Schedule A- Statement of Work

Background

39
What, if any, training will be required of the different roles for the PACE program?
The PACE is guided by the Wendys Wonderful Kids (WWK) model with the following required training provided by WWK in or around their offices in Dublin, OH:

WWK will provide an initial virtual pre-training session and an in-person classroom-based training. Any WWK recruiter or supervisor shall attend provided initial virtual pre-training session and an in-person classroom-based training.

In addition to the requirements listed above, supervisors shall attend a virtual supervisor training session.

The cost of these trainings will be covered and/or reimbursed by WWK.

WWK also holds an annual WWK Summit in Columbus, OH, which would be a cost on the PACE contractor with transportation, lodging and some meals. There is not a conference registration cost.

3
Schedule A- Statement of Work

Scope- General Requirements, Client Eligibility

39
For the Eligibility, it is written that youth have to be (a) AND (b) / (a), (b), AND (c) to be eligible for services- is this correct?
For client eligibility criteria, youth must meet all criteria listed.
4
Schedule A- Statement of Work

Scope- General Requirements, Client Eligibility

40
Can you provide examples of what types of children require “specialized permanency support due to unique circumstances, barriers to permanency, or heightened needs?”
Youth that are without a permanency option in terms of a family for placement and/or a network for family support around them. These are often youth that may age out of the foster care system as typical family finding efforts may not be intense enough.
5
Schedule A- Statement of Work

Referral Process

40
If the MDHHS Permanency and Wellbeing Office is providing a monthly list of referred cases to the Contractor- when will that be? (i.e. first of the month, a specific date?) and if the Contractor gets a monthly referral list, how are they to contact all the families connected to the list within 24 hours?
This will be completed early in the month prior to PACE services commencing. The commencement of services will be on the first day of the month following the referral list.

The 24-hour contact timeframe you note from the SLA is inaccurate, it would be consistent with the 7 calendar days noted in Service #1 of 3. See amendment 2 of the RFP.

6
Schedule A- Statement of Work

Credentials

42
Is there a caseload maximum for PACE Supervisors? (I.e. they can only manage a maximum of 5 PACE Recruiters)
There is not, it would be incumbent on the bidder to propose the supervisor caseload based on the duties of the supervisor noted in this RFP.
7
Schedule A- Statement of Work

Credentials

42
Is there a caseload maximum for PACE Review Facilitators? What is the average caseload size for this role?
The average caseload for a pace review facilitator can vary but likely between 60 and 100.
8
Schedule A- Statement of Work

Credentials

42
What is the current caseload for an ARC worker?
Per the WWK model, Adoption Resource Consultant (ARC) recruiters maintain an active caseload of twelve

to fifteen (12-15) youth, which is consistent in the PACE RFP.

Schedule A- Statement of Work Services to be provided- Service #1

43
“ensure the youth’s case remains in, or is returned to, active status at the beginning of each month”- what does this mean? Is this done in a database? What is the youth case is only being monitored?
If a youth is in Active status, ensure they stay Active each month. If a youth temporarily moves into Monitoring but that scenario fails (e.g., placement disrupts, match falls through), the contractor must return the case to Active status in the system at the start of the next month. Monitoring status is when one of the following occurs in the case:

For a reunification goal, the youth is placed from a Child Caring Institution (CCI) into a community-based placement;

For an adoption goal, the youth is matched with an adoptive family, as documented by DHS-4809 or MDHHS-6038; or The permanency goal changes to Another Planned Permanent Living Arrangement (APPLA), as documented by court order.

If any of the above scenarios that moved the case to monitoring status ceases, the case is then moved back to active status.

Yes, this will be tracked in the WWK database as well as by PACE.

Schedule A- Statement of Work Services to be provided- Service #1

44 - 45
Will MDHHS be providing documents for the following, or will the Contractor create these documents?

Initial and Monthly Case Review meetings?

Initial Readiness Assessment? Quarterly Readiness Assessment? Recruitment Plans?

These documents will be developed collaboratively between the State and the contractor.

Schedule A- Statement of Work Services to be provided- Service #1- z

46
Closure at FINALIZATION- some cases can take longer to achieve FINALIZATION, versus when a FC case closes, but adoption remains open still. When would the PACE case close?
There are moving parts on all child welfare case due to case complexity, the court process, or something else. The path to case closure is outlined in Section A. Client Eligibility Criteria iii. And Service 1 of 3 z. of the RFP.

Schedule A- Statement of Work Services to be provided- Service #1- z- vi

46
“all PACE services have been fully exhausted, as determined by the PACE Program Manager, and closure has been reviewed with and approved in writing by the Permanency and Wellbeing Office.” PACE Program Manager- is this a MDHHS role? Or a Contractor role?
This is a contractor role. The PACE program manager, in other words, could be the highest leadership level of the PACE program.
13
Schedule A- Statement of Work

Services to be provided- Service #1- Volume of Service

47
Clients- how many clients are served by ARC annually?
The current total is 248 youth. This number can fluctuate as child welfare cases fluctuate, up and down.
14
Schedule A- Statement of Work

Services to be provided- Service #2

48
APRM- is there a MDHHS document that should be completed to record all that is discussed/ the “ARPM action plan” at the annual meeting? Or will the Contractor be responsible to create this?
The Annual Permanency Review Meeting (APRM) documents will be developed collaboratively between the State and the contractor.
15
Schedule A- Statement of Work

Services to be provided- Service #3- Technical Assistance and Outreach b. Technical Assistance and Outreach iii.

50 and 55
What does “conduct reviews of special populations” entail?
From time to time, MDHHS may request that the contractor complete targeted, MDHHS‑assigned case reviews to focus on populations of youth that may need the resources of PACE but did not previously meet eligibility for the program.
16
Service Level Agreement (SLA)
57
If MDHHS determines eligibility, are they the only referral source? And if so, how can a Contractor “accept all referrals, including those initiated directly by a client or another professional working with the client?”
Yes, MDHHS is the only referral Source. The section referenced in this question has been removed from the RFP. See amendment 2 of the RFP.
57
“The Contractor will contact the family within 24 hours of the referral to conduct intake and eligibility screening”- who is considered the family? The placement where the youth is (Foster home, relative home, CCI)? The birth parent? Interested family members?
This is inaccurate and the SLAs have been updated on the RFP document. See amendment 2.

Contact, within seven (7) calendar days of case opening, and based on the permanency goal:

i. The primary MDHHS and/or PAFC foster care specialist and supervisor for cases with a goal of reunification; or

ii. the primary MDHHS and/or PAFC adoption specialist and supervisor for cases with a goal of adoption; and

iii. Schedule case review meetings and confirm roles and expectations.

57
Will you be penalized if you are at the maximum number of youth (275) in the program and cannot accept referrals?
Even if you are serving the estimated 275 youth, you must accept all additional referrals. Declining referrals would trigger SLA penalties. The 275 figure is an estimate, not a maximum, and contractors must maintain staffing levels to meet demand. The goal is for all youth that are referred to be accepted into PACE. There currently is not, nor has there been a waitlist.
19
Category A Bidder Experience & Past Performance
65
With this being a statewide contract, do you want specific reference to “relevant community organizations”- i.e. Name of Organization, type of service, working relationship, and how they helped success of clients.

The evaluator question says, “If the bidder is new to the geographical area, does the bid response indicate the bidder’s awareness of local community resources?” but this RFP is Statewide, not just a local community.

Because this is a statewide contract, references to ‘relevant community organizations’ should be interpreted broadly. Bidders may provide examples of partnerships with organizations anywhere within Michigan that demonstrate their knowledge of statewide and regional resources within the same realm of service.

20
Category C Staffing, Training, Agency Organization and Location
68
Can staff be less than 1.0 FTE? (i.e. .5 FTE; there would be 5.5 FTE Recruiters…)
Based on the WWK model all proposed staff positions should be full 1.0 FTE roles.
21
Category C Staffing, Training, Agency Organization and Location
68
Is there a different caseload carrying expectation between “active” cases and those that are being “monitored”?
The “active” vs “monitoring” is language from the WWK model. It is expected that cases will transition from active to monitoring as the family finding process is successful. The goal is for the caseload to be between 12 and 15 active cases. It is understood that there will be fluctuation on this number of active cases as cases move to monitoring status. There is also awareness that some monitoring status cases may move back to active cases.
22
Category C Staffing, Training, Agency Organization and Location
69
Position titles “must be consistent with position titles identified in RFP narrative” Can we add additional positions, like Program Managers and support staff?
Yes, a bidder can add additional position titles like Program Manager and support staff.
23
Category C Staffing, Training, Agency Organization and Location
70
Can we get information on the WWK Summit and DTFA training curriculum to address this question, as they are required training pieces for this RFP?
The PACE is guided by the WWK model with the following required training provided by WWK in or around their offices in Dublin, OH:

WWK will provide an initial virtual pre-training session and an in-person classroom-based training. Any WWK recruiter or supervisor shall attend provided initial virtual pre-training session and an in-person classroom-based training.

In addition to the requirements listed above, supervisors shall attend a virtual supervisor training session.

The cost of lodging for these trainings will be covered by WWK. The costs associated with travel and meals will be reimbursed.

WWK also holds an annual WWK Summit in Columbus, OH, which would be a cost on the PACE contractor with transportation, lodging and some meals. There is not a conference registration cost. The costs associated with the WWK Summit should be built into the proposed unit rate.

24
Category C Staffing, Training, Agency Organization and Location
71
Is it expected that these positions would need to be available 24/7/365 for the type of work they do? And are they expected to be accessible and available after hours and during non- traditional work hours similar to a Family Preservation contract worker?
No, it is not expected that these positions would be available 24/7/365.
25
Category D Program Implementation (Work Plan)
73
There is no D2 question
The numbering has been corrected on the updated RFP document.
26
Category D Program Implementation (Work Plan)
74
Are clients able to self refer? Or are referrals only from MDHHS? In other areas it speaks to both, so it is unclear.
MDHHS is the only referral source. This inconsistency has been corrected on the updated RFP document. See amendment 2.
27
Category D Program Implementation (Work Plan)
75
Is the Contractor expected to create the assessment reports and define the tools they want to use? Or is MDHHS requiring the Contractor to use specific reports and assessment tools?
With the WWK model in mind, these documents will be developed collaboratively between the State and the contractor.
28
Category D Program Implementation (Work Plan)
76
What is the current acceptance rate for ARC? What has it been historically for the past 3-5 years?
At this time, we are unable to provide the current or historical ARC acceptance rate. Compiling and validating this information requires several days, and the timeframe for this RFP does not allow for the necessary data collection.
29
Category D Program Implementation (Work Plan)
76
The RFP already identifies the number of clients that must be served annually for both Services #1 and #2; for #3- pages 49-50 it reads as though MDHHS Permanency and Wellbeing Office determines how many TA and Outreach services we are to provide. It specifically reads that the Contractor can provide TA/Outreach “with prior written approval by the MDHHS Permanency and Wellbeing Office,” (b i.) and in b ii it reads, “Develop and deliver, in conjunction with the MDHHS Permanency and Wellbeing Office, outreach seminars and webinars for child welfare staff.” And b iii. Reads “Conduct reviews of special populations, as determined and referred by the MDHHS Permanency and Wellbeing Office.”

If the Contractor is determining the number of clients and units for this area, how will it be impacted by the MDHHS Permanency and Wellbeing office in carrying it out if they have to give permission, assign special reviews, and we must deliver these services in conjunction with them?

Bidders must still propose units and pricing, but the actual volume of work will depend on MDHHS direction, written approvals, and assignments throughout the contract.

The bidders proposed units for Service #3 should reflect reasonable anticipated need, not a guaranteed minimum or maximum.

30
Category D Program Implementation (Work Plan)
77
The question is the same in both D10 and D11- but the chart is just a little different. To reduce redundancy and duplicating work, can D10 and D11 be combined?
The Chart in D11 has been removed due to redundancy and D10 has been renumbered. See amendment 2 of the RPF.
31
Category D Program Implementation (Work Plan)
78
There is mention to the “geographic area” for a Statewide contract. The question asks to identify specific resources within the service area. Is the Bidder expected to list every resource in the State of Michigan?
The bidder is expected to list key resources in different areas throughout the State of MI.
32
Category D Program Implementation (Work Plan)
79/80
There is no D17 question
The numbering has been corrected on the updated RFP document.
33
Schedule B Pricing
1
Missing info “insert service title” listed
The Schedule B has been updated. Please use RFP26-1271 Schedule B Pricing V2.
34
Schedule B Pricing
1
Mileage is covered for “transportation to a referred client” and “referred client’s home” is that only the youth? Is that also a birth parent? Relative? Potential permanent caregiver?
The “referred client” is the youth enrolled in PACE services. Mileage may be billed for travel to the youth, the youth’s home or placement, or to locations visited for the purpose of advocacy on behalf of the youth. Travel to relatives, or prospective caregivers is not separately reimbursable unless the purpose of the trip meets the definition in Schedule B—specifically, travel conducted on behalf of the youth as part of the advocacy and permanency work outlined in the SOW.
35
Schedule B Pricing
N/A
Are the hours billed for direct services only listed in the proposal or can we assume that all staff dedicated 100%, or billing their allocation, to the project would be able to bill all of their hours to the contract? Direct services are described as : Required case documentation and reporting

Court preparation and legal coordination Supervision and clinical consultation Case staffing and multidisciplinary team meetings Coordination with MDHHS, agencies, and providers Data entry, compliance tracking, and audits Development and updating of child-specific recruitment plans Only allowable direct service activities are billable. Even if staff are fully dedicated to the project, billing must reflect actual time spent on direct services as defined in the unit definitions for each service of the RFP.

36
Schedule B Pricing
N/A
If transportation is an additional line does that cost only account for mileage or would we also include hotel/perdiem and mileage?
Allowable transportation costs include hotel/per Diem and mileage.
37
Schedule B Pricing
N/A
Confirming that this contract is $ 3,190,000 per year for 3 years.
Yes, that is correct.
38
Schedule A State of Work, F Services to be Provided
44-57

No, the focus is the WWK Model as defined in Service 3 of 3: Technical Assistance and Outreach on the RFP document.
39
Schedule A State of Work, Scope

The length of time could vary greatly depending on the circumstance.
41
Service #3 of 3: Technical Assistance and Outreach a. Training and Model Fidelity
51
Are recruiters being sent to the Dave Thomas Foundation for training?
Yes, recruiters are being sent to the Dave Thomas Foundation for training.
42
Service #3 of 3: Technical Assistance and Outreach a. Training and Model Fidelity
51
If so is there an expectation of timing between training completion and caseload assignment?
Completion of the training is not required before a newly hired recruiter can be assigned cases. It would be expected that they complete the training within a couple months of hire, though. WWK has many tool and resources to shared with a nearly hired recruiter so they have some comfortability with the WWK model as they take case, prior to attending training.
43
Service #3 of 3: Technical Assistance and Outreach a. Training and Model Fidelity
51
And how frequently is the WWK training held and is it online or in person?
WWK offers the training regular based on the needs of the training being offered.

The training has both an online and in-person component.

44
Service #3 of 3: Technical Assistance and Outreach a. Training and Model Fidelity
51
Will the contractor be expected to meet with Dave Thomas Foundation, if so what is the frequency?
Yes, the PACE contractor will have regular support and collaboration with WWK.

The WWK program manager assigned to Michigan will have regular virtual contract with the individual PACE recruiters, it is encouraged that the PACE supervisor participate. These meeting with the recruiter are to support and coach the WWK model.

During implementation of the WWK model, there are regular virtual leadership level support meetings between WWK representatives and, in this case, PACE contractors. This may or may not included MDHHS participation, some meetings do and some will not. The goal is to support the contractor is the implementation and continued support of the WWK model.

As part of implantation there will be a site visit to the PACE contractor by WWK team members.

All contacts between the PACE contractor and WWK will be through the lens of support of the implantation and continued success of using the WWK model. Over time, these number of contacts may decrease based on comfortability of the contractor.

45

47
Schedule A, Statement of Work, Section F: Services to Be Provided: Service 1 of 3: 1)w.
47
When a case is moved from active to monitoring status, do the service hours remain the same even as the focus of services changes? For instance, do monthly face-to-face and case review meetings still occur?
Yes, in monitoring status the support of the case continues at the same level, including face-to-face and case reviews.
48
Schedule A, Statement of Work, Section F, 1)m.r.
47
Should the contractor budget for any costs associated with accessing the Wendy's Wonderful Kids database?
Access to the WWK database is without cost, it is included as part of the grant agreement between MDHHS and the Dave Thomas Foundation for Adoption (DTFA) extending through June 30, 2030.
49
Schedule A, Statement of Work, Section F: Services to Be Provided: Service 1 of 3: 1) y.

77
The Evaluator questions include, "..., is the proposed number of clients and face-to-face units to be provided reasonable? " Can more specificity be provided on what the evaluators will deem "reasonable"?
This evaluator question has been removed on the updated RFP document.
51
Schedule B
Schedule B does not indicate an amount for specific assistance. Does MDHHS have additional guidance on budgeting for specific assistance, such as a target amount?
It is up to the bidder to estimate the amount of specific assistance along with transportation based on the services to be provided and maximum award amount listed on the Schedule B.
52
Federal Provisions Addendum section H Bryd Anti-Lobbying Amendment, 31 U.S.C & 1352 (as amended)
37
It states "Contractor has applied or bid for an award of more than $100,000 and shall file the required certification in Exhibit 1 - Byrd Anti-Lobbying Certification attached to the end of this Addendum."

We could not find Exhibit 1-Byrd Anti-Lobbying Certification to sign as there has been in previous RFPs.

The Exhibit 1 Byrd Anti-Lobbying Act does not need to be signed at the time of proposal submission. This is now required during contract execution only.

53
D. Program Implementation (Work Plan)
73
Is there supposed to be a D2?
The numbering has been corrected on the updated RFP document.
54
D. Program Implementation (Work \ Plan)

The numbering has been corrected on the updated RFP document.
55
D. Program Implementation (Work Plan)
79
Is there supposed to be two questions for D16 or is this a numbering oversight?
The numbering has been corrected on the updated RFP document.
56
D. Program Implementation (Work Plan)
79
Is there supposed to be a D17?
The numbering has been corrected on the updated RFP document.
57
Pricing matrix
Throughout the proposal there are references to staff traveling for meetings with youth, yet no transportation column is present on pricing matrix only a column for specific

assistance.

Are bidders supposed to propose a transportation dollar amount on the Pricing Matrix?
The Schedule B has been updated to include transportation for the bidder to estimate.
58
Schedule A-Statement of Work
44 and 49.
Is the reference on page 44 about caseload size meant for the PACE recruiter since page 49 indicates that the PACE facilitator should not have a defined caseload as they are "responsible for leading, coordinating, and monitoring the implementation of initial and ongoing APRMs.
Correct, the caseload size note was specific to PACE Recruiters. The PACE Permanency Review Facilitator would not carry a caseload, rather facilitate the review process outlined in the RFP.
59
Schedule A- Statement of Work
47
What is the difference between "community-based placement" which is listed on page 47 vs. "family-like setting"/placement which

is listed in other sections?

These would be synonymous with a home (foster/relative) placement to provide permanency consistent with the permanency goal.

60
Schedule A- Statement of Work Client Eligibility Criteria
42
In the client eligibility section, it states "Note: If a PACE case is closed and circumstances change, the primary child welfare specialist may refer the case for PACE Services."

Can this re-referral be for all of the permanency goals?

Yes, re-referrals can be for all of the permanency goals.

61
Schedule A- Statement of Work

F Services to be provided / Service #1 of 3

45
"Complete the Initial Readiness Assessment within thirty {30) calendar days of case opening. The assessment must be reviewed monthly and updated until the case is closed." Would the report need to be updated quarterly even though it is an Initial Report as the Recruitment Plan is updated every 90 days as well?

How would an "initial" report be updated?

Consistent with the WWK model, yes, The Initial Readiness Assessment is completed once within 30 days of case opening, but it becomes a living document. The SOW requires that it be reviewed monthly and formally updated every 90 days to reflect changes in the youth’s needs, strengths, barriers, readiness, and permanency progress. Although the document is titled “Initial,” MDHHS requires updates to ensure it provides a current and accurate reflection of the youth’s permanency status throughout the duration of the case.

62
Schedule A- Statement of Work

F Services to be provided / Service #1 of 3

48
"Identity, research and pursue all available potential funding sources to support permanency outcomes consistent with the permanency goal, including federal, state, local and private funding opportunities aligned with program objectives."

1) Is the expectation that the contractor pursues additional funding from federal, state or local resources?

2) If so, what are examples of federal, state, local and private funding?

This requirement has been removed from the RFP and will not apply to the final contract. See amendment 2.

63
Schedule A- Statement of Work

Performance Outcomes

52
Each Permanency and Connections Expert (PACE) Recruiter shall facilitate a minimum of four (4) placement matches per Contract year."

1)Is this for a child with any goal?

2)If so, what constitutes a "match" for reunification, Guardianship, Placement with a Fit and Willing Relative?

The minimum of 4 placement matches per contract year applies to youth with a goal of reunification as well as adoption. For reunification cases, a match occurs when the youth is placed from a Child Caring Institution (CCI) into a community‑based, family‑like placement as stated in section F. Services to be Provided: Service 1 of 1, w.

For adoption cases, a match occurs when the youth is matched with an adoptive family, documented through DHS‑4809 or MDHHS‑6038, as stated in section F. Services to be Provided: Service 1 of 1, w.
