Draft Statement of Work High Power Transmit Power Amplifier Equipment

1.0 Introduction

Radar Division 5300 / Advanced Radar Systems Branch 5320 / Systems Section 5324 The Radar Division staff consists of full-time employees as well as intermittent employees. A number of other personnel work on site in the Division, including summer students, exchange students, cooperative programs, gifted and talented high school students, research apprentices, and contract scientists. This broad spectrum of scientific talent completes the total complement of approximately 100 personnel who work daily in the Division. Their diverse technical backgrounds include not only electrical engineering, but also physics, mathematics, and computer science. The numerous awards reflect the scientific quality and productivity of this rich mixture of talent and recognition accorded members of the Radar Division.

1.1 Mission

The research program of the Systems Section (5324) primarily consist of basic and applied research pertaining to high frequency (HF) over-the-horizon radar systems. Current areas of focus include advanced array and sensor signal processing techniques, novel antenna design, ionospheric propagation and ray-tracing, system performance analysis, hardware technology development, and existing system support.

1.2 Scope

The purpose of this contract is to procure two (2) transportable HF high power multi-channel transmit power amplifier shelters (HPA’s). These HPA should have the following characteristics.

a) Containerized Packaging

The amplifier equipment shall be installed in a modular shipping container enclosure with a lockable double swing door at one end. In addition to the amplifier equipment the enclosure shall have the following features: Electrical box and internal wiring, ceiling lights, cooling/heating system, 19’’ equipment rack shock mounted to floor and ceiling.
Container dimensions: Outside – 20ft(L) x 8ft(W) x 8ft(T)

Container Attributes: Door opening on 1 of the small ends (8ft(W) x 8ft(T)) w/locking mechanism Anti-Static flooring Airvents – 1 per side Forklift Pockets Material: Corten Steel with Marine Grade Epoxy Paint or similar Fully Insulated Fire Extinguisher and Smoke Detector

Figure 2 - Notional internal layout of enclosure.

HVAC: The enclosure shall have internal and external mounting space for two split air conditioning systems similar in size and capacity to the LG 33,000BTU ductless unit, model #LSN360HV3/LSU360HV3. The enclosure will come pre-fitted with the required air conditioning coolant tubing required for this size system (liquid line: 3/8’’, vapor line: 5/8’’). Electrical wiring will be installed for the AC units. If alternative HVAC system is required and/or recommended based on different equipment needs, then it shall be considered.

Electrical Wiring: All electrical equipment and wiring will be configured to run of 60Hz power. The enclosure shall contain an electrical distribution system capable of supporting the simultaneous operation of the full 20kW transmit power, AC cooling, and 20A of additional power for auxiliary hardware. At least two ceiling lights will be installed on the internal ceiling of the enclosure to provide working light. The lights shall be capable of being switched off when not in use. The electrical system will be capable of being powered from an external source of 208/120 Y 3 phase power. A complete electrical wiring schematic will be provided for the enclosure electrical system.

Equipment Rack: The enclosure shall contain an equipment rack capable of storing standard 19’’ wide rack mountable equipment. The internal depth of the rack will be 630mm. It will be mounted to both the floor and ceiling, ideally with shock mounting. The total height shall be at least 48U tall (internal height). All amplifier modules will be pre-wired with input port terminals wired to a common area near the equipment rack.

b) Amplifier Module Capabilities Each amplifier module/channel will be capable of the following specifications.

Independent amplifier channels: 16-20 (total number of channels)

Output power per channel: >=1kW peak envelope power into 2:1 VSWR load
Input Drive levels:2dBm ± 0.5dB (3-30MHz)
3.5dBm ± 2.5dB (2-45MHz)

Reverse Power Handling: Automatic shutdown for >250W reverse power Duty Cycle: 100% at 1kW peak output power Modulation Type: CW, AM, FM, pulsed.

Input Impedance: 50 ohms, 1.6:1 VSWR Max Output Impedance: 50 ohms RF Noise: <-165dBc/Hz @ 1kW output level Phase Noise: <-95dBc/Hz at 0.1Hz center frequency offset at 1kW output power Spurious Emissions: <-110dBc @ 1kW output level per channel Harmonic Levels: <-20dBc @ 1kW output level, without additional output filtering Output Filter Bank: selectable harmonic filter yielding <-70dBc @ 1kW output level, filters can be installed manually, but electronically controlled switchable filter bank is prefered . Suggested filter cutoff points are: 4.2MHz, 5.88MHz, 8.23MHz, 11.52MHz, 16.13MHz, 22.59MHz, 31.4MHz. Alternative cutoff frequencies possible so long as the range 3-30MHz is covered with required harmonic rejection.

Temperature: 0◦C-45◦C (Operating), -40◦C-60◦C (Non-Operating) Humidity: 0-90% Relative humidity, non-condensing Cooling: Amplifier Heatsinks –cooled via forced air at 160L/s, Electronics – cooled via ambient, environmental air conditioning. Other cooling mechanisms acceptable so long as performance specifications are met.
