About this file

This is a Certification Regarding Suspension and Debarment document issued by the Georgia Transportation Efficiency Authority (GTEA) for Solicitation No. 27-001, related to the Xpress Bus Wash Rehabilitation project in Forest Park, Georgia. The document requires proposers to certify their eligibility to participate in the covered transaction by confirming that neither they nor their principals are currently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation by any Federal department or agency. Proposers must submit this certification as a material representation of fact upon bid or proposal submission, and must provide immediate written notice to GTEA if they later discover that their certification was erroneous at the time of submission or has become erroneous due to changed circumstances.

The certification document establishes that proposers agree not to knowingly enter into any lower tier covered transactions with individuals or entities who are proposed for debarment, debarred, suspended, ineligible, or voluntarily excluded unless authorized in writing by GTEA. Proposers are required to include debarment and suspension certification requirements in all lower tier covered transactions and solicitations. The document references Executive Order 12549 and applicable Federal regulations (49 CFR Part 29 and 48 CFR Part 9, Subpart 9.4) and notifies bidders that knowingly submitting an erroneous certification may result in Federal remedies including suspension or debarment. The authorized representative of the proposing company must sign and date the certification, affirming the truthfulness and accuracy of the statement and acknowledging that provisions of 31 U.S.C. § 3801 et seq. apply to the certification.
