About this file
This document is a Questions and Answers file for OEV26006447, issued by the State of Rhode Island's Division of Purchases in response to vendor inquiries regarding MPA 54 Interpreting and Translation Services. The solicitation seeks qualified vendors to provide oral and written interpreting and translation services on an as-needed basis across three primary service categories: Category 1 (on-site interpreting and document translation), Category 2 (language proficiency testing services), and Category 3 (on-demand telephonic interpreting services). Vendors may apply for any or all categories and submit partial responses for specific service delivery modalities within each category. The proposal submission period runs from March 20, 2026 at 3:00 PM EDT through April 17, 2026 at 3:00 PM EDT, with the vendor question period concluding March 30, 2026 at 3:00 PM EDT. The resulting Master Price Agreement will commence approximately June 1, 2026 for an initial term of June 1, 2026 through May 31, 2027, with four optional 12-month renewal periods at the sole discretion of the State. No specific award date or guaranteed volume is provided, as this is a qualified vendor list agreement with services provided on an as-needed basis.
Pricing must be submitted on the State's revised Pricing Sheet without modifications, with rates established per hour for translation and translation review services, per word for document translation, per minute for telephonic interpreting, and per test for language proficiency testing. The State declined vendor requests to separate pricing by language groups, distinguish between certified and uncertified interpreters within translation review sections, or modify rate structures to industry-standard per-word pricing. Medical and legal interpreters must hold current certification from nationally recognized bodies such as CCHI, NBCMI, NAJIT, FCICE, or NCSC; where certifications do not exist for certain languages, vendors must document the reason and provide thoroughly vetted qualified interpreters. Vendors must comply with Rhode Island MBE/WBE/VBE requirements under R.I. Gen. Laws 37-14.1 et seq., with certified minority and women-owned business enterprises required to receive a minimum of 15 percent of the dollar value of the entire procurement. Insurance requirements include general liability of $1,000,000 per occurrence, workers compensation of $100,000, automobile liability of $1,000,000, and professional liability of $2,000,000 per occurrence with $2,000,000 annual aggregate, which are non-negotiable. No historical spend or volume data is available, and the State indicates no estimated dollar value for the contract, as purchasing volume is not guaranteed and will be determined by user agencies on an as-needed basis.

| The RFP requires “Attached Certification to be listed as a qualified medical/Legal translator and/or interpreter”. The language industry regularly operates by subcontracting to freelance interpreters and translators. Including the certificates of all will be a burdensome requirement, as we work with thousands of contractors. Instead, would the State accept a representative sample table summarizing linguists’ training, education, licenses, and certifications (where applicable)? Additionally, to protect interpreter privacy, would it be permissible to use initials rather than full names in this table? | For medical and legal translator and/or interpreters, proof of certification is required for all professional interpreters/translators with whom the bidder intends to do business under State of Rhode Island MPA-54. | ||
| The RFP requires that interpreters are NBCMI and CCHI certified. However, these certifications do not exist in all the languages requested, or the numbers of certified interpreters are very few, even in Spanish. It’s worth noting that certified interpreters charge higher rates that would be inconsistent to meet along with meeting the LPTA requirement. Would it be possible to provide thoroughly vetted and qualified interpreters, if we detail that process in our proposal? | In the case where NBCMI and CCHI certifications do no exists for certain languages, bidder are required to include the reason the translator/interpreter is not certified and/or licensed in their proposed solution. | ||

| 2. Are reference letters from State/Department agencies that currently use the Bidder’s services taken into consideration during evaluations? | Vendor must meet all requirements set forth in this solicitation to be able to be added to MPA-54; see solicitation scope of work. | ||
| 1. Are interpreter or translator résumés required to be submitted along with their language certificates? | Resumés are not required. | ||
| Category 1 encompasses on-site interpreting, virtual/remote interpreting, and document translation. May Bidder(s) submit a response limited to only certain service delivery modalities within Category 1 (e.g., translation and/or remote/virtual interpreting only, excluding on-site interpreting)? If so, will partial Category 1 responses be evaluated and awarded on the same basis as full Category 1 responses? | Virtual/remote interpreting is not offered under this MPA. Partial Category 1 responses will be evaluated and awarded on the same basis as full Category 1 responses. | ||
| Are the required periodic meetings with State agencies expected to be held in person in Rhode Island, or may they be conducted via video/teleconference? | As stated in the solicitation scope of work, parties shall periodically meet at a location designated by the parties or conduct a telephone conference call to discuss the performance of the parties' respective obligations hereunder. | ||

Gen. Laws § 37-14.1 et. seq. and 220-RICR-80-10-1.
| Does the 15-second average response time for a live agent apply from the moment the call connects to the toll-free number, or from when the caller is transferred to an interpreter queue? | Using agencies/entities will provide specific needs in their individual engagement scopes of work. | ||
| May vendors propose a tiered availability model (e.g., Tier 1 high-demand languages available immediately 24/7, Tier 2 languages with a slightly longer average connect time), or must all languages meet the identical 30-second standard? | No. | ||
| Will the 30-second average connection time SLA be evaluated across all 200+ languages equally, or measured as a weighted average? How will compliance be monitored and reported? | Using agencies/entities will provide specific needs in their individual engagement scopes of work. | ||
| What documentation is required to demonstrate "proven experience working with State government assessing language proficiency"? | Bidders must provide written evidence of proven experience working with other State government entities for services rendered; written references, testimonials, etc. are acceptable for this purpose. | ||
| May vendors offer equivalent computer-based oral proficiency assessments that achieve the same rating outcomes as the OPIc but use a different technology platform, or must the OPIc product specifically be offered? | OPIc product must specifically be offered; please see solicitation scope of work. | ||
| Must a vendor bidding on Category 2 offer all four test types (OPIc, OPI, WPT, RPT), or may they bid on a subset? | Bidders may provide proposals for any or all services. Bidders must ensure that their proposal materials clearly indicate which service(s) they are looking to provide. | ||
| How will billing and documentation of services work for remote or VRI assignments where physical sign-in/sign-out is not possible? | Using agencies/entities will provide billing/documentation in their individual engagement scopes of work. | ||
| The SOW requires background checks for interpreter/translator personnel. Does this requirement apply to remote/offsite document translators who will never be present on State property? | Yes. | ||
| For languages where no medical or legal interpreter certification exam exists through CCHI, NBCMI, or NCSC, will the State accept interpreters/translators who meet the "qualified but uncertified" standard described in Section B(1)(b)? | If a certified/licensed translator and/or interpreter is not available for a specified language, and/or is not reasonably available, and/or can only be provided at additional expense as quoted in this bid proposal section of this contract, the Contractor may offer a qualified, but uncertified, interpreter to the State. However, the State has right to accept or reject. | ||
| The SOW states that vendors must respond to emergency and non-scheduled requests within two (2) hours, 24/7. Does this requirement apply to written translation services, or only to on-site oral interpreting? | This applies to each service that the bidders provide. | ||
| This question concerns the price sheet. Therein the State requests pricing for “Layout of Languages with Unique Fonts (e.g. Khmer, Russian, Arabic).” Could the State revise the pricing sheet to allow Bidder(s) to submit pricing for layout in languages without unique fonts (e.g. Spanish, Portuguese, French)? | Yes; see revised Pricing Sheet. | ||
| This question concerns the price sheet. Under the translation and translation review sections the State asks for “rate per hour for certified interpreter” and “rate per hour for uncertified interpreter.” Should Bidder(s) assume, for translation and translation review, that this refers to the rate for a translator, and not an interpreter? | Terms on Pricing Sheet have been corrected to signify translation and not interpreting in this section. | ||
| This question concerns the pricing sheet. Therein the State requests pricing per hour for translation and translation review. The standard within the language services industry is, however, to price these services per-word, as this allows for more accurate and transparent pricing. Could the State modify the pricing sheet to allow per-word pricing for these service categories? | No; rate structure as delineated in the revised Pricing Sheet may not be modified. Rates are to be submitted as hourly where indicated. Any modifications of this nature to the Pricing Sheet may result in a finding of non-responsiveness. | ||
| This question concerns the pricing sheet. Currently, the sheet is set up to allow Bidder(s) to provide pricing for two languages per category. Would the State allow Bidder(s) to manipulate this pricing sheet to allow Bidder(s) to submit pricing for more than two languages? | Yes, please add rows as needed to complete your offer in accordance with instructions on revised Pricing Sheet. | ||
| question concerns the MBE/WBE participation requirements. Could the State please provide more details as to whether or not Bidder(s) are required to subcontract and/or self-perform to meet any MBE/WBE participation goals? If so, what are the MBE/WBE participation goals? And will any MBE/WBE participation efforts affect a Bidder(s) potential to be awarded a contract as a result of this solicitation? | Bidders are required to comply with applicable requirements and procedures delineated in R.I. Gen. Laws § 37-14.1 et. seq. and 220-RICR-80-10-2. At time of bid submission, bidders are required to complete and submit the attached MBE Participation Acknowledgment Form as part of their proposal submission to join a qualified vendor list Master Price Agreement. | ||

Bidders must ensure that their proposal materials clearly indicate which service(s) they are looking to provide.
| This question concerns the requirements for medical and legal certification for interpreters/translators providing medical and legal translation and interpreting services. Many of the certifications listed only apply to linguists providing verbal interpreting, and not document translation. Could the State please clarify as to what appropriate certifications would be for providers of medical and legal document translation services? | For legal document translation services, Rhode Island recognizes certification from the National Association of Judiciary Interpreters and Translators (NAJIT), The Federal Court Interpreter Certification Exam (FCICE), and the National Center for State Courts (NCSC) Certification Exams; there is no singular or specific certification required for medical document translation services alone. Using agencies/entities may require specific certifications, qualifications, or requirements for individual engagements solicited under the MPA, which will be listed in the corresponding scopes of work. | ||
