About this file

This statement of work identifies requirements for a Launch Service User Guide under the Orbital Services Program-4 contract. The contractor shall develop a Launch Service User Guide conforming to the specified format, including sections on launch vehicle description, interfaces, environments, services, operations and sample mission profiles. The related solicitation seeks proposals for the Orbital Services Program-4 On-Ramp #2 multiple award IDIQ contract to expand the vendor pool. The Space Systems Command Launch Enterprise at Kirtland Air Force Base will award contracts. The first minimum task order is for a $50,000 Launch Service User Guide study. Responses from small businesses are encouraged but it is not a small business set-aside. The North American Industry Classification code is 481212 and small business size standard is 1,500 employees.

ROCKET SYSTEMS LAUNCH PROGRAM (RSLP)

KIRTLAND AFB, NM

1. SCOPE

1.1 PURPOSE: This Statement of Work (SOW) identifies Task Order 0001 – Launch Service

User Guide (LSUG) requirements under Orbital Services Program-4 (OSP-4). The LSUG provides the Government with insight into the potential performance capability of the OSP-4 contractor(s) for the purpose of informing pre-solicitation planning activities with potential

RSLP customers. Each successful Offeror will be awarded Task Order 0001 which constitutes as the guaranteed minimum amount ordered on this contract.

2. REQUIREMENTS

2.1 LAUNCH SERVICE USER GUIDE: The Offeror shall develop a LSUG which conforms to the format identified below; for any information that is currently not available, include the section and identify the missing information as “TBD”. The LSUG shall include all current

Launch Vehicle (LV) configurations at the time of publication and include these additional

LV(s) as an addendum to the LSUG. [CRDL D002]
