About this file

This document is an amendment to a Request for Information (RFI) for the Air Force Services Financial Management System (AFSFMS) Oracle consolidation effort. The amendment provides clarification and additional details related to the attached Statement of Objectives (SOO).

Specifically, the amendment states that the colors in the SOO indicate changes made since the previous RFI posting in 2023. AFSVC requests that vendors provide a Rough Order of Magnitude (ROM) encompassing all deliverables outlined in the SOO dated April 1, 2024. The amendment also addresses several vendor questions regarding configuration changes, revenue recognition, and customization of existing modules. No page limits are provided for responses, which are due by May 30, 2024 at 2:00 PM CST. The overall objective is to replace legacy systems and provide development, configuration, implementation, and DBA support for the Oracle E-Business Suite (EBS) with a focus on Treasury Management, Cash Management, Project Costing, iSupplier, Payables, Purchasing, and CLM modules.

Subject: Amendment to Request for Information (RFI) – Air Force Services Financial Management System (AFSFMS) Oracle

1. The Air Force Services Center (AFSVC) has received additional questions over the past week. Our responses are provided below:

a. It has come to our attention there is confusion due to the multiple colors present in the attached Statement of Objectives (SOO). That the colors indicate changes made to the SOO since the 2023 RFI posting. The questions we received on the initial posting help to shape the redline additions to the SOO dated 1April2024. AFSVC requests the Rough Order of Magnitude (ROM) encompass all deliverables outlined in the attached SOO dated 1April2024.

b. There are no page limits for your submittal. We are relying on the industry to help shape this requirement; however, please be reasonable in the number of pages you submit. Please remember to submit no later than Thursday, 30 May 2024 @ 2:00PM CST.

c. Question: SOO paragraph 2.1.2 Change in the current legal entity in AFSFMS will change the core setup, and re-implementation of existing EBS modules will be considered, please confirm?

AFSVC Answer: Yes, this is correct.

d. Question: SOO paragraph 2.1.3 Change in the current LOA AFSFMS will change the core setup, and reimplementation of existing EBS modules will be considered, please confirm.

AFSVC Answer: Yes, this is correct.

e. Question: Q&A #118: This customization is in current EBS modules? Please confirm? If yes, re-implementation of existing modules will be considered. AFSVC Answer: Yes, the modules were not technically customized, but setups were configured to meet our needs. Just to give two examples the LOA segments were not methodically configured to meet our reporting needs and the Receivables module is used as revenue pass through to account for revenue.

f. Question: How is the revenue recognized or earned in the actual process? We will be looking for the Oracle module to map this process.

AFSVC Answer: This information will be provided during the discovery phase after award of the contract.

Very Respectfully, Matthew Husek Senior Contract Specialist
