Addendum #1 to Invitation to Bid for Parking Garage Management – State of Delaware, Office of Management and Budget, Division of Facilities Management
This document is Addendum #1 to the Request for Qualifications for parking garage management services issued by the State of Delaware. The State seeks qualified vendors to manage two above-ground parking garage facilities currently under construction in Dover, Delaware, with the possibility of managing additional facilities as needed during the contract term. Each facility will contain at least three levels. Operating hours have not yet been designated but will be determined once a vendor is selected; however, 24-hour management is not expected, though the State may request extended hours during special events. The State does not require a prescribed minimum staffing level but will work with the selected vendor to determine optimal staffing for each site. Security requirements include a minimum of one uniformed, trained patrol staff member during all hours of public operation, with a State preference for unarmed security coverage. Site visits are not permitted during the construction phase; selected vendors will be able to visit upon completion. The contract term is three years with two optional one-year extensions. The proposal deadline is July 23, 2026 at 4:00 p.m. local time, with questions due July 8, 2026 and responses posted by July 15, 2026. Award notification is anticipated within 30 days of proposal opening.
Proposals will be evaluated based on five criteria: experience (25 points), responsiveness and customer service (15 points), proposed security plan (20 points), maintenance program (20 points), and pricing (20 points). Vendors must demonstrate at least 10 years of multi-location parking facility management experience with current and past contractual references and submit a detailed maintenance plan with schedules and budgets for infrastructure maintenance and repair. All contract costs must be specifically detailed in the cost proposal with no charges beyond those specified allowed without written State consent. The selected vendor will be responsible for all personnel, equipment, materials, supplies, and administrative support necessary to manage the facilities. A separate budget line item will be established for maintenance and repair expenditures. There are currently no existing parking management or security staff at these facilities. Bid Bonds and Performance Bonds are not required. Insurance requirements include workers' compensation; commercial general liability of $1 million per occurrence/$3 million aggregate; automotive liability; and either medical/professional liability, errors and omissions, or product liability of $1 million per occurrence/$3 million aggregate. The State reserves the right to award multiple contracts, modify or add facilities during the contract term through written amendment, and terminate for convenience or cause with 20 days' notice.

PARKING GARAGE MANAGEMENT
ADDENDUM #1 Q & A
Q#1) What are the names and addresses of the specific facilities for which the State is requesting management services?
A#1) Currently, there are two (2) parking garage facilities that will need management services and are under construction. Both are located in Dover, Delaware. The intent of this RFQ is for the selected vender to be able to manage additional facilities as needed by the State.
Q#2) Does the State have designated hours of public operation for each site, or is the expectation that operators maintain a continuous 24-hour management and security deployment?
A#2) Operating hours for each parking garage have not been designated yet, but will be determined once a management vender has been selected. 24 hour management is not expected, but the State may ask for extended management and security hours from time to time, during special events.
Q#3) The operator is responsible for coordinating repairs with Owner-approved vendors.
What is the current age of the Parking Access and Revenue Control Systems (PARCS) equipment at each facility? Are there existing service or maintenance contracts in place for this equipment, or will the operator be responsible for establishing new ones?
A#3) The State currently has two (2) parking garage facilities that are under construction that will have brand new equipment. The parking garage management vendor may be asked to establish new maintenance contracts as needed.
Q#4) The vendor is required to bear the costs for all personnel, equipment, materials, and supplies necessary to perform the services. Additionally, the vendor's proposal must include a maintenance plan with a budget for all required infrastructure repair and maintenance. Can the state provide inventory of equipment and materials that are currently in stock?
A#4) The State does not have inventory of equipment and materials in stock. This information will be given once a parking garage vendor has been selected.
Q#5) All contract costs must be specifically detailed in your cost proposal, and no charges beyond those specified are allowed without written consent from the State. Page
17. Could the State please provide the last three years of monthly expense data? This will allow us to verify that we have captured all operating expenses accurately in our budget.
A#5) The State does not have this information as parking garage structures are currently under construction.
Q#6) Can the State provide copies of any historical structural integrity reports or engineering assessments completed for the parking facilities over the past five years?
A#6) The State does not have this information as parking garage structures are currently under construction.
Q#7) Can the State provide the specific required frequencies for pressure washing and the expected schedule for mechanical sweeping?
A#7) No specific frequency is established for pressure washing and/or mechanical sweeping. These activities shall be performed as often as necessary to keep the site clean.
Q#8) Apart from the designated security presence, is there a prescribed minimum staffing level for daily management operations, or does the State allow vendors to determine optimal staffing within their proposed budgets?
A#8) There is no prescribed minimum staffing level. The State will work with the vendor to determine the optimal staffing needed for each site.
Q#9) The contract requires a minimum of one uniformed, certified security professional during all hours of public operation; does the State maintain a specific preference for armed or unarmed security coverage?
A#9) The state will prefer unarmed security coverage.
Q#10) Can the State clarify the exact "parking garage footprint" boundaries for which the vendor is responsible for snow and ice removal?
A#10) The parking garage footprint is typically limited to space occupied by parking garage structure. This would exclude sidewalks and spaces outside of the parking garage structure.
Q#11) Can we arrange for a tour of the facilities with a representative since a mandatory prebid meeting has not been established for thie RFP.
A#11) Since sites are currently under construction no site visits will be allowed. Selected vendor will be able to visit parking garages once they are complete.
Q#12) How many parking facilities are included in this contract, and what are their addresses, structure types (above-grade, below-grade, surface lot), and approximate size (number of levels and stalls each)?
A#12) Currently, there are two (2) parking garage facilities that will need management services and are under construction. Both are located in Dover, Delaware. Both structures are aboveground and at least 3 levels.
Q#13) What are the current operating hours for each facility?
A#13) Operating hours are to be determined once facilities are constructed.
Q#14) What is the current annual transaction volume (entries/exits) and occupancy rate for each facility?
A#14) This is unknow.
Q#15) Are any of the facilities revenue-generating (paid parking), and if so, what is the rate structure, payment technology in place (pay-on-foot, pay-in-lane, mobile payment), and who retains parking revenue — the State or the Contractor?
A#15) No Q#16) Are there any facilities currently under construction, scheduled for major capital repairs, or with known structural deficiencies that would affect operations during the contract term?
A#16) No.
Q#17) What existing contracts (janitorial, security guard service, snow removal vendors, elevator, HVAC, etc.) are currently in place, and which will transfer to the incoming Contractor to manage vs. be maintained directly by DFM?
A#17) This will be determined after a vendor has been selected.
Q#18) Are there any currently employed parking management or security staff at these facilities, and if so, is there a labor transition requirement that would obligate Metropolis to offer those employees positions?
A#18) No.
Q#19) Is a Licensed Security Guard specifically required, or is a uniformed, trained patrol staff member sufficient?
A#19) A uniformed, trained patrol staff member is sufficient.
Q#20) What is the pricing format expected in the proposal — a fixed monthly management fee per facility, an all-inclusive annual fee, a cost-plus model with a management fee, or another structure?
A#20) The intent of this RFP is to select a vendor based on qualifications. Once a vendor has been selected, the State will seek a price proposal for each facility that needs parking garage management.
Q#21) Will there be a separate budget line item for maintenance and repair expenditures, or is the Contractor expected to absorb all maintenance costs within a fixed management fee?
A#21) Budget line for maintenance and repair will be a separate budget line.
Q#22) Is there a pre-existing annual operating budget for each facility that the Contractor would be expected to operate within, and if so, can it be shared?
A#22) No.
Q#23) What is the boundary between Contractor-coordinated maintenance (calling Owner-approved vendors) and Contractor-performed maintenance (our own staff executing repairs)?
A#23) This will be defined on a case by case basis with the selected vendor.
Q#24) Is there an existing list of Owner-approved vendors for HVAC, electrical, structural, elevator, and access control repairs, or will the Contractor be required to develop and submit a preferred vendor list for DFM approval?
A#24) The State does have maintenance contracts in place for some items listed above. The Vendor may be asked to provide a list of maintenance contractors depending on the situation.
Q#25) What is the approval threshold for maintenance expenditures that the Contractor can authorize independently vs. those requiring DFM written approval?
A#25) This will be determined once a vendor has been selected.
Q#26) In the Submission section of the Bonfire website for this RFP, proposers are called on to submit a Bid Form, please provide details on the required format of this form, along with the specific information that should be included.
A#26) Bid forms are not required on this submission. Please upload your proposal through Bonfire under “Bid Form”.
Q#27) In the Submission section of the Bonfire website for this RFP, proposers are called on to submit a Bond form, but Sections V.G.10 and V.G.11 of the RFP document state that there are no requirements for a bid bond or performance bond in connection with this RFP; please confirm whether or not any type of bond or bond form are required in connection with this RFP
