CONTROL No. ACA100058
Program/End Item: M24 Sniper
Weapon System and Contractor
Spare Part/Support Packages
Est. Dollar Value: $2,000,000.00
CMO # 10-280
JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Agency: U.S. Army TACOM Contracting Command (RI) Rock Island, IL
61299-7630.
2. Description of Action: This action will result in add-on to contract W52H09-08-C-0115 with
Remington Arms Company of Ilion, NY. Award is projected for the 4 th
Quarter FY 10 and FMS
Direct Cite (U.S. Appropriated FY 10 funds) will be used.
An acquisition plan is not required because this procurement does not meet the dollar threshold for an acquisition plan.
3. Description of Supplies/Services: This requirement is for a quantity of 232 each M24 Sniper
Rifles, NSN: 1005-01-240-2136, Part Number 12011886. The proposed add-on will be executed via a modification to the contract. The total estimated dollar value of this award is $2 million.
4. Authority Cited: 10 USC 2304(c)(1), Only One Responsible Source authorized by FAR
6.302-1.
5. Reason for Authority Cited:
a. As authorized by FAR 6.302-1, Only One Responsible Source, procurement by other than full and open competition is necessary as a competitive technical data package does not exist for these parts. The spare parts and end item are proprietary to Remington Arms
Company and the Government does not intend to acquire technical data from Remington
Arms Company. There is no sufficient option available for obligation against the current contract for the M24 Sniper Rifle and the CSP. The Government estimates a cost of $2 million and 2 years for acquiring the technical data package. Remington Arms Company is the original manufacturer of the M24 Sniper Weapon System and is the only source that possesses the technical expertise and equipment to provide required spare parts while maintaining the interchangeability of existing assets. The Government does not intend to purchase a detailed technical data package because of the limited quantity of end items in field. Qualification procedures are not available. Estimated engineering costs associated with development of qualification procedures are $1.5 million with an estimated schedule of two years. Estimated cost to determine if a new source has become qualified is $2 million with and estimated schedule of two years.

b. This equipment will provide an urgently needed enhancement to the operational capability of the Pakistan forces at a critical time in efforts to stabilize the security situation in
Pakistan, defeat Al Qaeda and Associated Movements (AQAM), and prevent cross border attacks against coalition forces in Afghanistan.
c. The tribal belt that straddles the Afghanistan/Pakistan border, despite four and half years of Coalition, Afghan and Pakistani military efforts, remains a volatile region that supports militant Islamic extremism and inhibits regional stability. While U.S. and Coalition forces can continue to directly engage militant Islamic extremists as part of a comprehensive counterinsurgency strategy in Afghanistan, we must rely solely on the efficacy of
Pakistani security forces to accomplish this task in Pakistan. AQAM use the international border to tactical and strategic advantage; it is the most vulnerable seam between
Coalition, Afghan and Pakistani security efforts. Despite the continuous presence of
Pakistan Army infantry brigades in the tribal areas, the security situation has steadily decreased, and militant extremists still have the ability to recruit, train, and execute attacks against Pakistani security forces in the Federally Administered Tribal Areas (FAT A) as well as against Coalition and Afghan security forces in Afghanistan. Inadequate and antiquated individual and crew level materiel has directly contributed to the limited results produced by the Pakistan military while conducting operations within the FA TA and has enabled terrorist organizations to thrive. However, recent cooperative initiatives between the USG and Pakistan have provided an opportunity to effect the overall combat capability of forces operating within the tribal belt. These initiatives include training enhancement and materiel procurement, needed for improving Pakistan's capability to counter terrorist activity throughout the region.
d. M24 Sniper rifles have already been issued to the Pakistani forces and have created a baseline of standardization of operations and support that is critical to be continued. To change to a different rifle would adversely affect the already limited, over-tasked, and under resourced Pakistan Army logistics capabilities.
6. Efforts to Obtain Competition: This procurement action will be synopsized in FedBizOpps to alert interested contractors and subcontractors.
7. Actions to Increase Competition: Due to the cost associated with developing qualification procedures and acquiring technical data rights based on the limited number of M24 Sniper
Weapons Systems to be acquired and fielded, it is not in the best interest of the Government to acquire data rights. Competition for future procurements will not be pursued. Cost associated with acquiring the technical data package from Remington Arms Company is estimated at $2 million and may take up to 2 years. Funds are not available to reverse engineer these items.

9. Interested Sources: To date, no other sources have expressed an interest in writing. The notices require by FAR 5.201 will be published and any proposals received shall be considered.
