P15PS00203 Addendum 00005 5/27/2015

1. On pages 8 and 9 of the Seed Project Documents, it defines the Contract Line Items as:

-Contract Line Item Number 1 - Design -Contract Line Item Number 2 - Construction HVAC -Bid Additive Line Item Number 1 - Construction ADA However, on page 17 of the Provision & Clauses document, the provided bid schedule lists the following bid items:

-Bid Item 1 - Base -Bid Item 2 - ADA Option Are we to assume that for the purposes of filling out the bid schedule, that “Base” is a combination of CLIN1 and CLIN2 from the Seed Project Documents? Please provide clarification as to how the government wants us to represent our Seed Project pricing in the Bid Schedule.

A: Bid three line items, Design, Construction, and Option One (ADA)

2. For Contract Line Item Number 1 (Design), are we to develop two different design packages - one for the HVAC replacement scope and a separate for the ADA scope (in case the ADA portion is not constructed), or is it the intent of the government to have the contractor furnish all the design (including ADA) regardless of whether the government awards the Bid Additive Line Item 1 (Construction - ADA)?

A: Contractor shall furnish design for all items regardless of government award of Bid additive.

3. Can the government please clearly define which construction tasks defined under CLIN 1 (Design) fall under CLIN 2 (Construction HVAC) and Additive Line Item 1 (Construction ADA)? For example, does “New LED lighting on the exterior” fall under the HVAC line item, or the ADA line item?

A: New LED lighting falls under Contract line item Number 2.

4. In order to meet ADA door width requirements, the clear width of a door opening must be a minimum of 32” measured from the face of the door to the stop of the frame when the door is open 90 degrees. In the “New Floor Plan - Basis of Design” drawing, it indicates a door width of 2’-4”. In order to meet ADA requirements, the frame of the door will need to be replaced and made larger. Can you confirm that the intent of this scope is not to keep the 2’-4” door frame width, and to expand it to ADA compliant size?

A: The intent is to have a door that meets ADA requirements regardless of dimension shown.

6. As it will likely be impossible for the contractor to match the existing floor and wall tiles, will the government accept a “reasonable match” from a certain designated point (replace a reasonable amount of square footage surrounding any replacement tiles), or will the government require complete replacement of the floor and wall tiles (if no match can be found)?

A: If no reasonable match of tile can be found, then yes, replacement of all wall and floor tile will be required.

7. For clarification purposes, should Tab B (Technical Approach) of the Technical Proposal be a broad view of the entire MATOC, or should the proposal write up focus mostly on the Technical Approach to the Seed Project?

A: Focus on the Seed Project

8. Aside from the contractual pages (SF 1442 & Amendments), please confirm the only Seed Project Specific documentation required for this proposal is a Bid Schedule and corresponding Bid Bond.

A: Follow the guidelines of what to submit in Sections L & M in addition to the forms SF1442 and Addendums.

9. On the concept plan provided for the ADA upgrades for the restroom it calls for push button opener. Please clarify if these are wanted as they are not a code requirement and if you do want them I assume that you want auto openers on the doors correct? Yes we would like to have openers.

A: We would like the wireless type.

10. The wage determination in addendum 2 is 2000 plus pages and is for many different projects. Please advise if this was supposed to be distributed?

A: Yes, this covers all the states involved when awarded this contract

11. What type of bathroom partitions do you prefer?

A: No preference.

12. It appears that all of the drawings are identical. The base drawing matches the alternate bid drawing matches the revised alternate bid drawing. Also, the as built drawings show a flat roof but a picture on their website shows a slopped shed roof. Did they construct a roof over the first roof? That would mean access into the rooms from the roof would be difficult. Please clarify.

A: The original drawings indicate that the building is a shed roof (low slope). There is an insulated space between the roof deck and the interior restroom ceilings and indicated in the original drawings.

13. The TUZI-New Floor Plan Basis of Design, TUZI-New Floor Plan-Bid option2 and the TUZINew_Floor_Plan-Bid_option_2 drawings appear to be identical. Are these drawing plans intended to show different scopes of work?

A: The drawings are the same because the second bid item is the HVAC upgrade and does not change the building layout. The first bid item and the bid additive deal with changes to the internal layout of the building.

14. The as-built drawings show a flat roof structure on the exterior elevations. It appears from pictures on your website the roof is pitched as a shed type roof. Are there as-built drawings showing modifications to the roof structure? If it cannot be determined how the existing structure is constructed will allowances for price modifications for unforeseen items be made?

A: The original drawings indicate that the building is a shed roof (low slope). see attached photo (2228) of roof edge. No additional over-framing. The building has a single-ply roof membrane, so there may be a layer of rigid insulation and recover board, but this is unlikely based on the photograph attached.

15. For past experience, must the similar contracts be design build task orders on a MATOC or other type of Indefinite Delivery, Indefinite Quantity (IDIQ) contract? Or, can the referenced be stand-alone design build contracts covering the anticipate types of construction services enumerated in the RFP.

A: Your experience can be from a MATOC if you have been awarded one or an IDIQ It can also be stand alone. Past experience can be presented any way, it is not restricted either way.

16. Does NPS want us to provide any specific information regarding our design team?

A: Yes, the design effort is part of what we are looking for. The solicitation states: Design/Build.

17. Existing Door Openings-Due to historic preservation of existing facility, is widening of the existing door openings allowed?

A: No

18. Are new exhaust fans required to be hooked into existing lighting or are they to be continuous run?

A: Hooked to existing lighting.

19. SF1442 states period of performance is 310 calendar days and SOW/Spec Section 1.6 For Consideration after Award- states 190 days, please clarify which period of performance is correct.

A: 190 days is correct.

20. Please confirm repairs and paint to exterior walls is limited to crack, spall and holes in existing stucco and rock mortar with no repairs to be done to the stone itself for historical preservation reasons.

A: There will be no repairs to the stone itself.

21. Are existing toilet partitions acceptable for reuse?

A: Yes.

22. New floor tile: Is the entire existing floor tile to be demo’ d and removed or repaired to match where existing floor tile is damaged?

A: The intention is to remove and replace only what tile is needed to accomplish the ADA upgrades. If an acceptable match for the existing tile cannot be found then it may become necessary to replace all the tile but that is not the intention.

23. May existing duct work be utilized?

A: Yes as long as you can tie into it with the new furnace.

24. Please clarify hardware compliance for new exterior doors? Section C1020 is missing from SOW Seed Project Requirements Part 4 Hardware.

A: The new exterior doors need to have the same appearance as the existing doors, this includes the hardware that is visible from the outside when the door is closed.

25. The DUNS # requested for the subcontractors is out of the ordinary usually it is just the DUNS # for the general is this a typo on pg. 56 Tab B #2?

A: Not a typo. If you indicate a sub-contractor list the DUNS number.

26. Most financial statements are longer then 10 pages which we are limited to under Tab B does the financial statement count as part of the ten pages?

A: No.

27. How many past performance surveys are you requiring to be sent out for this solicitation?

A: We did not state how many but keep in mind you are presenting five projects. This is up to each contractor.

28. Is the bid security for the seed project 10% of the total project bid?

A: It shall be at least 20% of the bid price.

29. I just wanted to clarify, the solicitation is requesting both a bid bond and a bonding capacity letter from our bonding company?

A: Yes

30. Does the government furnished water bottle filler have refrigeration and does it require electricity?

A: The water bottle filler is self-contained. It requires water, a drain, and electric. All are in the chase behind the mounting location.

31. The bid documents call a price schedule to be delivered and we would like to provide a write-up along with this clarifying what our scope of work includes and does not include. Please advise if you have any objections to providing this write-up along with our pricing schedule.

A: No

32. Will the owner be paying for building permits or do we as the general contractor include an allowance? If an allowance please specify how much.

A: Building permits are obtained by the General Contractor and should be incorporated into your bids.

33. Can we use the existing water closets and flush valves; I believe the response was yes if they met EPA water reg’s.

A: Yes but it is meeting ADA Regulations not EPA.
