The amendment includes a comprehensive Q&A document from a bid tour on July 23, 2025, addressing numerous technical and procedural questions about fence construction requirements, including fence alignment, material storage, invoicing procedures, and project specifics.

Key details include a submission deadline of August 4, 2025, at 10:00 AM Mountain Time, with quotes to be emailed to specified government contacts. The project period of performance is from 08/15/2025 to 10/31/2026, with potential BAR (Base and Retained) Option items pending additional funding. The government is utilizing Wildfire Response funds and potentially seeking Disaster Relief funds from FEMA. Questions and Notes from the Crazy Creek Fence Construction (Solicitation No.

12363N25Q4114) Bid Tour on Wednesday July 23, 2025.

Questions and Answers Section

1. Question on mobilization on bid sheets vs. contract for bonding

• Only bonding on base?

• Then bond on the options at the time of award?

ANSWER: Contractor will need to reach out to a Bonding Agent for bonding.

Minimum requirement will be bonding for the base items at the time of award. Bonding will also be required for Option items at the time of award.

2. Fence alignment deviation related to the Avenza Maps

• What is the allowable deviation during fence construction for known existing fence alignment?

ANSWER: Requests for deviations in fence alignment by the contractor shall be discussed with the PI/COR and approved by the COR.

3. Can the company who is awarded the contract store supplies at the Rager Ranger Station?

ANSWER: Contractor may store materials and equipment at a government facility.

However, this will be at the contractor’s risk. The government is not liable for any damage or losses incurred by the contractor.

Can they put a container at the Rager Ranger Station?

ANSWER: See response to question 3 above.

4. Can the awardee/contractor invoice US Forest Service when supplies are delivered?

ANSWER: COR and Inspector will sign off on product received and approve Invoices on product and no markup.

5. Do supplies have to be or can they be stored off government lands? (this is similar the to question 3 and 4).

ANSWER: Yes, they can be stored off government lands. Contractor assumes all risk for losses and damages.

6. What is the process for waivers for fire danger for IFPL 3 and 4 levels, can contractors get them?

ANSWER: The Agency Administrator will work with the CO to either execute a waiver to allow work or send the contractor notice of stop work due to any incident or situation that meets the criteria for unsafe work conditions.

7. Will there be any salvage logging going on in the area?

ANSWER: Yes, there is currently salvage logging taking place in the proposed fence construction area and there would need to be coordination/communication with the logging contractors if working in the area.

8. They asked if 002A should be 3 wire laydowns.

ANSWER: Edit mapping upon award of contract

9. 004 B/A – with the pipe is any brace acceptable?

ANSWER: Follow best commercial practice. Follow fence specs and drawings in solicitation.

10. Review process for solicitation:

• When will the government award the contract? (When are base items funded?)

ANSWER: Gov. reserves the right to partially award a contract within an estimate of 90 days from reviewing offers. Quotes shall be good for at least 90 days.

11. Internally ask what a realistic time frame is for awarding the contracts and can the US Forest Service even meet the deadlines so that the awardee can meet the deadlines we set.

ANSWER: See response above pertaining to contract award. In addition, the CO may modify the contract to add additional time for the contractor to complete the work.

12. They brought up the tree falling at 20” DBH and will the Gov. award all of them and confirm if it is paid per tree? (I believe that this was addressed in the documents, and they need to read it further). ANSWER: Gov. reserves the right to award as needed.

13. Can they clear the ROW with mechanical equipment?

ANSWER: Mechanized equipment can be used. Refer to fence construction specification for fenceline clearing.

14. BAR Option discussed:

• When will it be awarded?

ANSWER: Funding has not been secured for the Option items. When funding becomes available, the government intends to award the options. In addition, the government reserves the right to award the BAR Option.

• What is the window to award option items?

ANSWER: The government is awaiting funding and October 31, 2026 is the deadline to get work done.

• Where is the funding coming from? Is this considered disaster recovery?

ANSWER: The government has been approved to use Wildfire Response funds to complete suppression repair activities. The government is also requested and has shown the need for Disaster Relief funds which are managed by FEMA and can be approved by Congress.

15. We talked about Avenza and we could email them the georeferenced maps. Is there a way to post the maps as an attachment on SAMs.gov)?

ANSWER: Updated project maps are included in Amendment 2 which was posted to SAM.gov. All maps are Georeferenced PDFs that can be put on to a mobile device using the Avenza maps application.

16. When creating the specs, did we take into consideration terrain? Example: a straight line that does not take into consideration hills and valleys is not an accurate length.

ANSWER: The fencelines proposed for construction have been GPS’ d to account for terrain features and there are mapping tools and software that the government will use in calculating slope, aspect, and linear feet calculations. In addition, the COR/Project Inspector may GPS or measure any segments of fence as needed.

17. How far off the line can they deviate? Example: using trees as posts.

ANSWER: Requests for deviations in fence alignment by the contractor shall be discussed with the PI/COR and approved by the COR.

18. Considering the letdown section, can they use loops or do they have to use clips. (I believe this is a design change from what is on the plans, but it did sound easier for the permittee).

• Can the letdown fence be amended?

ANSWER: follow fence specification and drawing in solicitation for installing let down fence.

Amd-3 12363N25Q4114 (OCH) Crazy Creek Suppression Repair-Fencing Page 5 of 6

19. They would like the termination pipe addressed again as to what is acceptable.

• Can they use concrete at the top of the pipe rather than caps?

ANSWER: Fence specification in contract states that metal cap covers will be used.

20. Do they need to remove old posts?

ANSWER: T-posts will be removed and hauled to the government facility designated by the CO.

21. They wanted to know how far from the fence will large trees need to be removed.

ANSWER: Refer to the contract fence specification, Part 3, Section 1, fenceline clearing section. The government will identify and mark trees 20” DBH or greater and request the contractor to remove them.

22. They wanted to know if the extra post on the plans were needed. This is where they were pointing to the “extra post” on the plans. We discussed this on the tailgate at the last stop.

ANSWER: Line posts and Inline pipe shall be installed as required by contract fence construction specifications and drawings.

23. Question about Category or zone for wages? What is the wage for Equipment and Laborer? The use of a Skid steer and Feller buncher was mentioned. ANSWER:

Review the wage determination that was attached to the solicitation.

24. Question on fence spec that states: Are stays needed in fenceline if inline pipe is used every 160’ feet? Spec says they are not, but they may be necessary with 16.5 T-post spacing etc. ANSWER: Metal or wood stays are needed when using inline pipe.
