About this file
This is Addendum No. 1 to solicitation OMB-MJ3804000111 issued by the State of Delaware for the Baylor Women's Correctional Institution Infirmary Expansion project. The addendum modifies the original solicitation terms and requirements for this correctional healthcare facility expansion and renovation project designed to increase medical capacity and improve healthcare services for the inmate population. The addendum establishes or clarifies prevailing wage rate requirements under OMB Circular A-25 that apply to all laborers, mechanics, and workers on the project. Bidders are required to demonstrate specialized knowledge of correctional healthcare facility construction, ability to manage construction activities within an operating correctional institution while maintaining security protocols and operational continuity, and compliance with Delaware state codes, federal healthcare facility standards, and correctional institution operational guidelines. The addendum references detailed architectural drawings, mechanical, electrical, and plumbing system specifications, and material and workmanship standards contained in the project documents originally posted July 13, 2026.
The addendum imposes mandatory prevailing wage budget considerations for all project bidders in accordance with OMB Circular A-25 guidelines. Specific response deadlines, bid due dates, site visit schedules, pre-bid conference details, award timelines, and contract term information are not detailed in this addendum excerpt. Funding sources, budget amounts, and pricing structure details are not specified in the available addendum materials. Interested bidders should consult the complete RFP document and original solicitation materials for comprehensive contract terms, evaluation criteria, timeline requirements, and all pricing and financial provisions governing this project.
