NAMA 151059A – Solicitation P16PS01126 Questions and Answers
1) QUESTION: The trench details on drawings 38 and 39 all have the following note: “Compacted Trench Backfill (See Specification Section 02220)”. We have looked through the project specifications and have also searched the internet for Washington DC standards but have not been able to find this specification. Can you please provide it to us? The reason we are asking for this information is that we would like to find out what type of backfill is specified for the trenches. Will we be re-using the existing excavated material for backfilling the trenches, or are we required to import fill and dispose of the excavated material?
ANSWER: The trenching details shown on sheets 38 and 39 are DC Water standard details, and the specification section shown on the detail is not needed for this project. The backfill material for water line trench backfill should be the excavated material meeting the requirements of specification section 31 23 23.15 TRENCH BACKFILL.
2) QUESTION: Page 72 of 125 of the solicitation; subsection 1.68 states that the insurance requirements are elsewhere in the contract. However, we are unable to find these requirements. Please provide the insurance requirements so that we can include associated costs in our bid.
ANSWER: See Clause H.3 of the Solicitation
3) QUESTION: Can you also provide the permit fees for the various permits required on 01 31 00-9 of the specifications?
ANSWER: Determination of permit fees is the contractor's responsibility.
4) QUESTION: Can 12” Fusible C-900 piping be allowed for new water piping installed HDPE?
ANSWER: Fusible C-900 pipe is not a true substitute for DR11 HDPE pipe. Please demonstrate that the proposed pipe meets or exceeds the properties of DR11 HDPE, particularly related to pullback stresses and operating pressures once installed.
5) QUESTION: In order to eliminate a reduction of flow capacity from the 12” Ductile Iron Pipe, HDPE must be upsized to 14”. Should HDPE be upsized to 14” nominal size?
ANSWER: 12” HDPE was used in the modeling of the system and was approved by NPS. There is no consideration for 14” HDPE.
6) QUESTION: What is the definition of “timely manner “with regards to permit application? Will the contractor be granted a time extension should permitting agencies delay issuing permits?
ANSWER: “Timely Manner” refers to the responsibility of the Contractor to identify all the necessary permits and the process of application specific to each permitting agency. The Contractor shall start the permit application as early as possible in order to prevent potential delays to the project schedule. In addition, the Contractor shall notify the CO of any anticipated delays by permitting agencies.
