About this file

This file is a Contractor Questions and Answers document for a National Geospatial-Intelligence Agency (NGA) solicitation (NSIOG324218AS30) regarding trailer-mounted load bank and power transformer equipment. Key specifications include a dry-type, step-down transformer with 12.47KV primary and 480V secondary voltage, NEMA Type 3R weatherproof enclosure, and 5.75% impedance. The equipment requires two separate trailers - one for the power transformer and another for the load bank - with an expected lead time of approximately six months.

Specific technical details include a copper-wound transformer with an 80C temperature rise, a 4-5 position tap changer with recommended settings, and compatibility for simulating electrical loads on 12.47KV generators and 480V UPS systems. The procurement allows for multiple quote variants, though one shipment is preferred. The vendor must ensure both equipment pieces can be tested and commissioned together, with clear pricing for each potential scenario. The solicitation is issued by the Department of Defense's National Geospatial Intelligence Agency and seeks portable, outdoor-use electrical infrastructure equipment.

#DateQuestionAnswer
14/3/25Is the transformer step-up or step-down transformer ?The transformer has to be step-down transformer; 3PH, 12.47KV Primary - 480V Secondary, and shall be compatible with the load bank.
24/3/25Can a oil-filled transformer, meeting the specs, be acceptable ?The transformer has to be Dry Type, meeting the specs.
34/3/25Can there be more than one quotes for different variants we may have on offer ?It is not required by the RFQ but if the vendor wishes to take that route, NGA will not oppose. If there are variants, alternitives or options included then the quote or quotes must clearly state a total price for each scenerio.
44/3/25Do the trailers need to be two separate trailers or one single trailer with both PT and Load Bank mounted on it ?Two separate trailer , one for each equipment. Note: Load bank will be used to simulate electrical load on 12.47KV (Generators) and 480V (UPS systems) power sources therefore should be portable on its own when needed.
54/3/25What is the expectation in terms of lead times ?~ Six Months. Assuming that the lead time on the transformer may be more than the load bank.
64/3/25Would two different shipments be acceptable? One shipment is preferred. One cannot be tested/commissioned without the other. Therefore, better we get them at the same time.
74/9/25Impedance: What impedance percentage do you require?5.75%
84/9/25Insulation Temperature Rise: What is the maximum allowable temperature rise for the insulation?copper-wound transformer manufactured to achieve 80C rise and high efficiency at its rated V and KVA
94/9/25Tap Range: What tap settings or range do you need?4-5 position tap changer -

A 13090 B 12780 C 12470 D 12160 E 11850 or recommended by OEM for this specified use 10 4/9/25 Enclosure: Do you require the transformer with or without an enclosure? Trailer mounted transformer, NEMA Type 3R weatherproof for outdoor use. No additional enclosure
