This solicitation will facilitate award for construction of the following:

The project will rehabilitate the waste water system at Stinson Beach. Stinson Beach, California

(94970) is an unincorporated census-designated small beach community in Marin County located within the North District of Golden Gate National Recreation Area (GGNRA). The beach and facilities are on Federal Land administered by the National Park Service (NPS) with water provide by Stinson Beach Water District, power by PG&E, waste water treatment and disposal by the NPS onsite. These facilities lie within the west boundary of the Pacific Ocean, eastern boundary of the town of Stinson Beach and private property owners, and north by private property owners and south ocean bluffs.

Waste water is currently produced by three public comfort stations, a life-guard/grill building, administrative and employee housing. Current treatment is through standard two chamber concrete septic tanks that gravity outflow to concrete wet well tanks where it is then pumped to individual pressurized disposal fields adjacent to the facilities. Rising sea level storm surges and rising ground water table has created the need to relocate facilities and infrastructure further away from the Pacific Ocean.

The project will rehabilitate the existing primary treatment systems (septic tanks), convey primary treated waste water from septic tanks to secondary treatment system (recirculating textile filter system) and pumped to dual zoned pressurized disposal field.

Project includes installation of two 5,000 gallon concrete septic/wet-well tanks; two 3,000 gallon septic tanks; two 1,200 gallon septic/wet-well tanks; new pumps systems package units tied to local alarm and remote call out SCADA system; approximately 4,200 lineal feet of three inch

HDPE sewer force-main; grinding and repaving of pedestrian walkways and road patching;

20,000 gallon /day rated recirculating textile filter system tie to local alarm and remote call out

SCADA system; ½ acre dual redundant pressurized disposal system with security fence; and new

PG&E service for secondary treatment system.

The new disposal field and secondary treatment system will be required to be installed prior to rehabilitation of existing waste water system. Once new secondary treatment and disposal field are on-line, primary treatment infrastructure will be rehabilitated and cut-over to the new system.

The facilities will have strict requirements for managing and minimizing public outages with a confined area for staging and work zones.

Proximity to Pacific Ocean, Eskoot Creek and size of project will necessitate a California

Stormwater Pollution Prevention Plan (SWPPP) permit of Level I or II. Some work will be done within the perimeter of permitted wetlands.

Evaluation of proposals will be performed on a “trade-off best value” basis.

The disclosure of the magnitude of construction range for this project is $1 million to $5 million.
