About this file

This is a Scope of Work document for MPA 439 Escrow and Title Services issued by the Rhode Island Division of Purchases, establishing a statewide Master Price Agreement for qualified title firms and licensed attorneys. The agreement enables state agencies to access services including representing agencies at closings, performing real estate title searches, preparing title reports, drafting escrow agreements, and issuing title insurance policies on an "as and when required" basis. The MPA is available to all state agencies as well as quasi-public agencies, Rhode Island municipalities, school districts, and water or waste facilities. Proposals submitted by April 16, 2026 at 9:00 AM will be evaluated for award of the initial contract. The contract term covers three base years with two option years available at the state's sole discretion. Services are to be provided with emphasis on the vendor's ability to deliver timely responses to agency requests.

Pricing is submitted on a per-service or per-project basis through a completed bid sheet, with submitted prices remaining firm for the entire contract term unless extended to option years. Vendors must carry professional liability and malpractice insurance with minimum individual claims coverage of $2,000,000 per occurrence and $2,000,000 annual aggregate. The state will reimburse all documented direct costs related to closings, including recording fees, taxes, and documentary stamps at cost to the title company. Evaluation is conducted on a pass/fail basis, with vendors required to demonstrate Rhode Island Bar Association licensure, Rhode Island Department of Business Regulation title agent licensure, resumes of key staff, and an office located within thirty miles of Rhode Island. There is no guarantee of purchasing activity, and the Division of Purchases reserves the right to award based on cost alone and to accept or reject any proposals in the state's best interest.
