About this file
This is an insurance requirements document (OS-52) issued by the Pennsylvania Department of Transportation establishing mandatory coverage standards for contractors performing work on state transportation contracts. The document mandates that awarded contractors maintain comprehensive insurance coverage throughout the entire contract term and any renewals or extensions, with coverage becoming effective prior to commencing work or entering Department of Transportation property. Required insurance includes workers' compensation coverage sufficient to meet Commonwealth requirements, comprehensive general liability insurance with minimum coverage of $250,000 per person and $1,000,000 per occurrence for bodily injury and property damage, and automobile liability insurance where applicable. All policies must be occurrence-based and name the Commonwealth or Department as an additional insured party.
The insurance policies must contain provisions requiring thirty days' prior written notice to the Commonwealth or Department before cancellation or material changes, except in cases of nonpayment of premiums where fifteen days' notice applies. Contractors are obligated to provide the Department with current certificates of insurance demonstrating required coverages and notice provisions, or relevant policy documents if the information cannot be displayed on certificates alone. Additionally, contractors must notify the Department of any insurance cancellations at any time. No work under the contract or entry onto Department property may occur during any period when insurance coverage is not actively maintained. This requirement applies to the On Call Vegetation contract within Engineering District 12-0, which encompasses general cleanup, herbicide application, mowing, landscape installation, and vegetation maintenance services across Fayette, Greene, Washington, and Westmoreland counties, with award restricted to certified small businesses.
