DRTO Questions:
Question 1. Section 01 74 19, Paragraph 3.4 Recycling Demolition Waste reads – “Non-salvaged brick and coral concrete masonry may be pulverized on site”. Can pulverized masonry waste remain onsite? Or is all construction masonry debris from project required to be removed from site?
Answer Q1: All construction debris needs to be removed from the island, pulverized or not.
Question 2. Please define “pulverized” for purposes of this project.
Answer Q2: Reference specification in regards to mixing of coral concrete and requirements for aggregate/void ratio and mock up demonstrations.
Question 3. What limitations/requirements will be placed on storage and/or use of diesel, gasoline and propane fuels on the island? How much can be stored in one container and/or one location? Where can contractor locate storage of said fuels?
Answer Q3: Any fuel containment will have to be up to all appropriate safety and industry codes. Spill prevention and containment measures must be part of the safety plan and readily available for deployment. In the past the park has provided fuel to the contractors from our tanks on site and then the contractor has made the fuel purchase in Key West when the boat goes in to re-supply the tanks.
Fuel types and storage:
Propane - cylinders shall be no greater than 100 #s (25 gallons) and will be secured near casemate 75 with NPS supply. We have room for five (5) contractor cylinders at any one time. Contractor will have access when needed. This shared space has not been a problem in the past.
Gasoline - 5 gallon UL Listed containers with spring-closing lid, spout cover, designed to relieve internal pressure when subject to fire exposure and shall be stored in contractor provided UL listed Hazmat cabinet(s) to be located at job site designated storage area(s) inside fort. Cabinet(s) contents shall be labeled on exterior with job POC. Amount is what can be stored in a cabinet(s).
Diesel - storage tank(s) shall be double walled with a pressure relief device and built for flammable fuel storage. Recommended no greater than 125 gallon capacity. Storage area is contractor work area on North Coal Dock.
Contractor and NPS can maximize safe use and storage of gasoline / diesel fuel on island and minimize unwanted ship-to-shore fuel transfers if contractor agrees to borrow fuels when needed from NPS supplies and pay back NPS at our cost at agreed to intervals. SPCC document in Safety Plan would be reduced in scope and length. Logs are kept at dispensing locations for record keeping. This arrangement has worked well for both NPS and contractor during previous phases of the project. In looking at previous logs, contractors used about 250 gals diesel per month and averaged 3 fillups per month. Gas "borrows" were significantly less. These amounts do not impact NPS operations or fuel needs.
*NOTE* Diesel storage tank should be portable, that is should be able to be moved by contractor forklift, lull, etc from NCD to the dispenser located on the main dock for refill and then back again to NCD.
Propane can be shipped outbound / inbound at contractor discretion and by their means.
Question 4. Bid Form states that if Options C & D are exercised new completion date will be June 1, 2017. The Bid Form does not contain a Mobilization & Temporary Facilities line item for these Options if they are accepted separately from Option E. Acceptance of Options C & D will require one additional mobilization and temporary facilities effort. Option E, which would carry the contract through June 1, 2018, will require two additional mobilization and temporary facilities efforts. Should a line item for Mobilization & Temporary Facilities be added for required demobilization/remobilization to the island as required in Section 01 11 00, paragraph 1.9.A for Options C & D?
Answer Q4: See attached new Bid Schedule in Amendment 0003. Between construction seasons inside the contract performance period the contractor can leave any desired equipment and materials in the designated storage areas as indicated in the plans.
Question 5. Section 01 11 00, paragraph 1.9.A provides information for demobilization from June 1 through November 1 for each year of the contract. Please provide more direct information on what items can be stored on the island as stated in said paragraph and what items (equipment and materials) must be removed from the island during this period.
Answer Q5: Contractors are provided a space for temporary off-season storage space. Contractor will determine what material and equipment to store in that space. There will be restrictions against leaving fuel or other hazardous materials on site. No food will be allowed to be stored in the off season.
Question 6. If use of a boat in the harbor for additional crew lodging is required, can said boat be moored to a heavy anchor placed on the seafloor? Are there time limits on the amount time a boat can remain in the harbor for purposes of crew lodging? Are there any other noteworthy restrictions on use of boat in the harbor for crew lodging?
Answer Q6: Anchoring in the harbor is allowed. If contractor is asking to temporarily embed an anchor then that will have to be a separate request that will go through the compliance process. NPS has anchorage time limits but they would need to be modified or exemptions provided by the park if this option is exercised.
1. Mortar
· Will contractor be required to ensure mortar compatibility? The specified mortar has been determined to be compatible with the existing construction – Contractor is not required to verify mortar compatibility. Will contractor be required to procure a third party testing agency to test existing mortars and/or new mortars? No.
· What is target for mortar compression strengths? How does this compare to existing mortars and surround masonry units? A comprehensive materials testing program was completed during previous phases of work and determined the specified mortar mix is compatible with the existing historic masonry.
· Is “local” water, from cisterns, Ok for use in mortar? Is there concern about saline/salt content in the water? The non-potable water supplied by the Government from the cisterns identified on the drawings, although slightly saline, has been determined to be acceptable for use in the mortar. Per Note 6 on Drawing A101, the Government will monitor the salinity levels of the non-potable cistern water.
2. Brick
· Specifications mention salvaging existing face brick for re-use. Does this include salvaging brick currently in moat for re-use? Brick will not be salvaged from moat.
· Per specifications, brick are to be tested by third party to confirm compatibility. The testing requirements do not mention the compression strengths of new or existing brick. Is this a concern? Bricks of that age are most likely very “soft” in comparison to today’s standard and depending on the acceptable lower/upper limits, it may be difficult to obtain a brick of comparable strengths. A comprehensive materials testing program was completed during previous phases of work and determined the specified bricks are compatible with the existing historic masonry.
3. Sand
· Does sand need to be “washed/treated” to remove residual salts present prior to use? No.
· Sands are to be graded per limits described in ASTM C-144 for sieves NO8 through No.30. Will owner/architect need to inspect sand prior to use? Will third party verification be required? No inspection or third party verification is required. Contractor is expected to prepare sand so that it meets the requirements of the specifications. Periodic sampling may be conducted by owner to ensure sand gradation meets specifications.
4. Bid Documents
· Should contractor bid drawings complete, or bid quantities listed on bid form? Contractor should bid the quantities listed on the Bid Schedule, the quantities on the schedule are based on drawings complete.
· Is it expected that all bid form line items will complete all items listed on drawings? It is intended that the entire scope of work shall be assigned to the listed bid items. See Amendment 1 – “If no specific line item exists for a portion of the work, include the costs in a related item.”
· Per specification 012700, please identify location of repair for contract line item 6. Contract line item 6 refers to areas indicated on the drawings by the hatch running from top left to bottom right and includes the outer two wythes of masonry (face brick). See Material Keynotes on Drawings.
· Per specification 012700, please identify location of repair for contract line item 7. Contract line item 7 also refers to areas indicated on drawings by the hatch running from top left to bottom right but includes reconstruction of the assembly inbound of the face brick (wythes 3 through 6)
· Per specification 012700, please identify location of repair for contract line item 10. Applies to all portions of scarp wall between magistral line and BOTTOM of string course not indicated for reconstruction by hatching. See also Note 2 on A201, A202, E201, E202 and E203.
· Per specification 012700, please identify location of repair for contract line item 11. The corbelled string course is indicated on the drawings as the horizontal band of masonry (approximately 1’-5” in height) between the scarp wall and the parapet.
· Per specification 012700, please identify location of repair for contract line item 12. See response above.
· Per specification 012700, please identify quantity of repair for contract line item 13. Quantity provided in Contract Price Schedule – See Amendment 00001
· Per specification 012700, please identify quantity of repair for contract line item 14. Quantity provided in Contract Price Schedule – See Amendment 00001
· Section 040120-3.14-B.3 states that contractor owns responsibility of grouting solid all gaps. Is this scope required? It is not defined on the price schedule, nor could a quantity to be determined by contractors during the bidding process. Please advise. The use of injection grout will not be required and the reference to “Grouting with Injection Grout” can be disregarded. With this said however the language in the specification section refers to the backfilling of the void space behind the face brick reconstruction. Per Note #5 on S106 and ES106, as the lifts of face brick are reconstructed, where voids occur between the back of the face brick and the coral concrete, this area shall be backfilled solid with coral concrete. In general, no voids should be left in the construction.
· Section 040120-3.7 defines mortar removal depth per NPS standard language, but also defines full depth pointing per 3.9. For pricing purposes, is there an expectation of full depth pointing to be required? Deterioration of the mortar joints varies significantly from minor weathering to the complete loss of the mortar joint. A combination of standard repointing and full depth repointing should be anticipated, particularly at the parapet level where weathering is significant.
5. Scaffold
· Scaffold needs to be designed/stamped by engineer prior to implementation. Will owner provide/assist with design values required to be satisfied? The loads imposed on the scaffolding are from construction activity, which are entirely the responsibility of the contractor. Gravity loads from the scaffolding should be supported by the “sea bed” in the moat. For information purposes, the A/E team will review loads imposed on the existing structure from struts and ties used to maintain lateral stability of the scaffolding. Use of embedded anchors is discouraged. No anchors used, even stainless steel anchors, may be left in the building once the scaffolding is removed.
· Please confirm scaffold may be placed directly into moat as discussed in pre-bid. Scaffolding can be placed directly into moat. Shifting existing masonry debris in order to establish sound footing for the scaffolding is acceptable.
· Section 01570, states that moat floor may not be disturbed…. If we are allowed to place scaffold directly on moat floor some existing debris will need to be moved/removed to allow for install. Can you provide a more detailed description of what is or what is not allowable within the moat. See response to question above.
· Please confirm owner will administer all approvals/permits required from ACOE. The contractor will not be required to obtain any permits from the ACOE.
· Will scaffold need to be removed during seasonal shutdown? If yes, can scaffold be stored on island? Yes. The scaffolding may be stored in the designated storage areas as indicated in the plans.
6. Power
· Please confirm power will be provided on a limited basis, per discussions during walk-through. What are those limits? See Specifications section 0150 000 1.3.C. Also see answer to question 3 above for fuel storage and potential use of purchasing on-site NPS fuels.
7. Water
· Please confirm owner will provide water to contractor for use, via cistern reserves. See Specification section 015000 1.3.B., and 3.2.B
· May this water be used for construction activities? IE mortar, coral concrete? See Specification section 040120 2.1.B.B
