About this file
This is an Addendum 5 document issued on May 21, 2025, by the State of Rhode Island Division of Purchases for the Disaster Recovery Services solicitation (OEV25005123). The addendum modifies the original solicitation requirements by striking the Affirmative Action provision that was initially mandated. The original solicitation established a Master Price Agreement (MPA 397) designed to provide disaster recovery services across a broad range of emergency scenarios, including natural disasters such as floods, hurricanes, tornadoes, and earthquakes, as well as human-made emergencies including hazardous material spills, infrastructure failures, bio-terrorism events, and significant IT disruptions. The contract period runs from March 1, 2025, through June 30, 2026, with an open enrollment structure allowing vendors to submit proposals throughout the solicitation period for inclusion on a qualified vendor list. The procurement seeks qualified vendors capable of rapid emergency response with required insurance coverage of $1 million liability, $100,000 workers compensation, and $1 million automobile liability, along with appropriate Rhode Island contractor licenses maintained throughout the contract term.
The addendum removes the previously required Affirmative Action Policy Statement and Affirmative Action Plan requirements that were applicable to vendors with more than $10,000 in annual government business and those with 50 or more employees and $50,000 or more in government contracts, respectively. Vendors are no longer required to submit the Contract Compliance Report and Certificate of Compliance prior to contract issuance. A 1% contract administrative fee applies to all purchase orders issued under the agreement. The MPA has statewide applicability, permitting participation from political subdivisions, higher education institutions, municipal and state schools, and quasi-public agencies. When specific disaster recovery projects are identified, agencies will conduct mini-bid processes with preferences for minority, women-owned, and veteran-owned businesses (MBE/WBE/VBE) certified vendors when available on the qualified list.
