About this file
This file is an instruction guide for Marion County's Request for Proposals (RFP) HE1494-24, which seeks Community Based Organizations (CBOs) to provide substance use treatment services through the Behavioral Health Resource Network (BHRN). The RFP was released on March 21, 2024, with questions due by March 27, 2024, at 2:00 PM PDT and proposals due by April 15, 2024, at 2:00 PM PDT. All submissions, including questions and proposal responses, must be submitted electronically through the Marion County Procurement Collaboration Portal at https://contracts-marioncountygcc.msappproxy.net/gateway/. Interested respondents must create an account on the portal 15 to 30 minutes before submitting documents, register as respondents, and upload their proposal documents in the designated "My Files" subsection with appropriate categorization and descriptions.
The document provides procedural guidance for portal navigation rather than pricing information, set-asides, incumbent details, or other substantive contract terms. Prospective bidders can access all relevant RFP documents and attachments through the Public Files subsection of the portal's Opportunity Details page. Once proposals are submitted, respondents must update their Response Status at the bottom of the page to indicate submission completion. The instructions do not reference any site visits, bidders conferences, award dates, contract term length, or renewal options.
