Introduction The Radar Division of Naval Research Laboratory intends to procure multiple transportable high frequency (HF) high power multi-channel transmit power amplifier systems (HPA). These HPA’s are intended for use in HF over-the-horizon radar (OTHR) experimental and prototyping applications, thus performance, flexibility, and mobility are key characteristics. Each HPA is required to be packaged in a transportable environmentally controlled container outfitted similar to a mobile laboratory. The HPA’s must have controllable instrumented amplifier equipment that can be operated as independent channels or combined to achieve fewer higher power outputs. It is desired to have 16 output channels each rated at 2kW output power and high efficiency. The amplifiers need to exhibit exceptional linearity capable of reproducing complex Radar waveforms with both amplitude and phase modulation. Additional important characteristics are very low phase noise, high spectral purity with low spurious levels, and robust fault tolerance to large reverse power levels.
Mission Statement The Advanced Radar Systems Branch within the Radar Division at the Naval Research Laboratory is composed of three Sections that cover the spectrum of radar systems from current fleet-installed units to systems that will appear in the "Navy after next." The Branch provides the Navy with support in creating its next generation of two- and three-dimensional radars designed to support the fleet well into the future. The Branch provides the Navy with support for its current generation of air surveillance, weapons designation, and navigation radars. The Branch currently is involved with the Navy's highfrequency over-the-horizon (HF-OTH) radars. The Branch is primarily concerned with the development of techniques and equipment for long-range, beyond line-of-sight detection and tracking of ships, aircraft, and missiles. Work also is being done in design and development of systems for radar signal collection analysis and for relocation of radars. The Branch also is heavily involved in supporting existing shipboard radars and radars in development, including the SPS-49, SPQ-9B, SPY-1, SPY-3, and future SBand Array Radars. The Branch also concentrates on the very high-speed front end of radar systems, following the antenna. Interests include the development of RF upconversion and downconversion subsystems, high-speed analog-to-digital and digital-to analog subsystems, and the high throughput signal processing subsystems required for transmit and receive functions. A current major focus of the group is the affordable implementation of digital beam forming techniques. The Branch also is concerned with the development of programmable systems for radar control and real-time digital signal processing. Architectures are developed to meet the severe latency and throughput requirements of new radar systems. These systems typically employ distributed hardware and software architectures to satisfy these requirements.
1.1 Scope
The purpose of this contract is to procure One (1) transportable HF high power multi-channel transmit power amplifier system. Optionally, the government may procure a second system as well as additional spare components.
Performance Requirements HF Transmitter System with Shelter The Offeror shall design, fabricate, test, and deliver HF transmitter systems and the associated enclosures to provide shelter, power and HVAC. The HF transmitter systems shall meet all requirements specified in System Requirements Document for High Power HF Transmit Shelters, Version 1.0, 06 April 2016.
Harmonic Filter Bank The Offeror shall design, fabricate, test, and install into the system a selectable harmonic filter bank yielding >80dBc harmonic suppression @ peak output level with a remotely switchable, TCP/IP interface control interface. Suggested filter cutoff points are: 6.5MHz, 9.2MHz, 12.8MHz, 18MHz, 25.2MHz, and 35MHz. Alternative cutoff frequencies possible so long as the range 3-30MHz is covered with required harmonic rejection.
Output Combiner Modules The Offeror shall design, fabricate, test, and deliver a set of output combiner modules that support several output configurations. The configurations shall be: 2:1, 4:1, and 8:1. In the case of twenty (20) 1kW power amplifier channels this would result in the following output configurations: ten (10) 2kW outputs, five (5) 4kW outputs, or two (2) 8kW outputs. Each combiner stage of each output configuration shall have bi-directional couplers providing forward and reverse coupling ports of the combined output. The combiners shall maintain a <5 degree phase imbalance between each other.
Spare Amplifier Modules The Offeror shall fabricate and deliver spare HF amplifier module(s).
Period of Performance The period of performance for the base period shall be 14 months from contract award. The period of performance for any awarded options shall be concurrent with the base period.
Delivery Delivery shall be not later than 14 months from contract award.
Acceptance Testing The Offeror shall provide test and evaluation documentation (CDRL A001) upon delivery that sufficiently demonstrates that all components meet the contract requirements.
Technical Data Package The Offer shall provide a Technical Data Package (CDRL A002).
Program Management Plan (PMP) The Offeror must submit a Program Management Plan (PMP) (CDRL A003) defining the Offeror's approach to implementing the contract. The PMP provides the Government insight to the systems, processes, and structure within which the Offeror operates. The PMP should include, as applicable and if not defined in a separate plan: quality control, risk management, systems engineering, software development, configuration management, and subcontract management.
A draft PMP shall be delivered with the Offeror’s proposal.
Personnel Administration The Offeror shall assign a single point of contact, also known as the Program Manager (PM), who must work closely with the government Contracting Officer and Contracting Officers Representative (COR), as applicable.
The Offeror PM shall ultimately be responsible for ensuring that the Offeror’s performance meets all government contracting requirements within cost and schedule. PM must have the requisite authority for full control over all company resources necessary for contract performance. As appropriate, the role of PM may be a full time management position, or a collateral duty assigned to a technical team member.
Contract Administration The Offeror shall establish processes and assign appropriate resources to effectively administer this contract.
Intellectual Property The Offeror shall create source data where source data is not available or the existing data is determined by the Government to be inadequate for use. The Offeror shall present data requirements for Government approval as part of the Integrated Product and Process Development (IPPD). All source data shall be created or modified using commercially available non-proprietary tools. All technical data shall be provided with government purpose rights or better.
Vendor Control Drawings The Offeror shall prepare vendor item control drawings for commercial item(s) approved for use in the design and not covered by Government or nationally recognized industry association specifications and standards. The parts shall comply with the requirements of the applicable part documentation. Existing test data (such as supplier originated objective evidence of compliance or Government/Industry Data Exchange Program (GIDEP) reports shall be used to the maximum extent practicable.
Shipping Requirements The Offeror shall be responsible for the management and movement of all Government Acquired Property required for this effort. The Offeror shall plan, coordinate, and provide for all transposition either shipped or received. The cost of HPA’s shall be inclusive of all delivery, custom, and freight charges to final destination of Naval Research Laboratory, 4555 Overlook Ave. SW, Washington, DC 20375.
