A site visit was conducted at Seven Bays Marina, Lake Roosevelt NRA (LARO) on April 15, 2016 at 10:00AM. Ms. Hoa Lam, Contracting Officer’s Representative, conducted the site visit with attendance of Mr. Ron Sacchi, Lake Roosevelt NRA (LARO) Facility Manager serving as project on-site inspector.
Hoa Lam welcomed the attendees and stated that:
• The purpose of today’s meeting was to show the attendees the existing fuel and electrical systems, not to review the scope of work.
• Nothing said on this site visit changed the terms, conditions, requirements, or specifications of the solicitation and eventual contract. All changes will be formalized and incorporated by formal written amendment(s) to the RFP and posted at www.FBO.gov.
• Site visit notes, clarifications and any formalized changes will be provided in an amendment with a target posting date of 4/20/2016.
• Any future questions should be emailed to Hoa Lam or Sarah Welch as soon as possible.
• Due date for the RFP is 5/2/2016.
The site visit was attended by representatives of the following firms:
• JJP Electric, Inc.
• Northwest Environmental Solutions, Inc. as subcontractor to prime contractor CMEC
• Richards
Hoa Lam provided corrections and additions to the scope of work related to the location of the new twin nozzle dispenser at the end of I dock. These corrections and additions are included in the revised Attachment 1a, Statement of Work, along with specific performance requirements:
Section 01 11 00 Summary of Work, Part 1.1.A
Electrical system
Current verbiage Corrected verbiage
1. Disconnect power to the fuel dispensing pumps, remove conductors serving the pump at the end of I dock.
Conduits will remain in place and be capped at both ends for future reuse.
1. Disconnect power to the fuel dispensing pumps; remove conductors serving the pump at the dock fuel house. Conduits will remain in place and be capped at both ends for future reuse.
Addition: Furnish and install code-compliant emergency shut-off and signage adjacent to the existing power disconnect for the pump near the end of I dock.
Fuel System
Current verbiage Corrected verbiage
1. Provide and install double wall pipe and termination sump for fuel pipe to dispensing pump adjacent to fuel house on I dock.
1. Provide and install double wall pipe and termination sump for fuel pipe to new twin nozzle dispenser at the end of I dock.
Addition: Provide and install an auto-repressurization module and pressure relief valve.
Contractors are strongly encouraged to review in its entirety the project requirements in Attachment 1a*, Revised Statement of Work, and Attachment 3, Drawing and Photos, to ensure complete compliance with project requirements. *Attachment 1a is provided with Amendment 1 and incorporates the changes noted herein.
Questions Q1 through Q11 come from the site visit; and Q12 through Q16 were received by e-mail. The answers below provide clarifications as necessary and reference specific sections of Attachment 1a, Revised Statement of Work for quoters’ convenience.
Q1: Is the Department of Ecology (DOE) going to inspect the work?
A1: This is a DOE-permitted installation. The work is considered maintenance in nature, so there is no DOE permit for the work; however, all work must comply with applicable DOE requirements.
Q2: Who is responsible for spillage?
A2: The Contractor is responsible for all environmental concerns/impacts from the work.
Refer to Section 01 35 23 Safety Requirements, Part 2.4 Spill Prevention: “Cleanup cost and resource damage assessment shall be charged to the contractor for any incidental release of fuel into the lake”.
Q3: How is the fuel pipe to be installed under the decking?
A3: The under-decking cavity is available similar to the existing piping installation. NPS does not dictate means and methods.
Q4: Is it acceptable to use the existing 2-inch galvanized steel pipe as conduit for the new pipe?
A4: Because the internal condition of the existing galvanized steel pipe is unknown, which could affect installation of the new pipe and a smaller diameter pipe is required to fit inside, the NPS does not consider this approach acceptable.
Q5: The ballast for the overhead light might not be available. Will the NPS consider replacement instead of repair? How about the other three overhead lights? And is LED light acceptable?
A5: Yes, we will amend the scope for replacement of four lights with LED fixtures. See Section 26 27 29 Marina Electrical Work for additional information.
Q6: The wiring of the three lights on J dock is exposed, should they be replaced?
A6: Yes, we will amend the scope to include wiring and conduit replacement.
Q7: Based on previous repair knowledge, the connectors (both male and female ends) of the 200 and 30 ampere on I dock have lots of corrosion. Replacement is suggested.
A7: We will amend the scope of work to include connector replacement. See Section 26 27 29 Marina Electrical Work for additional information. Existing connector part numbers are Appleton AR200-44RS, 4 wires, 4 poles and Appleton ARC3044, 4 wires, 4 poles.
Q8: The 30-amp dock-side connector is at the same height as the 200-amp, should it be lowered as well?
A8: Yes, we will amend the scope of work to include lowering the 30-amp connection.
Q9: How about water connections at the power pedestals on I dock?
A9: They should be capped below deck and decking replaced to fill the hole resulted from the pedestal removal. Replacement decking shall be untreated Douglas-Fir or Hem-Fir, 2x6, No. 2 or better.
Q10: Some of the power pedestals are damaged from old cutting at the base piece to provide access to the valves or power conduit inside. As a result, the remaining lip for bolting it to the decking is broken and the two pedestals are not secured. Should they be replaced?
A10: The NPS will provide two similar pedestals for the contractor to use as replacement.
The NPS will fabricate and install a cover on the remaining pedestals after the contract is completed.
Q11: Which alarm condition(s) should the new audible alarm announce? Overfill condition is suggested.
A11: Agree, the audible alarm will announce overfill condition. Scope of work will be amended with a remote alarm acknowledgement switch; both horn and switch are to be located on the outside of the building near the tank monitoring panel. See Section 33 52 10 Marina Mechanical Work for additional information.
Q12: Is the Gasboy dispenser Commercial or Retail?
A12: We provide additional technical specification of the dispenser in Section 33 52 10 Marina Mechanical Work.
Q13: Are we communicating with an electronic point of sale (EPOS) system?
A13: No, there is no electronic point of sale system.
Q14: Do you sell fuel at this location?
Q14: Yes, fuel will be sold at this location after completion of this project.
Q15: Page 22 of the spec 33 52 10, Part 2 Products, last line item, calls for an audible alarm compatible with existing monitoring system. Please provide the manufacturer and model of the existing system.
A15: The existing tank monitoring panel is INCON TS Tank Sentinel, 500 series. See A11 for additional information.
Q16: Also need more details for the dry disconnect and valve assembly and the strain relief connections – what are these and what is their application?
A16: See Section 33 52 29 Marina Mechanical Work for details.
Other changes:
Salvage of Material – The NPS shall take possession of the fuel hose reel and motor, and shore side dispenser. The contractor shall take care to not damage them during the removal process and until the transfer to the NPS.
Government Furnished Property – Per Q&A 10, make arrangements with the COR for receiving the two power pedestals.
