unique engineering required to meet operational requirements. Three critical capabilities distinguish the Weatherhaven system: a patented "closed-core" deployment architecture that keeps mission-critical IT equipment permanently sealed during transit and deployment; a sub-5-minute two-person tool-free setup capability enabling rapid command post displacement in contested environments; and a hybrid aluminum/composite architecture achieving a dry tare weight of approximately 2,000 pounds while maintaining 2,500–3,000 pounds of mission payload capacity on NATO standard light tactical utility trailers. Market research conducted in September 2026 reviewed military expandable shelter catalogs, GSA Advantage, and DLA contract awards, concluding that competing manufacturers cannot meet the mandatory combination of closed-core protection, rapid deployment, and high payload-to-weight ratio. Price reasonableness will be established through comparison against an Independent Government Cost Estimate, GSA Schedule pricing, and historical DLA contract awards. The acquisition is certified by Technical Point of Contact MAJ William Shannon, Contracting Officer Ralph Grinnell, and Chief of Contracting Office Mark White.

Brand Name Justification
Justification for Other Than Full and Open Competition (JOFOC) — Brand Name Justification drafted in accordance with RFO FAR 6.104 and RFO FAR 12.102.
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC)
BRAND NAME JUSTIFICATION
Pursuant to 10 U.S.C. 3204(a)(1) as implemented by RFO FAR 6.103-1(b) — Brand Name Descriptions
1.0 IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY
• Requiring Activity: Arkansas Army National Guard (AR ARNG) / 39th Infantry Brigade Combat Team (IBCT)
• Contracting Activity: W7MW USPFO ACTIVITY AR ARNG
• Document Identifier: PANNGB-26-P-0000 041162
2.0 NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This action is a new Firm-Fixed-Price (FFP) contract action for the acquisition of commercial off-the-shelf (COTS) Weatherhaven Tactical Redeployable Expanding Container Capability – Trailer (TRECC-T) units (or specific configured part number: TRECC-T-LTT). Contracting on a brand-name-restricted basis is necessary to satisfy the Government’s minimum operational, survivability, and rapid-deployment requirements.
3.0 DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED
The Government requires five (5) each Weatherhaven TRECC-T tactical shelter system(s), including integrated tactical trailer mobility packages, environmental control units (ECUs), and auxiliary power distribution.
• Estimated Total Value: $1,000,000.00
• Period of Performance / Delivery: Within 180 Days After Receipt of Order (ARO)
• Funding Type: Operations & Maintenance (O&M) / Procurement, Defense-Wide
4.0 STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION
• Statutory Authority: 10 U.S.C. 3204(a)(1) (formerly 10 U.S.C. 2304(c)(1)), implemented by RFO FAR 6.103-1(b) — "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements — Brand Name Descriptions."
5.0 DEMONSTRATION THAT THE PROPOSED CONTRACTOR'S UNIQUE
QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES USE OF THE
AUTHORITY CITED
Market research indicates that only the Weatherhaven TRECC-T possesses unique engineering architecture, patented mechanisms, and physical form factors required to satisfy the operational mission profile. Specifically:
A. Patented "Closed-Core" Deployment Architecture (US & International Patents)
• Operational Need: Forward tactical headquarters, drone control nodes, and radar ground teams operate in heavily contested environments subject to sudden severe weather (sandstorms, driving rain, freezing temperatures) and loitering munition threats. Mission systems, high-value tactical display screens, pre-wired 19-inch C4ISR server stacks, and fiber backbones must be permanently mounted, powered, and ready for immediate operation.
• Weatherhaven Uniqueness: Weatherhaven possesses patented mechanical linkages and shelter designs wherein all mission-critical IT equipment remains permanently sealed inside the rigid center core during transit, expansion, and teardown.
• Impact of Alternatives: Competing commercial systems either:
1. Require operators to manually unpack and mount monitors and racks after structural expansion, adding 15–30 minutes of setup time; or
2. Utilize slide-out walls that expose the inner cabin and delicate electronics to the external elements during deployment, risking catastrophic equipment failure in driving sand or rain.
B. Sub-5-Minute Two-Person Tool-Free Setup Threshold
• Operational Need: In dynamic, peer-adversary operational environments, "shoot-and-scoot" and rapid command post displacement are critical for survivability. The tactical unit must establish a fully climate-controlled, sealed C2 node within 3 to 5 minutes of trailer halt with only two (2) personnel, and collapse in an equal timeframe.
• Weatherhaven Uniqueness: The TRECC-T features an assisted gull-wing release mechanism requiring zero tools, jacks, or specialized ground preparation. In operational testing, two operators consistently achieve complete operational readiness in under 180 seconds.
• Impact of Alternatives: Alternate shelter offerings require leveling outriggers, manual frame hoisting, or multi-man sliding panels that demand 10 to 25 minutes of erection time and four (4) or more personnel, directly degrading tactical displacement timelines.
C. Critical Weight-to-Volume Ratio for Light Tactical Trailers
• Operational Need: The system must integrate directly onto existing light tactical utility trailers (NATO standard LTT-HC or US M1101/M1102) without exceeding the 4,200 lb Gross Vehicle Weight Rating (GVWR) of the trailer, while still providing at least 80 sq.
ft. of usable floor space.
• Weatherhaven Uniqueness: Weatherhaven utilizes a hybrid architecture combining an aerospace-grade aluminum/composite central chassis with multi-layer, thermally insulated fabric wings. This yields a dry tare weight of only ~2,000 lbs. (907 kg) and allows a mission payload capacity of 2,500–3,000 lbs.
• Impact of Alternatives: All-rigid expandable shelters (such as heavy composite or steel slide-outs) carry dry tare weights exceeding 3,000–3,500 lbs., consuming the trailer's allowable axle payload and leaving zero weight margin for mission servers, batteries, generators, or ballistic add-on armor.
6.0 EFFORTS TO OBTAIN COMPETITION & MARKET RESEARCH SUMMARY
Pursuant to RFO FAR Part 10, the Government conducted extensive market research in September 2026, which included:
1. Reviewing military expandable shelter catalogs.
2. Reviewing GSA Advantage, DLA Tailored Logistics Support (TLS) catalogs, and historical DoD contract awards.
While other manufacturers produce high-quality tactical mobile shelters, none manufacture an item that meets the mandatory combination of the closed-core environmental protection, sub-5-minute 2-man deployment, and the high payload-to-weight ratio of the Weatherhaven hybrid architecture. Procuring any other system would result in unacceptable delays in mission deployment timelines and compromise sensitive electronic payloads.
7.0 DETERMINATION OF FAIR AND REASONABLE COST
In accordance with RFO FAR 12.204, the Contracting Officer will ensure that the final price paid by the Government is fair and reasonable. Price reasonableness will be established via:
1. Comparison against the Independent Government Cost Estimate (IGCE) per base configured system.
2. Comparison against published GSA Schedule catalog pricing and historical DLA contract awards for analogous shelter systems.
3. Competition among authorized prime defense distributors carrying the Weatherhaven product line.
8.0 ACTIONS TO OVERCOME COMPETITION BARRIERS FOR FUTURE
PROCUREMENTS
The requiring activity will continue to monitor the expeditionary infrastructure and tactical shelter market. As competitors advance lightweight composite materials, automated slide-out mechanics, and modular C2 integration, the Government will re-evaluate commercially available alternatives during future procurement cycles to determine if a competitive acquisition strategy can be executed.
