1. INTRODUCTION:
This Source Selection Plan (SSP) is developed to assist the Technical Evaluation Board and Source Selection Authority in evaluating proposals for the construction of the Sarasota National Cemetery Phase 2 Development Project (931-003,004,006) located in Sarasota, Florida.
2. PROJECT DESCRIPTION
The purpose of this project is to enable the existing national cemetery to continue to provide burial services for eligible veterans in southwest Florida. Located in Sarasota County, just east of the city of Sarasota, the National Cemetery serves a veteran population of approximately 405,500 within a 75-mile service area. Without this project NCA is projecting depletion of in-grounds cremains sections by June 2023, and columbarium niche cremation sites by August 2024. In addition to the cremation burial options, this project will provide an added 25-year inventory of traditional burial sites.
This project is the second construction phase of cemetery development, and will primarily include construction of additional burial facilities, a new committal shelter, and required support infrastructure on mostly undeveloped land, as well as repairs to existing columbaria and to the site irrigation system. This investment develops approximately 18 acres to provide 17,382 gravesites. The remainder of the cemetery will be developed in future phased projects.
2.1 Scope of Work: This project includes the following major work items:
a. Construct New IGC Sections, including a section for Early Turn Over (ETO) no later than 15 May 2023
b. Construct New Columbaria & Repair Existing - remove concrete caps and replace with natural stone caps
c. Construct New Committal Shelter & Repair Existing Committal Shelters – overhead fans and electrical conduit/wiring
d. Construct Temporary Committal Shelter - for duration of construction
e. Construct Access Roads and Parking
f. Construct Storm Drain infrastructure – for developed area
g. Construct Irrigation System for developed area & Repair Irrigation for full cemetery
h. Construct Landscaping
2.2. Cost: Estimated construction cost at award for all work is approximately $11,200 based upon the 100% Design independent government estimate, completed 21 Oct 2021. The Total Estimated Cost (TEC) for the congressional appropriation is $13,925.00
3. ACQUISITION STRATEGY/CONTRACT STRUCTURE:
The government intends to solicit competitive proposals utilizing a request for proposal (RFP). This acquisition will result in a firm fixed price contract. The basis for award will be FAR 15 Best Value utilizing source selection procedures. The government will award a contract resulting from the solicitation to the responsible Offeror whose offer conforms to the solicitation requirements and will provide the best value to the government considering both technical and pricing factors.
IAW 38 USC 8127, as there are two or more qualified SDVOSB CVE-verified vendors that are expected to pursue this solicitation, the contracting officer has determined there is a reasonable expectation that: (1) Offers will be received from two or more SDVOSB concerns; and (2) Award will be made at a fair market price. Based on the above information, the contracting officer has determined that this construction acquisition be set-aside for CVE-verified SDVOSB concerns.
4. EVALUATION FACTORS FOR AWARD:
A Technical Evaluation Board (TEB) will evaluate the Offeror’s technical proposal using the following technical factors and subfactors:
1. Factor 1 - Past Performance
2. Factor 2 - Relevant Experience
(a) Relevant Projects
(b) Key Personnel
3. Factor 3 - Technical Approach
(a) Contractor Plan to Replace Columbaria Caps
(b) Contractor Plan for Construction Access and Haul Routes
4. Factor 4 - Construction/Project Management
(a) Project Organizational Chart and Narrative
(b) Capacity to Perform Work and Subcontractors
(c) Quality & Safety Control
(d) Schedule
5. Factor 5 - Price Proposal
5. EVALUATION FACTOR WEIGHTINGS
Technical factors are equal in importance and sub-factors within factors are equal in importance. When combined, Technical factors are significantly more important than price.
The Contracting Officer will conduct initial price evaluations and collaborate with the TEB and Cost Estimating Service, as necessary, after technical and past performance evaluations have been completed.
Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors.
6. EVALUATION STANDARDS
a. DEFINITIONS Recent: Recent experience refers to construction project/contract work experience performed in the last five (5) years (between 2015 to 2020). Projects may be completed or “well underway”. A "well underway" construction project is 50-percent complete at time of proposal submission. Based upon these criteria, past performance & experience will be assigned a rating of Recent or Not Recent.
Strength: An aspect of an offeror’s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
Weakness: A flaw in the proposal that increases the risk of unsuccessful contract performance.
Significant Weakness: A “significant weakness” in the proposal is a flaw that appreciably increases the risk of unsuccessful contract performance.
Deficiency: A material failure of a proposal to meet a Government requirement or a combination of weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
b. PAST PERFORMANCE & TECHNICAL EVALUATION RATING STANDARDS The evaluation team will use the adjectival ratings and standards below to assess each Offerors proposal.

c. PRICE PROPOSAL RATING STANDARDS The Base Bid items and Option CLINs, if used, are listed on the Offer Schedule located behind form SF1442 in the solicitation. The bid Options are listed in order of priority (i.e Option #1 is highest priority, Option #2 is second highest priority, and so on).
All work is to be performed within the period of performance specified in the solicitation.
Offerors are advised the Tradeoff process (Reference FAR 15.101-1) will be used to determine which proposal represents the best value to the Government. Award may be made to other than the lowest priced offeror or other than the highest technically rated offeror.
The Government will evaluate the following aspects of the Offeror’s price proposal 1) reasonableness, 2) completeness, 3) price.
Reasonableness:
· A fair and reasonable price is the price that a prudent businessperson would pay for an item or service under competitive market conditions, given a reasonable knowledge of the marketplace.
· The Federal Acquisition Regulations clearly establish the need to determine a price fair and reasonable prior to a Government Contracting Officer or Ordering Officer making a contract award.
· The Government intends to perform Price Analysis pursuant to FAR subpart 15.4 for all offers received. The Government’s planned price analysis method anticipates adequate price competition will exist to establish price reasonableness.
· In the unlikely event that adequate price competition does not exist, the Government may use any other method permitted under FAR Part 15.404-1 to determine price reasonableness.
Completeness:
The Government will review Offeror’s pricing proposals for completeness and accuracy. The Government will verify each proposal includes prices for all CLIN Items. The Government will also perform a general review of the submission to verify math calculations in the schedules. Based upon proposed price for the CLIN Items, a determination will be made as to whether the Offeror properly understands the price proposal instructions and properly completed the pricing tables.
Price:
Base Bid & Option line item (CLIN #) prices in the Offer Schedule shall be evaluated to determine the items to be awarded. The evaluation shall be made as follows—
1. Prior to the opening of proposals, the Government will determine the amount of funds available for the project.
2. All proposals shall be evaluated on the Base Bid line items, plus (in the order stated in the list of priorities in the bid schedule) those additive line items that provide the most features within the funds determined available.
3. All proposals shall be evaluated on the basis of the Base Bid line items & the same additive line items.
a. If adding another item from the Offer Schedule list of priorities would make the award exceed the available funds for all offerors, the Contracting Officer will skip that item and go to the next item from the Offer Schedule of priorities; and
b. Add that next item if an award may be made that includes that line item and is within the available funds.
4. Once the Contracting Officer has determined which Offer Schedule line items will be the basis for the evaluation of all proposals received, each offeror’s aggregate price for those line items will carried forward to the Contracting Officer’s Tradeoff Analysis and Best Value Determination.
7. VOLUME I - TECHNICAL PROPOSAL
Technical qualifications evaluation factor consists of: (1) Past Performance, (2) Relevant Experience, (3) Technical Approach, and (4) Construction/Project Management.

In case PPQs are not received by the Contracting Officer prior to the proposal submission due date, the Offeror shall clearly identify all owner references to whom PPQs were sent.
Offerors are responsible for ensuring that the contact information provided for the owner’s representative indicated for each relevant project is accurate and that the representative is aware that the Contracting Officer may be contacting them regarding the questionnaire and the Offeror’s past performance. If completed PPQs are not received timely by the Contracting Officer from the owner’s representative, the Government reserves the right to disregard them, contact the references directly, or obtain the requested information from any other sources.
CPARS (no page limit):
For each of the three (3) projects identified above, if CPARS evaluations are available, the Offeror shall clearly identify which projects have interim and final CPARS past performance evaluations.
Using CPARS, the Government will attempt to locate & download the identified CPARS assessments for review and analysis.
Note: Multi-division or regionalized firms should submit projects performed by the division/business segment that would, if selected, perform the construction on this contract. Projects performed by other divisions/business segments may be submitted but may be considered less relevant than projects performed by the local division/business segment proposing on this project.
Evaluation Methodology:
There are three aspects to the past performance evaluation:
a. Recency of the project/contract work performed;
b. Relevancy of project/contract work performed; and
c. Quality of the project/contract work performed.
Recency: Each past performance example will be assigned a rating of Recent or Not Recent. See Definitions, above.
Relevancy: Each past performance example submitted for evaluation will be assigned a rating of Very Relevant, Relevant, Somewhat Relevant, or Not Relevant. See Definitions, above.
Quality: “Quality” refers to how well the contractor performed on the recent and relevant past contracts. This process gathers and evaluates information from customers (via PPQ and CPARS) on how well the offeror performed those past contracts. The TEB shall identify the summary performance rating for each contract and identify, in narrative format, all past performance information that would bolster or diminish the Government’s confidence in the offeror’s ability to perform work on this contract.
After evaluating the Recency, Relevancy, and Quality of each project/contract identified above, the TEB will assign one overall, Past Performance Confidence Rating (see Table 1b) for each Offeror. In the case of an Offeror without a record of past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance and will receive a rating of Unknown Confidence (neutral).
At the government's discretion, past performance information may be obtained from any other sources available to the Government including but not limited to interviews with Project Managers, Contracting Officers, other VA personnel, local agencies and other outside sources.

a) Data includes all data, information, and software, regardless of the medium (e.g., electronic or paper) and/or format in which the data exists, and includes data which is derived from, based on, incorporates, includes, or refers to such Source Selection, Business Sensitive, and/or proprietary data (collectively referred to herein as "the data"). Any data which is derived from, based on, incorporates, includes, or refers to data shall be treated as Source Selection, Business Sensitive, or proprietary data and shall be subject to the terms of this Non-Disclosure Agreement.
