PERSONNEL QUALIFICATIONS
The following qualifications apply to labor categories of personnel required on this effort.
Personnel nominated to fill any of the labor categories below must be clearable up to Top Secret Sensitive Compartmented Information (SCI) security clearance. Any person who is unable to obtain and maintain the required level of clearance will be deemed as not meeting the labor category requirements set forth below. Additional clearance requirements including polygraphs will be identified on task orders with those additional requirements.
Personnel Descriptions:
PRINCIPAL ENGINEER/SCIENTIST
Description: Leads complex high level technical and theoretical consulting and support services on programs. Designs, develops, executes and implements projects, often of a research nature, that advances the organization's technical expertise. Integrates numerous advanced concepts, data and information from diverse arenas in order to synthesize an approach or technique to solve a problem. Possesses sufficient writing and communication skills to prepare and present reports, papers, proposals, briefings and other documentation pertinent to the position. Acts as a project leader and directs the work of other staff members, as necessary.
Qualifications: At a minimum, PhD. in engineering, science, or mathematics with 7 years related experience.
CHIEF ENGINEER/SCIENTIST
Description: Applies and develops highly advanced technical technologies, scientific principles, theories and concepts. Contractor spokesperson on technical capabilities and future directions. Designs the research for and the development of highly advanced new technological applications. Possesses sufficient writing and communication skills to prepare and present reports, papers, proposals, briefings and other documentation pertinent to the position. Leads technical personnel and activities for large programs or groups of programs.
Qualifications: At a minimum, Master’s degree in engineering, science or mathematics with 15 years engineering experience.
PROGRAM MANAGER
Description: Develops, plans, implements and controls assigned portions of the NOVASTAR Program.
Establishes performance objectives for assigned programs. Ensures cost, technical and schedule objectives are met. Reports program progress and status. Serves as primary contact between the Government and the contractor on matters pertaining to the program.
Qualifications: At a minimum, Master’s degree in business, engineering or science with 15 years combined functional and management experience.
PROJECT MANAGER 3
Description: Responsible for a functional area that performs one or all of the following: System development, implementation, installation, testing, modification or operation of complex equipment and systems. Develops and implements project plans. Monitors and provides project status.
Qualifications: At a minimum, a Bachelor’s degree in engineering, science or business with 10 years combined functional and management experience.
PROJECT MANAGER 2
Description: Responsible for a functional area that performs one or all of the following: System development, implementation, installation, testing, modification or operation of complex equipment and systems. Develops and implements project plans. Monitors and provides project status.
Qualifications: At a minimum, a Bachelor’s degree in engineering, science or business with 5 years combined functional and management experience.

ENGINEER/SCIENTIST 4
Description: Leads, conducts, and/or participates in the design, specification and development of systems and/or tools for new programs as well as enhancements, modifications and corrections to existing systems and tools. Applies knowledge of engineering and computer programming languages and principles, techniques and established practices and procedures to projects where technical problems and objectives require further definition. Recommends system architectures, allocates requirements and prepares specifications. Formulates operational concept, performs mission and functional analyses, conduct requirements and information analysis, cost-benefit analysis, system trade studies, and risk analysis.
Exercises independent judgment and creativity on a regular basis in solving complex, major technical problems and provides advice and recommendations. Maintains broad and extensive knowledge of engineering and computer programming languages and principles, techniques and established practices/procedures. Exercises independent judgment and creativity on a regular basis in solving highly complex, major technical problems and provides advice and recommendations. Performs in-depth studies and analyses including formulating parameters and factors to be considered, and validates the results. Maintains broad and extensive knowledge of engineering and computer programming languages and principles, techniques and established practices/procedures. Works closely with the Government. Provides training to other employees. Possesses sufficient writing and communication skills to prepare and present reports, papers, proposals, briefings and other documentation pertinent to the position. Often acts as a technical leader and directs the work of other staff members, as necessary.
Qualifications: At a minimum, Bachelor’s degree in engineering, science or mathematics with 10 years engineering experience.
ENGINEER/SCIENTIST 2
Description: Participates in the design, specification and development of systems and tools for new programs as well as enhancements, modifications and corrections to existing systems and tools. Applies advanced knowledge of engineering and computer programming languages and principles, techniques and established practices and procedures to projects where technical problems and objectives require further definition. Recommends system architectures, allocates requirements and prepares specifications.
Possesses sufficient writing and communication skills to prepare and present reports, papers, proposals, briefings and other documentation pertinent to the position. Works under limited supervision and may provide technical direction to one or more professional technical persons on an assigned project.
Qualifications: At a minimum, Bachelor’s degree in engineering, science or mathematics with 5 years engineering experience.
ENGINEER/SCIENTIST 1
Description: Performs systems analyses, design, test, and evaluation activities as part of an engineering team. Applies broad technical knowledge of engineering and computer programming languages and principles, techniques and established practices and procedures to projects where technical problems and objectives require further definition. Formulates operational concept, performs mission and functional analyses, conducts requirements and information analysis, cost-benefit analysis, system trade studies, risk analysis. Sufficient command of writing skills are required to prepare and generate material for the preparation of procedures, instructions, reports, papers and other documentation pertinent to the position.

ENGINEER/SCIENTIST Co-Op
Description: Under the supervision of senior engineering personnel, performs engineering and other tasks as assigned.
Qualifications: At a minimum, completed two years of college in an engineering, science, computer science, information technology, mathematics or related curriculum and is satisfactorily progressing toward completing a four-year degree.
SOFTWARE ENGINEER 4

Applies advanced knowledge in the areas of engineering, computer science, and information technology for the technical design, development, and implementation of complex programming projects. Qualifications: At a minimum, Master’s degree in engineering, computer science or information technology with 10 years software development experience.

Description: Assists senior software engineers with routine assignments. Applies fundamental knowledge of operating systems and programming languages. Works on well-defined problems and learns under direct supervision. Possesses sufficient writing skills to prepare and generate technical reports and other documentation pertinent to the position.
Qualifications: At a minimum, Bachelor’s degree in engineering, computer science or information technology.
ANALYST 4
Description: Plans, conducts, and accomplishes broad intelligence exploitation assignments. Applies exploitation skills to produce intelligence products. May be called upon to deliver presentations and assist in task planning.
Qualifications: At a minimum, Bachelor’s degree or equivalent with 10 years’ experience processing and exploiting scientific/technical intelligence data.
ANALYST 3
Description: Under minimal supervision, plans, conducts, and accomplishes broad intelligence exploitation assignments. Applies exploitation skills to produce intelligence products. May be called upon to deliver presentations and assist in task planning.
Qualifications: At a minimum, Bachelor’s degree or equivalent with 5 years’ experience processing and exploiting scientific/technical intelligence data.
ANALYST 2
Description: Under general supervision, performs assigned intelligence exploitation tasks. Applies exploitation skills to produce intelligence products.
Qualifications: At a minimum, two years of college or technical training with 5 years’ experience processing and exploiting scientific/technical intelligence data.
ANALYST 1
Description: Under close supervision and within well-defined guidelines applies exploitation skills to produce intelligence products.
Qualifications: At a minimum, two years of college or technical training with 2 years’ experience processing and exploiting scientific/technical intelligence data.
Analyst Co-Op
Description: Under the supervision of senior analyst personnel, performs exploitation and data analysis to produce intelligence products.

Description: Supports engineering tasks that require mechanical, electronic, or electrical knowledge in the testing, installation, maintenance, fabrication, and/or repair of systems, subsystems, components or equipment.
Qualifications: 15 years or more experience supporting mechanical, electronic, or electrical tasks.
TECHNICIAN 2
Description: Supports engineering tasks that require mechanical, electronic, or electrical knowledge in the testing, installation, maintenance, fabrication, and/or repair of systems, subsystems, components or equipment.
Qualifications: 5 years or more experience supporting mechanical, electronic, or electrical tasks.
TECHNICIAN 1
Description: Under supervision, supports engineering tasks that require mechanical, electronic, or electrical knowledge in the testing, installation, maintenance, fabrication, and/or repair of systems, subsystems, components or equipment.
Qualifications: 2 years or more experience supporting mechanical, electronic, or electrical tasks.
MULTIMEDIA PRODUCTIONIST 2
Description: Produces graphic art and visual materials for promotions, advertisements, films, packaging, and informative and instructional material through a variety of media outlets such as websites and CD- ROMs. Generates and manipulates graphics images, animations, sound, text, and video into consolidated and seamless multimedia programs.
Qualifications: At a minimum a Bachelor’s degree in multimedia production or a related field. 4 years or more experience producing multimedia products.
MULTIMEDIA PRODUCTIONIST 1
Description: Under supervision produces graphic art and visual materials for promotions, advertisements, films, packaging, and informative and instructional material through a variety of media outlets such as websites and CD-ROMs. Generates and manipulates graphics images, animations, sound, text, and video into consolidated and seamless multimedia programs.
Qualifications: At a minimum an Associate’s degree in multimedia production or a related field. 2 years or more experience producing multimedia products.
Note: Some personnel may be required to obtain one of the IT certifications identified in DoD Directive
8140.01 (previously 8570.01-M) for their job category and task order requirements. See task order level requirements for specific category (Information Assurance Technical (IAT), Information Assurance Management (IAM), Information Assurance Security Architecture and Engineering (IASAE), and/or Cyber Security Service Provider (CSSP)) and level (I, II, and III) certification requirements.
