About this file

This is a Cost Summary Workbook template and instructions document for federal task order proposals under solicitation N68335-26-R-1036 for Engineering and Technical Services in Support of the Prototype, Manufacturing and Test Department (PMTD) at Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey. The workbook is designed for both prime contractors and subcontractors to submit detailed cost proposals across a multi-year period of performance with provisions for a base year and up to five option years. Only SeaPort MAC holders are eligible for award on this Navy IDIQ contract vehicle.

The template requires contractors to populate labor costs organized by individual employees or prospective personnel across defined labor categories with government-specified minimum direct labor rates ranging from $23.89 to $71.68 per hour depending on position and experience level. Contractors must designate work location (Contractor facility "K", Government site "G", or other site "T"), employment status (full-time "F" or part-time "P"), direct labor rates, and proposed hours for each cost period. The workbook automatically calculates escalated rates using a 3.90% annual escalation factor and applies indirect costs including fringe benefits, overhead, general and administrative expenses, and subcontractor handling fees. The template also accommodates other direct costs for travel and materials with associated overhead and G&A adders, plus a fixed fee structure based on prime and subcontractor labor. The document specifies a CLIN structure separating labor, travel, material, and deliverables costs across the base year and four option periods, with all formulas maintained and cells unprotected to ensure mathematical integrity during evaluation.

Instructions

Attachment P4 Instructions
Green Cells are Formula Based
Yellow Cells require an Input
Only one workbook shall be prepared for the entire period of performance (one workbook for each Prime and one for each Subcontractor)
The worksheets of the workbook should all be formatted for printing on letter-size paper, without requiring "adjustments." It may be formatted for either landscape or portrait. DO NOT FORMAT FOR LEGAL SIZE PAPER.
All cells shall be unprotected and unlocked, with formulae intact to show mathematical operations.
All dollar figures shall be carried out no further than two decimal places. (ex $25.50)
Instructions for Prime Contractor:
Base Year ColumnSubsequent Year Columns
1Fill in all Indirect Rates in the Indirect Rates and Fee Worksheet, these rates will be pulled into the Cost Summary Spreadsheet, ensure formula are still intact.DE, F, G, H
Cost Summary Worksheet Sheet Instructions
2Enter Prime Contractor's name into cell A3.AN/A
3Enter all prime employee names (or the word "Prospective") in Column A on the Cost Summary Worksheet (starting at row 9). If necessary, insert additional rows--but ensure integrity of formulas. Labor categories with more than one person being proposed shall be listed multiple times (one row per employee). For example, if the offeror proposes four Senior Analysts, then the labor category Senior Analyst shall be listed four times along with their applicable rates and information.AN/A
4Use the drop down in column B to enter the Labor Category from the Request for Task Order Proposal (RFTOP) that you will be utilizing. By utilizing this drop-down, the minimum realistic rate, as stated in the Minimum Direct Labor Rates worksheet will fill in, in column G. Please see solicitation for additional guidance regarding the minimum realistic rate. Note - DO NOT use the drag feature to pull down a labor category to a subsequent row. This will not allow the formulas to work properly.BN/A
5Enter all Prime labor categories in Column C (starting at row 9). In column C, the Contractor should insert the title of the labor category it will be utilizing. The Contractor is not required to utilize the Government's labor categories, however, each proposed labor category should appear in the column beside the government labor category it is comparable to. Please note, in evaluation, the Contractor's task order proposal will be compared to the RFTOP in terms of hours and labor categories.CN/A
6In column D, the Contractor shall insert a "K" if the worker will be performing at the Contractor's facility or a "G" if they will be performing in Government spaces, or a "T" if you have a differing OH rate that you utilize for that particular person. NOTE - If this procurement has various Govt Site locations (example, WOLF and Pax River), utilize "G" for both locations, a distinction does not need to be made between these sites for evaluation purposes.DN/A
7In column E, identify for the specific individual whether their fully burdened rate is calculated using the full-time or part-time fringe rate. Enter "F" for full-time or "P" for part-time.EN/A
8In column G, insert the direct labor rate for each row. If the rate that you are proposing is less than the minimum direct labor rate as included in the Minimun Direct Labor Rates worksheet, the cell will turn red. If this happens for a prospecitive employee, an explaination should be included in your cost narrative. Note, subsequent rate columns (L, Q, V and AA) are formula based and are calculated using the escalation for that year. Ensure Formulas are intact.GFormula Driven - L, Q, V, AB
9In column H enter the labor hours for each row. Enter hours for each subsequent year (columns M, R, W, AB)HM, R, W, AB
10This workbook includes hidden columns to assist with the correct application of indirect rates (two columns after each Amount column for each year). If, per your accounting practices, you DO NOT apply overhead to your fringe rate, you can delete the calculations included in the hidden columns that assist with adding overhead to Fringe.Forumla Driven - J, KForumla Driven - O, P, T, U, Y, Z, AD, AE
11Escalation has been autopopulated based on the RFTOP. If, in accordance with the RFTOP, you are utilizing a rate that differs than that has already been filled in, you may change the value in the cell and provide an explaination in your cost narrative.N/AM, R, W, AB
12For each subcontractor, enter the employee name (or the word "Prospective"), labor category, site, fully burdened rate and hoursA, B, D, G, HL, M, Q, R, V, W, AA, AB
13The minimum rate is blacked out in column F for the subcontractors. The minimum rate is analyzed at the direct labor rate, however, the rates included for the subcontractor's in the Prime's submission will be fully burdened labor rates.FN/A
14Please note if more subcontractors are needed, the contractor may add additional rows to accommodate them, but ensure integrity of formulas. If fewer subcontractors are needed, hide the rows instead of deleting them.
15Under Other Direct Costs, the prime contractor should enter the proposed travel and material costs in Columns I, N, S, X, and ABIN, S, X, AB
16Check to ensure the indirects are applied appropriatly to ODCs. If the formulas that are utilized do not match your accounting practices, either adjust in the Indirects Rates and Fee tab or adjust the formula and note why changes were made.IN, S, X, AB
17Check to ensure that the fee per hour calculation/value for 5252.232-9510 when multiplied by the total number of hours proposed, matches the "Total Fee (for Prime and Subcontractor Labor)" amount.

NOTE: Section L, Part B, Paragraph 3.3.1.5.2 could result in hardcoding over the formula based calculation for the "Total Fee (for Prime and Subcontractor Labor)".

Steps to ensure the fee per hour calculation for 5252.232-9510 matches what is in the Prime Contractor's C2 (and therefore what will be utilized for CLIN values).

1 – Divide the "Total Fee (for Prime and Subcontractor Labor)" value for each year by the number of total labor hours proposed for that year 2 – Round to two decimal places (this is the fee per hour value that should be stated within 5252.232-9510) 3 – Multiply the fee per hour value from step 2 by the number of total labor hours proposed for that year 4 – Ensure the value from step 3 matches the value included in within "Total Fee (for Prime and Subcontractor Labor)" for the applicable year. If the value included in Step 3 does not match (Excel will turn the cell red), the Prime Contractor will need to hardcode the total fee amount in the "Total Fee ( for Prime and Subcontractor Labor)" cell for that year and note this in the cost narrative that this step has been completed.
