Washington Street, DuQuoin, Illinois. The solicitation requires janitorial services to be performed Monday through Friday from 6:00 a.m. to 1:00 p.m., encompassing daily restroom cleaning with specified disinfectants, floor mopping and vacuuming, wastebasket emptying, recycling collection, wall marking removal, and lunchroom/break room cleaning. Additional services include twice-weekly glass cleaning and outdoor debris removal, weekly spray buffing and window dusting, and semi-annual carpet shampooing, blind washing, window washing, and tile stripping and refinishing. A mandatory pre-bid walk-through is scheduled for August 6, 2026, at 10:00 a.m., with bids due August 11, 2026. The initial contract term runs from January 1, 2027, through December 31, 2031, with a maximum total term not to exceed ten years including any renewals or extensions. Contract award is granted to the lowest priced responsive and responsible bidder, and bids must remain firm for 180 days.
This solicitation is designated as a Small Business Set-Aside (SBSA), meaning only vendors registered as small businesses in the Illinois Procurement Gateway at bid opening are eligible to bid. Attendance at the mandatory in-person walk-through is required; absence results in automatic bid disqualification. The vendor must provide all labor, supplies, equipment, and materials to meet a minimum of 140 hours per month. All cleaning products must be certified as environmentally preferable by Green Seal, Environmental Choice Ecologo, or the EPA Design for the Environment program, and no subcontracting is permitted. The vendor must comply with Illinois prevailing wage requirements and maintain General Commercial Liability insurance of $1 million per occurrence and $2 million annual aggregate, Auto Liability insurance of $1 million per occurrence, and Workers' Compensation Insurance as required by law, with the State named as additionally insured. A $15 administrative fee applies to any awarded contract valued at $1,000 or more and will be deducted from the first payment. The State may deduct per diem amounts equal to monthly fees divided by working days for any days janitorial personnel fail to sign in and out or do not perform required tasks. Pricing is estimated rather than firm, with detailed pricing located in the BidBuy Purchase Order Items Tab.
