STATEMENT OF WORK

I. BACKGROUND AND PURPOSE

This Statement of Work (SOW) describes the technical requirements for a five-year Repair and Maintenance Service Contract for the Heating, Ventilation, and Air Conditioning (HVAC) systems identified in this document. The Contractor will be required to perform emergency and routine repairs, and scheduled periodic maintenance and operational checks on the herein described equipment in accordance with the instructions defined in this document. The goal of this contract is to maintain optimum equipment performance and reduce the likelihood of unexpected failures.

II. SCOPE OF WORK

The National Weather Service (NWS) solicits interested and qualified private and commercial vendors to submit proposals for entering into agreement for the purpose of providing the services specified under this Statement of Work. Unless otherwise stated, the Contractor is to provide all labor, tools, equipment, hardware and consumables to furnish all the work requested under this solicitation.

III. PERIOD OF PERFORMANCE

VI. PREVENTIVE MAINTENANCE (PM) TASKS

GENERAL INSTRUCTIONS APPLICABLE TO ALL TASKS UNDER THIS SECTION:

1. The instructions described under this section are to provide the requirements for the scheduled maintenance and operational checks of the equipment and sites identified in this contract, designed to maintain the equipment in the best possible way, minimize equipment unexpected failures and increase the equipment useful life. Refer to section IV “Repairs” for the instructions to be followed during the repair of the malfunctions and issues found while performing the diagnoses and inspections requested as part of the scheduled maintenance and operational checks specified in this section (items of the “Exhibits” section that are marked as “to be quoted following the instructions of section IV Repairs”, in red letters for convenience).

2. The Contractor shall perform all the tasks and instructions described under the “Exhibits” section of this contract document, regardless of the section where they were quoted/requested.

3. When bidding for the requirements under this section, Contractor shall follow all the instructions outlined in this section as well as the instructions outlined in other sections of this contract documents.

4. Refer to Attachment-20 “Existing Equipment Information” for specifics about existing systems.

5. Unless noted otherwise, contractor shall provide everything needed (labor, tools, equipment, hardware, consumables, fees, etc.) to furnish all the work requested under this section.

Task #1 (MFL WFO):

PM and operational checks for the HVAC Systems installed at Miami National Weather and Forecast Office & National Hurricane Center, 11691 SW 17th ST, Miami FL 33165-2149

SPECIFIC INSTRUCTIONS:

1. HVAC #1 & #2, for a total of two Trane split systems (CU/AHU#1 & CU/AHU#2):

1.1. AHUs #1 & 2:

1.1.1. Perform all the tasks described under the exhibits listed below with the exception of the tasks requested to be quoted following the instructions of section IV “Repairs”, refer to “Exhibits” at the end of this document:

1.1.1.1. EXHIBIT-A “Maintenance, operational checks and repairs for building Air Handler Units”.

1.2. CUs #1 & 2:

1.2.1. Perform all the tasks described under the exhibits listed below with the exception of the tasks requested to be quoted following the instructions of Section IV “Repairs”, refer to “Exhibits” at the end of this document:

VII. REPAIRS

GENERAL INSTRUCTIONS APPLICABLE TO ALL THE TASKS UNDER THIS SECTION:

1. The instructions in this section shall apply to all the equipment and sites mentioned in this contract.

2. The government reserves the right to hire another company to perform the repairs of the equipment listed in this contract, to include the repair of malfunctions and issues found during the diagnoses and inspections requested as part of the scheduled maintenance and operational checks specified in this contract (Items of the “Exhibits” section that are marked as “to be quoted following the instructions of section IV Repairs”, marked with red letters for convenience).

3. Refer to Attachment-20 “Existing Equipment Information” for specifics about the existing systems.

4. The Contractor shall include the TPOC in all the correspondences associated with this contract.

SPECIFIC INSTRUCTIONS:

Repair of malfunctions and issues found during the diagnoses and inspections requested as part of the scheduled maintenance and operational checks specified in this contract:

1. The instructions in this section are to provide the requirements and procedures to be followed during the repair of the malfunctions and issues found during the diagnoses and inspections requested as part of the scheduled maintenance and operational checks specified in this contract. This section is exclusively reserved for the items of the “Exhibits” section that are marked as “to be quoted following the instructions of section IV Repairs”, marked with red letters for convenience.

2. Repair actions in this section will be paid utilizing the Government Purchase Card if below card limits. If above card limits repair actions will be handled through NWS contracting. TPOC of will make the determination on which method will be used.

3. When an issue is found while performing the tasks specified in the “Exhibit” section:

3.1. Report the findings to the TPOC via email within 2 business days.

3.2. When requested by the TPOC via email, submit a repair quote to the TPOC for approval within 5 business days from TPOC request, to verify that funds are available (allocated as part of this service agreement for repairs) and that the repair is within the scope of this contract.

3.3. The quotes provided by the Contractor shall include a detailed description of all the issues found during the PM operational checks, proposed repair actions and a detailed cost estimate indicating the cost of each parts and material needed for the repair, quantity of labor-hours needed and hourly rates of the technicians involved, and any other fees or expense associated with the repair.

3.4. Proceed with the repair once written approval is provided by the TPOC, with a note indicating that funds are available, that the repair is within scope and the amount of money approved for the repair.

3.5. Once the repair is inspected and approved by the TPOC, submit the invoice and the approval from the CO requested above to the TPOC for payment.

3.6. The Government reserves the right to hire another company to perform the repair.

3.7. TPOC shall be included in all correspondences.

Repair of unexpected failures and malfunctions reported by the TPOC and/or CO:

1. The instructions outlined in this section are to provide the requirements and procedures to be followed during the repair of unexpected failures and malfunctions reported by the TPOC and/or CO, and not for the repair of malfunctions and issues found by the contractor while performing the diagnoses and inspections requested as part of the scheduled maintenance and operational checks specified in the “Exhibits” section of this contract. These requirements shall be applied to all the equipment and sites mentioned in this contract.

2. The Contractor shall respond to every call generated by the TPOC and/or CO, requesting the repair of malfunctions and equipment failures at any of the sites and equipment listed in this contract, regardless of the time of the day, the day of the year, or the location. Unless approved by the TPOC in writing, the contractor shall start driving to the site no later than 3 hours after the failure is reported to the contractor. Only companies that provide 24/7 services in Miami and Key West will be considered.

3. Once a repair is requested by the TPOC and/or CO:

3.1. As part of this contract the contractor shall visit the site to troubleshoot the system and provide a repair quote.

3.2. The quotes provided by the Contractor shall include a detailed description of the issues found during the troubleshooting, proposed repair actions and a detailed cost estimate indicating the cost of each part and material, quantity of labor hours and hourly rates of the technicians involved, and any other fees or expense associated with the repair.

3.3. Submit a quote to the TPOC for approval so they may determine how the repairs will be funded. The written quote shall be submitted for approval via email no later than 6 hours after the troubleshooting is completed.

3.4. Proceed with the repair immediately after a signed Notice to Proceed is provided by the TPOC, with a note indicating that funds are available, that the repair is within scope, and the amount of money approved for the repair.

3.5. Once the repair is inspected and approved by the TPOC, submit the invoice and the Notice to Proceed requested above to the TPOC for payment.

3.6. The Government reserves the right to hire another company to perform the repair.

3.7. TPOC and CO shall be included in all correspondences.

4. Call outs and repair actions in this section will be paid utilizing the Government Purchase Card if below card limits. If above card limits call outs and repair actions will be handled through NWS contracting. TPOC of will make the determination on which method will be used.

VIII. EXHIBITS

GENERAL INSTRUCTIONS APPLICABLE TO ALL THE TASKS UNDER THIS SECTION:

(The following instructions and notes shall apply to all the tasks described in the Exhibits section VII):

1. Unless noted otherwise, contractor is to provide everything needed (labor, tools, equipment, hardware, consumables, fees, etc.) to furnish all the work requested under this section (Section V-Exhibits), with the exception of the work items specified to be quoted following the instructions of section IV “Repairs”, marked with red letters for convenience, which shall follow the regulations under that section.

2. All the instructions and work requested in this section (Section V-Exhibits) shall be quoted under, and follow the instructions of section III “PM Tasks”, with the exception of the items specified to be quoted following the instructions of section IV “Repairs”, marked with red letters for convenience.

3. Contractor shall follow the instructions outlined in other sections of this contracts when executing the repairs requested in this section, to include associated troubleshooting and quotes.

4. Properly use ball valve manifold hoses to avoid contaminating the refrigerant circuit while performing the tasks requested in this contract.

EXHIBIT-A:

Maintenance, operational checks and repairs of building Air Handler Units

GENERAL INSTRUCTIONS APPLICABLE TO THIS EXHIBIT (the following instructions and notes shall apply to all tasks described under this exhibit):

1. Unless noted otherwise, all tasks described under this exhibit shall be performed four (4) times a year.

2. Unless noted otherwise, all tasks described under this exhibit shall be performed by the Contractor.

3. The below procedures are written to cover as much as possible of the needed actions to maintain this equipment in the best possible way. The manufacturer’s written procedures shall be reviewed by the Contractor and applied in addition to the instructions below, notifying the TPOC in advance for his review and approval. Contractor shall properly prepare and keep copies of the checklists, reports, test results and documentation generated during services requested under this contract, originals shall be provided to the TPOC.

4. Contractor shall pay attention to the pressure of the water used to clean the coils, since coil’s fins are fragile and can be bent easily. Contractor will provide time stamped pictures before and after each coil is cleaned, and will submit them as part of PM checklist. If more than 30% of the fins are found bent beyond repair and the pictures taken prior to work indicate fins were in good condition, the Contractor shall replace the entire coil at their own expenses. Contractor shall communicate to the TPOC any damage or anomaly found during their visit before commencing their work. Contractor shall take their own pictures, with automatic dates stamped, to verify the condition of the existing system before engaging in this service agreement.

5. The Contractor shall take all necessary precautions to protect surrounding areas from damages that could occur during their activities. All damages caused by the Contractor to the Government or personal property shall be repaired or replaced by the Contractor to its original condition.

6. Contractor shall follow the instructions outlined in other sections of this contracts when executing the repairs requested in this section, to include associated troubleshooting, quotes and reimbursable/no-reimbursable expenses.

SPECIFIC INSTRUCTIONS:

1. The interior and exterior of the AHUs (to include the surfaces in the space under the AHU, between AHU bottom plate and the concrete slab) shall be thoroughly cleaned until all filth and dirt is completely removed from all surfaces. Use a wet, lint free cloths to wipe down the interior and exterior surfaces of the AHUs, associated ductwork and elements.

2. Inspect the insulation installed inside the AHU, replace if in bad conditions. The replacement of the insulation shall be quoted following the instructions of section IV “Repairs”.

3. Oil bearings and other moving parts IAW manufacturer’s written instruction, do not over lubricate.

4. Clean the coils of all AHUs IAW manufacturer’s written instructions (once a year). Hi-pressure water cannot be used to clean the coils to avoid bending the fins or causing damages to other elements of the AHU. After cleaning the coils of the AHUs, use a garden hose connected to a building hose bib to thoroughly rinse the floor of the mechanical room until all filth/sludge is drained down the mechanical room floor drains. Clean all floor drains with hose bib pressurized water.

5. Check the wire connections throughout the AHU, tighten or repair as necessary.

6. Air filters:

6.1. Replace all filters, write replacement date on the filters.

6.2. Assure grille area is unobstructed.

6.3. Wipe section clean.

7. Blower Section:

7.1. Assure blower wheel is free of debris, wipe wheels clean.

7.2. Vacuum and wipe section clean.

7.3. Check if blower wheel is balanced, balance if necessary.

7.4. Check bearings and replace if necessary. The replacement of the bearings shall be quoted following the instructions of section IV “Repairs”.

7.5. Check the operation of the blower wheel (vibration, noise, etc.), repair if necessary.

7.6. Replace belts, check tension and adjust if necessary.

7.7. Lube bearings IAW manufacturer’s instructions, do not overlubricate.

7.8. Verify that sheave, pulleys and belts are aligned. Align them if necessary.

7.9. Check sheaves and pulleys, replace if necessary. The replacement of the sheaves and pulleys shall be quoted following the instructions of section IV “Repairs”.

7.10. Check motor mount. Repair, adjust or replace the motor mount if necessary. The replacement of the motor mount shall be quoted following the instructions of section IV “Repairs”.

7.11. Check all vibration insulation pads and springs installed throughout the AHU, tighten or replace if necessary. The replacement of vibration pads and springs shall be quoted following the instructions of section IV “Repairs”.

7.12. Measure amperage draw by all motors, per phase, per motor. Record measurements in the report.

7.13. Use a megger to measure the resistance to ground of each motor phase, record value in the report (per phase, per motor), replace motor when value is lower than recommended by manufacturer and industry standards. Use a megger that will not cause damage to the insulation. Do the same to the electrical lines feeding the motor and AHU from the electrical panel, replace wiring if necessary. The replacement of the AHU electric motor and associated electrical lines shall be quoted following the instructions of section IV “Repairs”.

8. Drain pans and lines:

8.1. Clean drain pans, valves, lines and traps. Use pressurized air or vacuum as needed to assure it is thoroughly cleaned. Use a plumbing snake and hose bib pressurized water to clean all the floor drains in the mechanical room, to include floor drains used to discharge the HVAC condensate water.

8.2. Clean drain pan for mineral deposits, vacuum the pan.

8.3. Treat pan with pan treatment/disinfectants tablets, use Pro-Treat 217 or approved equal.

8.4. Inspect all drain pans, traps and lines for leaks, damages or clogs. Repair or unclog if necessary

9. Condensate pump (If any):

9.1. Clean sump, remove all debris.

9.2. Check the operation of the floats, make sure they move freely.

9.3. Clean drain lines, p-traps and valves.

9.4. Inspect drain lines and traps for leaks or clogs. Repair or unclog as needed.

10. Refrigeration circuit:

10.1. Check refrigerant levels and recharge if needed IAW manufacturer’s instructions. Find and repair refrigerant leaks. The repair of refrigerant leaks and/or adding additional refrigerant shall be quoted following the instructions of section IV “Repairs”.

10.2. Inspect pipe insulation, replace when in bad conditions. The replacement of insulation shall be quoted following the instructions of section IV “Repairs”.

10.3. Check if pipe and conduit support, clamps, structural members, anchors and hardware are secured and structurally sound. Tighten, replace or repair if needed. Replace elements found to be in bad condition, rusted, or not providing adequate support, letting pipes and conduits to vibrate, or touch other pipes and elements of the CU. Add additional supports and clamps when needed to properly secure pipes and conduits of all types, and protect them from breaking due to fatigue or friction with other elements of the system. This task applies to refrigerant lines inside and outside the unit, to include runs from CU to AHU. The replacement of the above elements shall be quoted following the instructions of Section IV “Repairs”.

10.4. Check for moisture. If moisture is present, remove moisture from refrigerant system IAW manufacturer’s instructions.

10.5. Check all refrigerant filters installed throughout, replace if necessary. The replacement of refrigerant filters shall be quoted following the instructions of section IV “Repairs”.

10.6. Check all the refrigerant pipe insulation, replace if necessary. The replacement of refrigerant pipe insulation shall be quoted following the instructions of section IV “Repairs”.

10.7. For each refrigerant circuit, measure and record in the report: the suction pressure, discharge pressure, superheat, and subcooling.

10.8. Test refrigerant circuit Low Pressure and High-Pressure cutout switches electrically in accordance with manufactures instructions. Replace any faulty switch. The replacement of switch shall be quoted following the instructions of section IV “Repairs”.

11. Inspect, test and check the calibration and proper operation of all the elements and equipment listed below in accordance with manufacturer’s writing instructions and industry standards. Troubleshoot and repair problems found during the tests and inspections, replace elements found to be defective, calibrate elements fount to be out of calibration, clean element found dirty. The replacement or repair of the elements listed below shall be quoted following the instructions of section IV “Repairs”, but not the troubleshooting, cleaning, calibrations or anything else mentioned in this paragraph.

a) All expansion valves installed on the refrigerant circuits.

b) Evaporator Coils.

c) Blower wheel assembly to include electric motor, bearings, blower wheel, shaft, sheaves, pulleys, mounts, vibration pads/sprigs, etc.

d) Variable Frequency Drives.

e) Air dampers installed through the AHU and HVAC duct system.

f) Doors and access panels, to include hinges and locks.

12. For each expansion valve installed on the refrigerant circuits: Calculate the target superheat using the application “SuperheatCalc” from ASHRAE. Measure the actual superheat. Record both values in the report, for each expansion valve.

13. Electrical Panels and disconnect switches.

13.1. Check fuses and replace if needed. The fuse replacement shall be quoted following the instructions of section IV “Repairs”.

13.2. Check wire connections and tighten if needed.

13.3. If applicable, check proper operation of fan speed control, repair or replace if necessary. The repair or replacement of fan speed control shall be quoted following the instructions of section IV “Repairs”.

14. Inspect entire AHU for corrosion, to include elements associated with the installations of the air conditioning system in this area, such as refrigerant lines, supporting structures and hardware, safety disconnect means and supporting structure/hardware, electrical conduits and supporting hardware, etc. When rust is present, repair as described below:

14.1. Shutdown and protect the AHU to avoid chemicals and paint from entering into HVAC coils and electrical windings. Protect surrounding areas from damage. Coordinate the shutdown of the HVAC system with the TPOC two weeks in advanced.

14.2. The following instructions are intended for all metal surfaces and element installed in the mechanical room: Wire brush, grind and sand metal surfaces and elements to completely remove rust. Treat rusted areas with anticorrosive chemical coating (Dynamic Rust Exterminator or approved equal) to protect them from further corrosion. Repair rusted areas with epoxy compound designed for the repair of metal structures. Sand repaired areas to make them smooth and unnoticeable after painted. Sand, scuff and clean with garden hose the entire metal surface and surrounding areas. Zink cold galvanize prime all bare metals. Paint everything, provide 3 coats of shercryl HPA. Remove/replace with 316 stainless steel, all corroded or damaged metal pipe straps, unit struts, hangers, anchors, and supporting hardware of everything installed in the mechanical room. Protect AHU coils and surrounding areas from damage. Contractor will provide time stamped pictures before and after each rust removal job, and will submit them as part of PM checklist. If more than 30% of the fins are found bent or damaged beyond repair, and the pictures taken by the Contractor show them in good condition, the Contractor shall replace the entire coil at their own expenses. Contractor shall communicate to the TPOC any damage or anomaly found during their visit before commencing their work. Contractor shall take their own pictures, with automatic dates stamped, to verify the condition of the existing system before engaging in this service agreement.

EXHIBIT-B:

Maintenance, operational checks and repairs of Condensing Units, Exhaust/Supply Fans, Liebert system outside Condensing Units installed on the roof levels and exterior mechanical yards, and respective compressors installed in the Liebert inside unit in computer rooms

GENERAL INSTRUCTIONS APPLICABLE TO THIS EXHIBIT (the following instructions and notes shall apply to all tasks described under this exhibit):

1. Unless noted otherwise, all tasks described under this exhibit shall be performed four (4) times a year.

2. Unless noted otherwise, all tasks described under this exhibit shall be performed by the Contractor.

3. The below procedures are written to cover as much as possible of the needed actions to maintain this equipment in the best possible way. The manufacturer’s written procedures shall be reviewed by the Contractor and applied in addition to the instructions below, notifying the TPOC in advance for his review and approval. Contractor shall properly prepare and keep copies of the checklists, reports, test results and documentation generated during services requested under this contract, originals shall be provided to the TPOC.

4. Contractor shall pay attention to the pressure of the water used to clean the coils, since coil’s fins are fragile and can be bent easily. Contractor will provide time stamped pictures before and after each coil is cleaned, and will submit them as part of PM checklist. If more than 30% of the fins are found bent beyond repair, and the pictures taken by the Contractor show them in good condition, the Contractor shall replace the entire coil at their own expenses. Contractor shall communicate to the TPOC any damage or anomaly found during their visit before commencing their work. Contractor shall take their own pictures, with automatic dates stamped, to verify the condition of the existing system before engaging in this service agreement.

5. The Contractor shall take all necessary precautions to protect surrounding areas from damages that could occur during their activities. All damages caused by the Contractor to the Government or personal property shall be repaired or replaced by the Contractor to its original condition.

6. Contractor shall follow the instructions outlined in other sections of this contracts when executing the repairs requested in this section, to include associated troubleshooting, quotes, and repairs.

SPECIFIC INSTRUCTIONS:

1. Inspect, test and check the calibration and proper operation of all the elements and equipment listed below in accordance with manufacturer’s writing instructions and industry standards. Troubleshoot and repair problems found during the tests and inspections, replace elements found to be defective, calibrate elements fount to be out of calibration, clean element found dirty. The replacement or repair of the elements listed below shall be quoted following the instructions of section IV “Repairs”, but not the troubleshooting, cleaning, calibrations or anything else mentioned in this paragraph.

a) All expansion valves installed on the refrigerant circuits.

b) All compressors to include Liebert compressors installed in the computer room indoor units.

c) All condenser fans to include electric motors, blades and frequency drives when applicable.

d) Condensing coils

e) Compressor heating strips.

f) Wall Exhaust Fans to include blades (total of 4 at Key West WFO only).

g) All pressure and temperature switches and sensors.

h) All solenoid valves.

2. Condensing Units:

2.1. Clean the coils of all CUs IAW manufacture’s written instructions and industry standards. CUs have been factory coated with a surface protection treatment, coating cannot be damaged during the coil cleaning, Contractor shall follow manufacturer’s writing instructions to clean the coils without causing damages to the coating or the coils. Coils shall be cleaned with water only, chemicals are not allowed. To avoid bending the fins or causing damages to other elements of the CU, hi-pressure water cannot be used to clean the coils. Coils, interior and exterior of the condensing units (to include exterior and interior surfaces of CU’s bottom plates, roof cap, concrete slabs) shall be thoroughly cleaned until all filth and dirt is completely removed from all the surfaces and they show their factory coating, completely cleaned (twice a year). After cleaning the coils, vacuum everything to remove dirt and debris (including CU interior). Use a garden hose connected to a building hose bib to rinse everything and remove all the filth/sludge generated by the cleaning and drain it down the roof drainage system. Collect and dispose all debris. Clean the roof drains with a hose bib pressurized water.

2.2. Check motors and compressors mount, tighten or replace when necessary. The replacement of motors and compressors mount shall be quoted following the instructions of section IV “Repairs”.

2.3. Check all vibration insulation pads and springs installed throughout the CU, tight/replace if necessary. The replacement of vibration pads and springs shall be quoted following the instructions of section IV “Repairs”.

2.4. Check condition of the bearings and other moving parts (tear, wear, noise, vibration, etc.). Replace if found defective. The replacement of bearings and other moving parts shall be quoted following the instructions of section IV “Repairs”.

2.5. Oil bearings and other moving parts IAW manufacturer’s written instruction, do not over lubricate.

2.6. Check if pipe and conduit support, clamps, structural members, anchors and hardware are secured and structurally sound. Tighten, replace or repair if necessary. Replace elements found to be in bad condition, rusted, or not providing adequate support, letting pipes and conduits to vibrate, or touch other pipes and elements of the CU. Add additional supports/clamps when necessary to properly secure pipes and conduits of all types, and protect them from breaking due to fatigue or friction with other elements of the system. This task applies to refrigerant lines inside and outside the unit, to include runs from CU to AHU. The replacement or addition of needed supports shall be quoted following the instructions of section IV “Repairs”.

2.7. Check wire connections throughout the unit, tighten if necessary.

2.8. Check refrigerant levels and recharge if necessary. Find and repair refrigerant leaks. The repair of refrigerant leaks and/or adding additional refrigerant shall be quoted following the instructions of section IV “Repairs”.

2.9. Check for moisture. If moisture is present, remove moisture from refrigerant system IAW manufacturer’s instructions.

2.10. Check CU for refrigerant pipes rubbing each, other or other elements of the system, make necessary modifications to prevent it. Add necessary supports to prevent ruptures by fatigue. The replacement or addition of needed supports shall be quoted following the instructions of section IV “Repairs”.

2.11. Check all refrigerant filters installed throughout the unit, replace if necessary. The replacement of refrigerant filters shall be quoted following the instructions of section IV “Repairs”.

2.12. Check all the refrigerant pipe insulation, replace if necessary. The replacement of refrigerant pipe insulation shall be quoted following the instructions of section IV “Repairs”.

2.13. For each expansion valve installed in the refrigerant circuits: Calculate the target superheat using the application “SuperheatCalc” from ASHRAE. Measure the actual superheat. Record both values in the report, for each expansion valve.

2.16.2. Measure amperage draw by each fan motors, per phase, per motor. Provide measurements in the report.

2.16.3. Check motors mount, tighten or replace when necessary. The replacement of motors mount shall be quoted following the instructions of section IV “Repair Tasks”.

2.16.4. Check if fans and blades are balanced, balance if necessary.

2.16.5. Check the condition of the bearings and other moving parts (tear, wear, noise, vibration, etc.). Replace if found defective. The replacement of bearings and other moving parts shall be quoted following the instructions of section IV “Repairs”.

2.16.6. Oil bearings and other moving parts IAW manufacturer’s written instruction, do not over lubricate.

2.16.7. Use a megger to measure the resistance to ground of each motor phase, record value in the report (per phase, per motor), replace motor when values are lower than recommended by manufacturer and industry standards. Use a megger that will not cause damages to the insulation. Do the same to the electrical lines feeding the motor from the electrical panel

2.17. Compressor Section:

2.17.1. Check oil and refrigerant level and replenish if needed IAW manufacturer’s instructions, find and repair leaks. The repair of leaks shall be quoted following the instructions of section IV “Repairs”.

2.17.2. Check compressor mounts (springs, bushings, anchors, hardware, etc.) and replace if in bad conditions, tighten if necessary. The replacement of compressor mounts shall be quoted following the instructions of section IV “Repairs”.

2.17.3. Check condition of bearings and other moving parts (tear, wear, noise, vibration, etc.). Replace if found defective. The replacement of bearings and other moving parts shall be quoted following the instructions of section IV “Repairs”.

2.17.4. Oil bearings and other moving parts IAW manufacturer’s written instructions, do not over lubricate, (when applicable).

2.17.5. Cap tubes not rubbing.

2.17.6. Check the wire connections inside the compressor box and repair or tighten if necessary

2.17.7. For each circuit/compressor, measure and record in the report: the suction pressure, discharge pressure, superheat and subcooling.

2.17.8. Test refrigerant circuit Low Pressure and High-Pressure cutout switches electrically in accordance with manufactures instructions. Replace any faulty switch. The replacement of switch shall be quoted following the instructions of section IV “Repairs”.

2.17.9. Check the operation of the compressors (vibration, noise, etc.), repair or replace if necessary. The repair or replacement of compressors shall be quoted following the instructions of section IV “Repairs”.

2.17.10. Measure amperage draw by each compressor, per phase, per compressor. Provide measurements in the report.

2.17.11. Use a megger to measure the resistance to ground of each compressor phase, record value in the report (per phase, per compressor), replace compressor when values are lower than recommended by manufacturer and industry standards. Use a megger that will not cause damages to the insulation. Do the same to the electrical lines feeding the compressor and CU from the electrical panel. The repair or replacement of compressors and associated electrical lines shall be quoted following the instructions of section IV “Repairs”.

2.18. Controls inside the CU:

2.18.1. Check, test and inspect all elements of the control system associated with the condensing units, troubleshoot and repair problems found during the inspection/tests. Replace elements found defective, calibrate element found out of calibration. (The replacement and repair of these elements shall be quoted following the instructions of section IV “Repairs”, but not the troubleshooting or anything else mentioned in this paragraph). This includes but is not limited to:

a) All pressure and temperature sensor devices installed throughout the CU, to include on the refrigerant lines.

b) Contactors, switches, relays, transformers and time delay relays installed in the CU control panel enclosure.

c) All condensate fan frequency drives, if any.

d) Compressor heating strips.

e) Overcurrent and short circuit protections devices.

f) Surge suppressors.

g) Phase and power monitoring devices.

h) All solenoid valves.

2.18.2. Check the proper operation of the compressor heating strips/elements, replace if necessary. The replacement of compressor heating strips/elements shall be quoted following the instructions of section IV “Repairs”.

2.18.3. Check wire connections, tight if necessary.

2.18.4. Check all fuses installed throughout the CU, to include all CU’s safety disconnect switches installed on the roof and mechanical yards, replace if necessary. The replacement of fuses shall be quoted following the instructions of section IV “Repairs”.

2.18.5. Check/verify the operation of the entire control system, verify the sequence of operation for execution IAW manufacturer’s written recommendations. Troubleshoot and repair any issue found during the inspection. Verify sequence of operation in coordination with BAS, refer to BAS exhibit for additional requirements. Repairs of CU’s control system shall be quoted following the instructions of section IV “Repairs”.

3. Wall Mounted Supply Fans (total of 4) at Key West WFO only, do not apply to Miami WFO/NHC.

3.1. Assure fan blades are free of debris.

3.2. Check if fan blades are balanced, balance if necessary.

3.3. Check motor mount, repair, adjust or replace if necessary. The replacement of motor mounts shall be quoted following the instructions of section IV “Repairs”.

3.4. Check condition of the bearings and other moving parts (tear, wear, noise, vibration, etc.). Replace if found defective. The replacement of bearings and other moving parts shall be quoted following the instructions of section IV “Repair Tasks.”

3.5. Oil bearings and other moving parts IAW manufacturer’s written instruction.

3.6. Measure motor amps draw per motor and per phase. Record measurements in the report.

3.7. Use a megger to measure the resistance to ground of each motor phase, record value in the report (per phase, per motor), replace motor when values are lower than recommended by manufacturer and industry standards. Use a megger that will not cause damages to the insulation. Do the same to the electrical lines feeding the motor from the electrical panel. The replacement of electric motors and associated electrical lines shall be quoted following the instructions of section IV “Repairs”.

3.8. Check fuses installed throughout that are associated with EF/SF, to include safety disconnect switches, replace if necessary. The fuse replacement shall be quoted following the instructions of section IV “Repairs”.

3.9. Check safety disconnect switches for corrosion and malfunctioning, replace if necessary, perform corrosion measures and repairs specified on paragraph below. The replacement of safety disconnects switches shall be quoted following the instructions of section IV “Repairs”.

3.10. Perform corrosion measures and repairs specified on paragraph below.

4. To be performed once every option year, outside the hurricane season. Inspect entire CU and fans (EF/SF) for corrosion, to include elements associated with the installations of the air conditioning system in this area, such as refrigerant lines and supporting structure/hardware, safety disconnect means and supporting structure/hardware, electrical conduits and supporting hardware, etc. When rust is present, repair as described below:

4.1. Shutdown and protect condensing units and fans to avoid chemicals and paint from entering into HVAC coils and electrical windings. Protect roof membrane from damages, replace/repair IAW manufacturer of roofing membrane and industry standards if damaged. Contractor will provide time stamped pictures before and after each rust removal job, and will submit them as part of PM checklist. If more than 30% of the fins are found bent or damaged, and the pictures taken by the Contractor show them in good condition, the Contractor shall replace the entire coil at their own expenses. Contractor shall communicate to the TPOC any damage or anomaly found during their visit before commencing their work. Contractor shall take their own pictures, with automatic dates stamped, to verify the condition of the existing system before engaging in this service agreement. Coordinate the shutdown of the HVAC system with the TPOC two weeks in advanced.

4.2. The following instructions are intended for all metal surfaces and element throughout this roof…
