SECTION 2: PROJECT SUMMARY
2.1 – Project Description
Project Status: Select whether your project/activity is an entirely new project or an extension of an existing project:
☐New CIO Project/Activity ☒ CIO Existing Project/Activity (Expansion/Change of Scope)
Project Description: Provide a description of the project including a justification for the project’s bona fide need in the space below:
PulseNet is the national laboratory network that connects foodborne illness cases to detect outbreaks. PulseNet uses DNA fingerprinting, i.e. whole genome sequencing, of bacteria making people sick, to detect, in real-time, local and multistate outbreaks. PulseNet is a flagship program housed in the Enteric Diseases Laboratory Branch (EDLB) with the mission of contributing to the prevention of illness due to foodborne and diarrheal diseases in the United States and abroad. PulseNet is a highly coordinated, yet decentralized, collaborative network whose main stakeholders are public health laboratories at the state, county, and local levels. To effectively accomplish its mission, PulseNet also partners with organizations such as the Association of Public Health Laboratories (APHL), the Centers for Disease Control and Prevention (CDC), the Council of State and Territorial Epidemiologists (CSTE), the U.S. Department of Agriculture’s Food Safety Inspection Service (USDA-FSIS), Agricultural Research Service (USDA-ARS), Agricultural Marketing Service (USDA-AMS), the Food and Drug Administration’s Center for Food Safety Applied Nutrition (FDA-CFSAN), Office of Regulatory Affairs (FDA-ORA), and Center for Veterinary Medicine (FDA-CVM). PulseNet does so by facilitating preparedness for the detection and characterization of high priority agents involved in unintentional or bioterrorism events, and by facilitating early outbreak detection and coordination of laboratory response to outbreak investigations at the state, national and international levels.
Activities: Describe activities to be carried out in this project as well as their associated deliverables:
Support CIFOR’s efforts to develop and implement solutions to these identified barriers.
• APHL will work with key stakeholders at CDC and a consultant to implement the CIFOR Outbreaks of Undetermined Etiology Guidelines
· Support and assist state and local authorities in the use and adoption of a range of tools and resources intended to improve laboratory surveillance of foodborne disease and outbreak response
· continue to explore ways in which the OUE Guidelines can be used to provide negative outbreak specimens for OUE metagenomics pipeline development.
· Develop best practices, and performance and quality standards-- FS staff in collaboration with EDLB, will maintain the PulseNet QA/QC Manual including the creation new SOPs as needed and updates to existing SOPs
· Develop best practices, and performance and quality standards -- FS staff in collaboration with EDLB, will administer at least 1 round of PulseNet proficiency testing to all PulseNet laboratories certified for WGS.
· Develop best practices, and performance and quality standards- FS staff, in collaboration with EDLB, will evaluate PulseNet certifications.
· Develop best practices, and performance and quality standards- FS staff, in coordination with EDLB will certify PulseNet International (PNI) regional coordinators in WGS wet-lab and BioNumerics 7.6 analysis for PulseNet pathogens.
