PART 3: EXECUTION

3.1 PREPARATION

A. Clearing fence line corridor

• Minimum clearing (fence right of way) width is 4 feet on each side of the fence line. All live woody vegetation greater than 24 inches in height is to be removed, except any live tree 8 inches or greater at DBH will stay. Small diameter brush does not need to be cleared. Large diameter bushes containing stems greater than 1-inch basal diameter shall be cleared. All dead standing trees that are within 4 feet of the fence centerline (fence line corridor) shall be removed. Stumps shall be cut no higher than 12 inches above the ground. Slash created by clearing fence line will be scattered outside of the fence line corridor, and not in any ditch or roadway. Limited additional clearing may also be necessary as the fence is constructed to meet clearing specifications, as approved by the CO. This work is incidental to fence construction.

• Minimum clearing width for dead standing trees less than 6” DBH (4.5 feet above ground) is 20 feet on each side of the fence line right of way. This work is incidental to fence construction.

• Dead standing trees larger then 6” DBH to be cut will be designated by the Forest Service and paid per each.

• Provide minimal disturbance to existing grass and sod. Dispose of all debris by scattering it to either side of the 8 feet clearance zone.

• All dead down trees that are within the fence line corridor shall be dragged away from the fence line ROW. Down trees greater than 20 inches may be left on the outside of the center of the fence line.

B. Existing Fence Removal: In the locations of full fence removal and reconstruction is outlined in this contract, the existing fence and associated materials shall be removed except usable steel t posts or other materials requested by the CO. In the locations of fence maintenance outlined in this contract, any replaced materials shall be removed. Usable t-posts will be removed and stockpiled at a government facility designated by the CO within 20 miles of worksite. Metal wire and staples will be removed and hauled offsite by the contractor and disposed of in accordance with all local, state and federal requirements. Any untreated wood posts or trees used as part of existing fence can be left on site to degrade naturally. Questions related to removal or leaving should be directed to the CO.

3.2 CONSTRUCTION

A. General: Drive steel posts to the minimum depth to secure. Fenceline shall be straight between corners or end-points. Any change in direction shall only occur at a corner as depicted on the supplied drawings.

Obstacles that interfere with construction of a straight fence shall be removed if possible. If not possible to remove an obstacle, additional corners shall be added at each directional change in order to navigate the fence around the obstacle.

B. Steel T-posts: Install new T-posts as described: Wire Fences and Gates. Drive Steel Tposts into ground. If Steel T-post is located in a place where rock prevents driving into the ground due to rock, remove anchor plate and drill holes into rock slightly smaller than the diameter of the Steel T-post at a minimum depth of 18 inches. Drive Steel T-post into the newly drilled hole in rock. Steel T-post shall remain straight and plumb after being driven into ground or into holes drilled into rock. If the Steel T-post is bent or not plumb after

12363N25Q4114 (OCH) NR Crazy Creek Suppression Repair-Fencing Page 11 of 79 installation, the hole shall be re-drilled and a new, straight Steel T-post shall be installed. The Contractor shall incur all costs for new replacement Steel T-posts rendered unusable (bent, re-straightened, misshapen, or recycled) during installation. All Steel Tposts used in all fence segments shall be newly purchased Steel T-posts.

C. Post End Panel (Stress Panel), Brace, Post Corner Panel, Metal Caps, and Assemblies: Unless otherwise specified by the Government, post end panels, braces, and post corner panels shall be constructed utilizing the specifications described on “Stress Panels (Steel Pipe)”, “Corner Panels (Steel Pipe)”, and “Stress Panel Fence & Gate” drawings. Construct post end panels on crests of hills, and at a maximum of 1,320 feet center to center for barbed wire fence segments. Metal Steel Caps shall be installed on the top of every Steel Pipe Post. Wood fence Stays shall be installed in accordance with the drawings. Should a corner be placed in an area with rock, holes of such a size to securely anchor the pipe will be drilled into the rock, and the pipe will be inserted into the drilled hole. Braces will be placed at the top and bottom of all abrupt breaks in slopes.

Braces will also be used to anchor both sides of gates, stream crossings, fence corners and fence end points.

D. Wire: Shall be tightly and uniformly stretched on one side of the fence and securely attached to steel T-posts with standard wire clips. Wire is 12.5 gauge, class 1 wire. Wire shall be tensioned in accordance with manufacturer’s specifications. Terminate wire at each post end panel, gate post, post corner panel, or stress panel. Wrap wire around the post at least two times and tie off by wrapping around the incoming wire a minimum of four times. All wire used on the fence shall be new wire.

E. Wire Splicing: Wire will be tightened adequately to set the wire twists and remove factory kinks. It is, however, important to refrain from stretching the wire excessively. Excessive tension will weaken the barbed wire by removing the capacity for it to stretch. Location of stretch points will be determined by topography and the availability of tietrees. Splices in the wire shall be made by wrapping the ends of the wire back around the wire three times, thereby forming an eye at the end of the wire. The other wire end is then placed through the eye and wrapped back around itself at least three times. All wraps shall lie directly adjacent to each other, thus forming neat, tight wraps.

F. Standard wire spacing is measured from the ground up. Three wire fences will be 18”- 28”-42”, four wire fences will be 18”-24”-30”-42”. The top wires will be barbed, and bottom wire will be smooth.

G. Rock Cribs: Circular cribs can be constructed with t-posts with woven wire and must be at least 42” in diameter. Square cribs can be constructed of angle iron or stronger metal materials with woven wire and must be at least 40” x 40.”

H. Rock Jacks: Shall be constructed with metal pipe, with a minimum diameter of 2 inches and brace pieces at least 7 feet long. Rock Jacks used for corners and end panels will be paid under pay item 004b. Rock jacks used for fence line post are at the discretion of the contractor and will be incidental to the fence line construction.

I. Steel Pipe H-braces: Use 7-8 ft post pipe depending on the terrain and slope. Posts need to be in the ground 3 ft with a minimum of 46” above the ground. Spacing between posts in the H-brace shall be 8 ft with a 1 ft variance on either side depending on the soil. Uprights for braces shall be 2 3/8” diameter metal pipe. Cross bracing can be 1 ¼ - 2 3/8” depending on contractor preference. Steel Pipe H-braces shall be welded but can be drilled and clamped if welding cannot be achieved.

J. Gates: Installed according to the drawings, and as recommended by the manufacturer when applicable.

End Panels associated with gates will be paid for under pay items 004a or 004b.

12363N25Q4114 (OCH) NR Crazy Creek Suppression Repair-Fencing Page 12 of 79

K. Trees: As these fences are within fire permitters there will not be many trees to use in fence lines. Live trees may only be used, and only if the fence runs through a live patch. Solid live trees over 8 inches DBH may be used in place of posts, provided they are located not over 2 feet out of line. Tree branches shall be removed completely around the fence, to a height of 8 feet. A scab shall be securely nailed, with 6" helix nails to the tree at three points: top, center, and bottom.

L. Figure-4s: If figure-4s are use they must be constructed with 4-foot t-post or longer.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT

A. Units: The work described in this section will be measured and paid for by the linear feet as measured along the ground surface next to the completed fence, including the distance across gate openings, post end panels, post corner panels, stress panels, and stress panel drainage crossings. The quantities of post end panels, post corner panels, stress panels, gates, and stress panel drainage crossings will be paid for by the actual number of those items installed each.

4.2 BASIS OF PAYMENT

A. Payment: The basis of payment for this section will be per the schedule of pay items.
