Solicitation N00173-16-R- LO01 Question and Answers

1. Within the Solicitation No: N00173-16-R-LO01, Page 29, point (2) indicates ‘Email Proposals will be accepted’, whereas under ‘PART V: GENERAL INFORMATION’, point 1(a), states ‘Faxed and Email proposals will NOT be accepted’. As we would prefer to submit in electronic form (and given our location), could NRL please clarify if an email submission is acceptable?

Ans: PART V: GENERAL INFORMATION, point 1(a), is corrected to state: Email proposals will be accepted.

2. (a) The Solicitation No: N00173-16-R-LO01, Page 2, Section 1 Continuation of the SF1449- Solicitation /Contract /Order for Commercials items, it states that “CLIN 0001 reflects a period of performance from date of award through 30 Sept 2017 for contract base period. On Page 2, Section 2 “Addendum to FAR 52.212-4 Contract Terms and Conditions—Commercial Items”, Under ‘A. Required Delivery’ – it states that the CLIN 0001 line item will be delivered within 14 months from contract award. Could you please clarify this apparent conflict between proposed dates?

Ans: Page1, Section 1 Continuation of the 1449 is revised to state “CLIN 0001 reflects period of performance from the date of award through 30 November 2017.

3. In the revised scope of work document, it appears there is no longer a requirement for combiners as was previously required in the earlier version of the SOW. However, the FOB Solicitation document is requesting pricing for combiners (Item #1002 & 3002). Has the combiner requirement been removed from this solicitation as per the revised SOW or are combiners still required per the original SOW?

Ans: Refer to paragraph 3.1.3 of the revised Statement of Work dated 06 April 2016.
