About this file

This is a registration requirement notice issued by the New York State Office for People With Developmental Disabilities (OPWDD) regarding mandatory contractor registration with the New York State Department of Labor (NYSDOL) for Article 8 public works projects. Effective December 30, 2024, all contractors and subcontractors must register with NYSDOL before submitting bids or commencing work on Article 8 covered public works projects. For the "Supply & Install Windows" project, which is classified as a NYS Public Works Project requiring prevailing wage payments, vendors and sub-contractors must provide valid NYSDOL registration certificates with their quotes. Attendance at a mandatory site visit is required prior to submitting a quote for this windows installation project. Failure to provide a valid and verifiable NYSDOL registration number at the time of bid submission will result in bid disqualification.

The NYSDOL estimates approximately 3-4 weeks to process registration applications and issue Certificates of Registration, making prompt application submission critical to avoid project delays. Subcontractors are not permitted without written approval from OPWDD. Bidders should direct questions regarding contractor registration to the NYSDOL Bureau of Public Work and Prevailing Wage at 518-457-5589 or labor.sm.pwask@labor.ny.gov, while project-specific inquiries should be directed to Brooklyn.CMM.Bids@opwdd.ny.gov. Registration is currently open and available on the NYS Department of Labor website.
