About this file

This document is a Certification Regarding Lobbying form, prepared in accordance with 49 CFR Part 20, applicable to the Georgia Transportation Efficiency Authority's solicitation for design-build services related to the Xpress Bus Wash Rehabilitation project. The certification is a prerequisite requirement for all proposers submitting offers in response to GTEA Solicitation No. 27-001. The project involves the design and rehabilitation of the bus wash operation at the Xpress South Operations maintenance facility located at 5250 Frontage Road, Forest Park, Georgia in Clayton County. The certification form must be completed, signed by an authorized representative of the proposing firm, and submitted with the offer documents.

The certification requires the undersigned to attest that no federal appropriated funds have been or will be paid to influence federal officials or members of Congress in connection with the federal contract. Should non-federal funds be used for lobbying contacts, the proposer must complete and submit Standard Form LLL, the Disclosure Form to Report Lobbying. The certification mandates that all language be included in award documents for all sub-awards and subcontracts at all tiers, with all sub-recipients required to certify and disclose accordingly. Failure to comply with these lobbying restrictions and certification requirements subjects violators to civil penalties ranging from $10,000 to $100,000 for each failure. The proposer must affirm the truthfulness and accuracy of the certification and acknowledge that provisions of 31 U.S.C. Section 3801 et seq. apply to the certification and disclosure requirements.
