Summary
This is an On-Call Master Agreement and Task Order template for Citywide Tree Maintenance and Arboricultural Services between the City of Bridgeport, Connecticut and selected qualified contractors. The City seeks to establish an on-call pool of qualified contractors to provide comprehensive tree-related services on an as-needed basis, including tree limb trimming, tree removal, stump and root grinding, emergency tree services, tree preservation, and specialized arborist services such as tree assessment, injection, and invasive removal. The agreement establishes an initial one-year term commencing in 2025, with the City having the option to extend for up to one additional year on the same terms and conditions. Services will be assigned through individual Task Orders issued by the City's Director of Public Facilities, with awards based on competitive quotes submitted through the City's BidSync System or similar procurement platform. The City neither represents nor guarantees any minimum or maximum compensation to individual contractors, and reserves the right to utilize vendors not on the qualified bidder list for specific projects. Electronic bid submissions are due by 2:00 pm on Tuesday, December 9, 2025, through the City's OpenGov e-Procurement Portal, with a question submission deadline of 5:00 pm on Wednesday, November 19, 2025.
Compensation for services is based on hourly rates set forth in each contractor's proposal response, with the total annual contract cap not to exceed $100,000 per year for the Initial Term and any Extension Period. Payment is issued monthly upon submission of itemized invoices within forty-five days of receipt and accuracy confirmation. Contractors must comply with Davis-Bacon prevailing wage rates for Fairfield County and obtain and maintain comprehensive insurance coverage, including Workers' Compensation, Commercial General Liability, and Automobile Liability with the City named as an additional insured on a primary and noncontributory basis. The City encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with utilization goals of 15 percent for each category, and actively solicits bids from local Bridgeport-based businesses. Qualified bidders must possess a valid Connecticut arborist license and submit detailed documentation including equipment lists, insurance certificates, and comprehensive unit pricing for various service categories. Records must be retained for one year following agreement expiration or six years for task-order-specific records, whichever is longer. The City may terminate the agreement for convenience with seven days' notice or for cause with three days' notice, and reserves the right to suspend services, modify task orders, or award contracts to multiple vendors based on factors including price, availability, and responsiveness.
