About this file

This is a Questions and Answers document clarifying requirements for a small-business set-aside procurement of fitness equipment for Building 1001 at Fort Hood under NAICS 339920.

The Government seeks delivery of treadmills and ellipticals but has removed all brand-name references to Life Fitness; offerors may propose any commercial equipment meeting the stated salient characteristics without requiring a line-by-line comparison matrix. This is a delivery-only requirement with no contractor-provided installation, unboxing, or assembly responsibilities; the Government will handle internal placement and setup. Commercial warranty terms apply with no minimum warranty period specified. Award must be all-or-none for the complete package of all equipment items, and all offerors must be registered in SAM.gov as small businesses. Pricing should include delivery only. The Government expects delivery within 45 days of award but may extend timelines depending on circumstances. The contractor remains liable for damage to items after delivery but before Government acceptance. Equipment substitutions must follow salient characteristics. Delivery constraints, loading dock availability, and liftgate requirements will be answered if an RFQ is posted. The sources-sought phase is for market research purposes only. Questions must be submitted by 10 June 2026, with contract award expected on 30 June 2026, subject to change. Delivery scheduling should begin immediately after award.

Questions and Answers

1) Confirm preferred Life Fitness Integrity model line (Integrity SC, Integrity DX, Integrity X) for both treadmills and ellipticals, or whether "or equal" alternatives meeting the salient characteristics will be accepted.

a) Any reference to Life Fitness will be removed. There is no preferred model for the treadmills or for the elliptical

2) Confirm whether basement delivery requires liftgate, dock access, or stair carry — and any building/installation access coordination point.

a) This is a delivery only requirement. The SOW will be updated to clarify the confusion around installation.

3) Confirm preferred warranty term (1, 3, 5, or 7 years frame; parts and labor coverage).

a) The government will follow commercial warranty

4) Confirm acceptance/inspection process and government POC for delivery

a) Please see SOW.

5) Could the Government please clarify the intended contractor scope: is this a delivery-only requirement, or is the contractor responsible for delivery plus unboxing, assembly, and final placement within the basement gym of Building 1001?

a) Please see question 2

6) I do have a question about installation. I am not clear whether installation is required, or not, for this project. The statement of work suggests that installation will be performed internally by the unit. We do offer installation services, if required.

a) Please see question 2

7) Are the Life Fitness Integrity Series treadmill and cross-trainer/elliptical references intended as brand-name-only, or will brand-name-or-equal commercial products be acceptable if they meet or exceed the salient characteristics?

a) Any reference to Life Fitness will be removed. Please see question 1

8) If equals are acceptable, would the Government prefer that offerors provide a line-by-line salient-characteristics matrix with manufacturer cut sheets for each proposed model?

a) This is not needed.

9) Should pricing include delivery only, inside delivery, assembly/setup, placement, disposal of packaging, and/or full installation? The current documents appear to reference both contractor-provided installation and Government/unit handling of setup/placement, so we want to confirm the intended scope.

a) Please see question 2. This requirement is for supplies/delivery only.

10) For Building 1001 at Fort Hood, are there any delivery constraints we should account for, including loading dock availability, liftgate requirement, ground-floor access, stairs/elevators, doorway clearances, appointment windows, or escort/base-access requirements?

a) If a RFQ is posted. This question will be answered.

11) Is award expected to be all-or-none for the full package, or could the Government consider partial line-item support if a small business can meet some but not all equipment lines?

a) You must be able to provide all items.

12) Are substitutions within the same general commercial-grade category acceptable if they provide equivalent performance, warranty, and commercial durability, or must the offered equipment match the listed model families exactly?

a) Must follow the Salient Characteristics

13) Are there any minimum warranty, authorized-dealer/OEM-support, preventative-maintenance, or local service-response requirements that should be included in the final

RFQ?

a) The government will follow commercial warranty

14) Because the current notice appears to be a small-business set-aside under NAICS 339920, will any Nonmanufacturer Rule or manufacturer-size/status documentation be required for supply items if the prime is a small-business distributor?

a) Must be registered in SAM.gov has a small business.

15) 10. What documentation should be included with a sources-sought response besides capability information, such as SAM/UEI/CAGE, socioeconomic status, past performance, manufacturer/partner relationships, proposed make/model information, or preliminary delivery lead time?

a) The source sought is just for market research purposes.

16) Will the Government post answers to industry questions as an amendment or Q&A attachment before the response deadline?

a) Yes.

17) Is there a separate question deadline before the June 12, 2026, response deadline, or should all questions be submitted through the notice response date?

a) Questions will no be answers past 10 JUNE 2026.

18) The SOW specifies delivery within 45 days after award. Current manufacturer lead times are beyond that for commercial equipment. Will the Government accept extended delivery timelines if disclosed in the proposal?

a) This is just a request for information. The Government is expecting delivery within 45 days and dependent on the situation will extend the delivery time.

19) Can you confirm whether award will be based on Lowest Price Technically Acceptable (LPTA) or another evaluation method?

a) This question is not applicable for a source sought.

20) Is the contractor responsible for damage occurring after delivery but before internal installation?

a) Yes. If the items have not been accepted by the government, then the contractor will be held liable.

21) What is the required lead time for scheduling delivery on bas?

a) Immediately after award.

22) What date is the contract expected to be awarded?

a) 30 June. Date is subject to change.
