About this file

This is a Workforce Qualifications template and instruction document for federal contract proposals. The form requires offerors to document all personnel who will support the contract effort, with detailed information about their qualifications and experience. For each position, offerors must specify the job title, employing company (prime contractor or subcontractor), and employee status classified as current, contingent, or prospective hire. Additional required information includes the highest degree earned (ranging from high school diploma through PhD), the highest security clearance level attained and its status (Confidential, Secret, Top Secret, or Top Secret with special access), and the relevant Statement of Work functional area(s) to be supported by that individual.

The template mandates that offerors document the number of years of relevant experience for each position and provide a brief narrative describing how that experience applies to the specific SOW functional area being supported. The instructions emphasize formatting requirements, including landscape orientation on letter-size paper without font reduction, and require deletion of instruction and example sheets before submission. The form indicates that key positions identified with an asterisk require resume submission. This documentation is specifically associated with a Naval Air Systems Command solicitation for Engineering and Technical Services supporting the Prototype, Manufacturing and Test Department at Naval Air Warfare Center Aircraft Division in Lakehurst, New Jersey, restricted to SeaPort MAC contract holders.
