About this file
This is Addendum #1 to an Invitation for Bids (IFB #6100065057) issued by the Pennsylvania Department of Transportation (PennDOT), Engineering District 12-0, dated January 14, 2026. The addendum addresses vendor questions regarding the on-call vegetation maintenance contract covering Fayette, Greene, Washington, and Westmoreland counties. Key clarifications include notification procedures for on-call work (minimum one week's notice), bid submission requirements through the PA Supplier Portal at www.pasupplierportal.state.pa.us, and accessibility of historical bid information through PA eMarketplace. The virtual public bid opening is scheduled for January 21, 2026, at 1:00 p.m. EST, with the initial purchase order running from May 1, 2026, through April 30, 2027, and two optional two-year renewal periods available. The contract encompasses comprehensive vegetation management services including general cleanup, herbicide application, mowing, landscape installation, and maintenance at various facilities and state route areas within the district.
Vendor eligibility is strictly limited to DGS-certified small businesses under the Small Business Procurement Initiative established by Executive Order 2011-09; prospective bidders must register with the PA Supplier Service Center at (877) 435-7363 and obtain DGS certification prior to bid submission. All pesticide applicators must hold current Pennsylvania certified commercial applicator licenses with category 10 certification. Contractors must provide a three-person maintenance crew with appropriate equipment, maintain comprehensive insurance coverage with minimum liability limits of $250,000 per person and $1,000,000 per occurrence, and submit required certifications including Domestic Workforce Utilization and Worker Protection and Investment forms. The contract includes an annual material contingency of $10,000 per maintenance organization location, with contractor-supplied materials reimbursed at invoice price plus fifteen percent, and unit prices adjusted by four percent annually upon contract renewals.
