About this file

This is an Offer and Acceptance document for a Request for Qualifications issued by the City of Tucson, Arizona for professional design, engineering, and public engagement services related to the Nebraska Street Bicycle and Pedestrian Bridge project over Interstate 19. The project seeks to connect the planned Nebraska Street Bicycle Boulevard to the Spectrum Mall and Chuck Huckelberry Loop shared-use path system via the future Airport Wash Greenway. The consultant team will be responsible for developing design concepts, preparing preliminary and final design plans, conducting public engagement activities, and preparing environmental clearance documents in compliance with ADOT and FHWA requirements. A pre-submittal conference is scheduled for November 5, 2025, at 10:00 am Arizona time, with statements of qualifications due November 18, 2025, at 2:00 pm local time. The contract will specify the selected contractor's obligations to furnish all materials and services in compliance with the terms, scope of work, conditions, specifications, and addendums outlined in the Request for Qualifications.

The project has a total budget of $1,125,000, comprising $900,000 in federal funding through the USDOT Reconnecting Communities Pilot Planning Grant and $225,000 in non-federal matching funds. The City of Tucson has established a 1% Small Business Enterprise participation goal and requires contractors to submit comprehensive documentation demonstrating good faith efforts to include small and minority businesses, including a detailed Subcontractors List and Proposed SBE Plan for all SBE subcontractors with contracts valued at $5,000 or more. Potential subcontracting opportunities exist in environmental clearance support, public engagement, and landscape architecture. The City reserves the right to impose penalties for non-compliance, including withholding payments, contract termination, or disqualification from future bidding. The project aligns with local equity and environmental justice goals and aims to improve multimodal transportation infrastructure while reconnecting communities.
