About this file
This request for proposal (RFP) solicits proposals for multiple indefinite delivery/indefinite quantity contracts under the Orbital Services Program-4 (OSP-4) On-Ramp #2. The Space Systems Command Launch Enterprise at Kirtland Air Force Base seeks to expand the vendor pool for responsive, responsible and reliable commercial launch services. All offerors awarded a basic contract will receive an initial $50,000 task order to develop a Launch Service User Guide Study. There are no restrictions based on company size or ownership. Foreign firms may not serve as prime contractors. Interested parties must request the OSP-4 Bidder's Library of program guidance documents to support proposal development. Proposals are due within 60 calendar days of RFP release. The NAICS code is 481212 and small business size standard is 1,500 employees.

Contractor format acceptable.
The contractor shall use the Mission Requirements Document (MRD) structure and matrix in the MRD as a guide for how to organize and trace the system requirements.
Paragraph 2. Referenced documents: The overview shall include a documentation tree diagram showing all relevant specifications, ICDs, and drawings. This documentation tree shall identify how all applicable requirements, specification and interface documents relate to each other.
Section 3.2. While requirements allocation down to the lowest subsystem or component levels is not required within this specification, the LSC shall allocate the requirements down to a sufficient level to separately identify the MRD launch and orbit requirements allocated to the guidance, navigation, and control (GNC) functionality, and to flight software, such that verification methods for GNC functions and for software are identified.
Paragraph 3.3: The external interface section may reference rather than repeat details contained in ICDs (CDRL A004).
Paragraphs 4 and 5: The verification method (called qualification method within the DID) and bidirectional traceability information for each requirement shall be provided in the form of a requirements traceability and verification matrix (RTVM). This matrix shall be subsequently updated with verification status and delivered under CDRL A021, Requirements Traceability and Verification Matrix.
Paragraph 5: Disregard the first sentence in section 5 that states, "For system-level specifications, this paragraph does not apply;" the deliverable shall include full bidirectional traceability to the MRD and other government source requirements documents and standards, such as range requirements and safety standards.
