About this file
This is a comprehensive specification document for the preparation of a site for new cathology laboratories (Rooms B510 and B516) at the John Cochran Division VA St. Louis Health Care System under project number 657-22-112JC. The contract number is 36C25523C0055 with a 210-day performance period.
The project encompasses extensive site preparation and interior renovation work divided into two phases: Phase I covering Room B510 and UPS alterations, and Phase II covering Room B516. Work includes demolition of existing structures and materials, removal and proper disposal of asbestos-containing materials and lead-based paint, comprehensive abatement procedures with detailed containment requirements, and full site preparation. The specification mandates compliance with federal safety regulations (OSHA 29 CFR 1926.1101 for asbestos, 29 CFR 1926.62 for lead), EPA requirements, and state/local regulations. Major construction activities include mechanical and electrical systems installation, HVAC modifications, plumbing and gas systems for laboratory facilities, fire suppression system commissioning, interior finishes (gypsum board, acoustical ceilings, flooring, painting), and comprehensive testing and commissioning of all systems. The contractor must develop detailed project schedules using Critical Path Method (CPM) with resource-loaded networks, submit a Schedule of Costs, and provide monthly updates. The specification requires an approved Accident Prevention Plan, Activity Hazard Analyses for all work phases, quality control procedures with three-phase control system (Preparatory, Initial, Follow-Up), comprehensive warranty management including 4 and 9-month post-construction inspections, and extensive documentation including as-built drawings. The work requires coordination with VA occupancy requirements, infection control protocols, and continuous VA facility operations in a healthcare setting.
