Scope of Work RFI 26-84601 ORYX® Performance Measurement and Reporting

Overview The State of Indiana seeks a qualified Contractor to support the ORYX® data submission process in compliance with standards set by The Joint Commission and CMS Inpatient Psychiatric Facility Quality Reporting (IPFQR) standards. Services will support behavioral healthcare performance reporting across all Indiana State Psychiatric Hospital Network (ISPHN) locations, including Evansville State Hospital, Logansport State Hospital, Madison State Hospital, NeuroDiagnostic Institute in Indianapolis, and Richmond State Hospital.

Contractor will be responsible for ensuring accurate and timely data transmission, facilitating internal benchmarking, and providing quality improvement insights. All work must comply with applicable healthcare regulations and sanitation standards, including but not limited to those established by The Joint Commission and the Centers for Medicare & Medicaid Services (CMS). Contractor shall also adhere to ISPHN and facility-specific policies and operating procedures.

Contractor shall:

1. Service Requirements

· Aggregate hospital-level performance data in alignment with ORYX® and CMS specifications

· De-identify patient-level data in accordance with Health Insurance Portability and Accountability Act (HIPAA) for internal analysis and public benchmarking

· Transmit designated performance measures to The Joint Commission and CMS through approved channels

· Ensure compatibility with facility Electronic Health Record (EHR) systems and maintain secure upload portals

2. Delivery & Facility Coordination

· Meet accreditation and reporting standards for The Joint Commission, ORYX® , and CMS IPFQR programs

· Enhance audit-readiness and provide real-time insights into performance metrics

· Minimize administrative burden and streamline data submission processes

· Establish resilient reporting and transition protocols in the event that the Contractor or system changes

3. Documentation & Reporting

· Monthly Indicator Reports: Summaries of core and non-core performance measures

· Comparison and Control Charts: Benchmarking tools for internal performance tracking

· Submission Reports: Confirmation of successful transmission to The Joint Commission and CMS

· Data Quality Reports: Error logs, validation feedback, and resubmission guidance

4. Training & Access

· On-demand Training and Technical Manuals: Provide orientation guide, resource library, and support schedules

· User Account Management: Provide permission-based access controls and activity tracking for facility staff

5. Cost Savings The State seeks innovative approaches to the delivery of services that align with quality care and fiscal responsibility. Contractor is encouraged to describe:

· Strategies for data consolidation and streamlined submissions

· Staffing or technology efficiencies that reduce administrative hours or rework

· Tactics to minimize redundancy across facilities and internal teams

· Projected value gains through automation, compliance risk mitigation, or transparency improvements

· Unique service models or innovations that support long-term savings and reliability

6. Continuity of Services & Emergency Preparedness To protect from disruptions in reporting or performance validation, the Contractor must:

· Submit a Continuity and Emergency Support Plan within 60 days of contract start

· Outline procedures for maintaining service continuity during facility outages, Contractor transitions, and data breach responses

· Identify backup staffing, alternate data pathways, and failover strategies

· Support phase-in/phase-out transition protocols for contract closure or successor onboarding

· Provide personnel and technical resources for continuity training and record handoffs

The State may request quarterly risk reviews and continuity drills to validate preparedness and safeguard service integrity.

7. Performance Measures

· Timeliness and accuracy of submissions to The Joint Commission and CMS

· Quality and clarity of reports and dashboards

· Responsiveness to error correction and technical inquiries

· Demonstrated cost savings, process efficiency, and emergency readiness

8. Contractor Responsibilities

· Provide technical support and documentation for data formatting and file submission

· Deliver implementation guides and onboarding materials for each facility

· Offer ongoing liaison services, email support, and training webinars

· Maintain an encrypted web portal with role-based access controls

· Generate and distribute standardized reports and summaries, including submission confirmation logs

· Alert user to errors with clear identification of date and location within the report

Deliverables The Contractor shall provide the following deliverables in accordance with the requirements detailed in this Scope of Work.

Bidders must complete the Financial Table below in full. They may also propose alternative pricing structures or delivery models, provided they clearly explain how their approach meets or exceeds the deliverables.
