About this file

This Addendum No. 1 modifies the contract documents for the Customs House Renovation and Addition—Bid Package 5A issued by the State of Delaware, Office of Management and Budget, Division of Facilities Management. Bid Package 5A encompasses four primary service categories: signage, audiovisual systems, structured cabling, and final cleaning services for the historic Customs House located at 516 N. King Street, Wilmington, Delaware. A mandatory pre-bid meeting was held on October 1, 2026 at 2:00 p.m. at the EDiS Office in Wilmington, with meeting minutes and attendee sign-in sheets attached. Sealed bids are due October 20, 2026 at 1:00 p.m. via the Bonfire Portal (https://DFM.bonfirehub.com) or submitted in person at the Haslet Armory, 122 Martin Luther King Jr. Boulevard South, Dover, Delaware 19901; bids will be publicly opened and read aloud at 2:00 p.m. on the same date. The deadline for submitting written questions is October 13, 2026, seven days prior to bid opening. Addendum No. 1 dated October 6, 2026 adds ten specification sections (submittal cover sheet, certificate of payment, continuation sheet, RFI form, architect's supplemental instruction, construction change directive, substantial completion, and three AIA payment documents) and four drawing additions addressing exterior doors, interior doors, and security plans.

Bid security equal to ten percent of the total base bid plus ten percent of all additive alternates is required and must accompany each proposal. Performance and payment bonds equal to one hundred percent of the contract price are required per AIA A132-2019 agreement terms. Contracts will be held directly with the State of Delaware. The project requires compliance with prevailing wage rates, mandatory drug testing programs for all employees and subcontractors per Delaware 4104 regulations, and a craft training program affidavit submitted with the bid. Bidders must provide a completed subcontractor list with full names and addresses for all trade categories; failure to provide this documentation or use of "N/A," "self," or other non-compliant entries will result in bid rejection. Allowances are included in base bids for each trade: $5,000 for signage, $10,000 for audiovisual, and $15,000 for structured cabling; the final cleaning contract includes no allowance. The project is located on a brownfield site requiring compliance with Contamination and Materials Management Plan and Remedial Action Work Plan requirements. All contractors must utilize the web-based project management system Building Blok at no cost and comply with insurance requirements including pollution liability and professional liability coverage.
