NOVASTAR FA8604-21-R-B007 Draft RFP Questions and Answers

Round 2, 11 Jun 2021

This Government posting resolves all outstanding questions related to the NOVASTAR Draft RFP (31 Mar

2021) and the initial Draft RFP Questions and Answers (13 May 2021). Below you will find initial questions posed by industry, the Government’s initial response, and the Government’s updated response (blue text).

It is the Government’s intent to not post any further responses to industry questions. As stated in the initial Draft RFP Questions and Answers document, the formal solicitation is anticipated to be released in the July timeframe and any interested parties should monitor Beta.Sam.Gov for all updates related to that release.

Please note: The formal solicitation may contain new or updated information not captured within any

Draft solicitation postings. Ensure you thoroughly review the formal solicitation in its entirety once it is released.

1. Is it the Government's intention for this effort to only award up to 5 small businesses and no additional awardees?

a. Yes

The Government intends to award approximately six (6) contract(s) for the NOVASTAR

IDIQ . The Government reserves the right to award to fewer than six acceptable offerors if deemed more efficient for execution.

2. Model Contract Page 4 Sect. B Para. N/A. No reference to Time and Materials. Add reference.

a. The Government acknowledges this feedback and is researching the appropriate clause and reference to be included. Once identified, a formal answer will be posted with that information.

b. The Model Contract has been updated and will be included with the formal solicitation.

CROSS-TEAMING Please clarify when or how the Government will verify Offerors’ conformance with this requirement. The concern is that we can ask our teaming partners to confirm and attest to exclusivity to our team, but cannot guarantee inadvertent or purposeful violation of this.

a. The Government acknowledges this feedback. The answer will be posted at a later date, but before final RFP release.

b. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or subfactors. Failure to comply with the terms and conditions of the solicitation may result in the Offeror being ineligible for award.

Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to mailto:andrew.gill.7@us.af.mil determine any such exceptions unacceptable and the proposal, therefore, ineligible for award.

CROSS-TEAMING. Please clarify how the Government would remedy non-conformance with this requirement. For example, would both teams with the non-conforming company be eliminated from the competition in all cases, or would only the second-instance team be eliminated, based on signed, dated teaming arrangements?

a. The Government acknowledges this feedback. The answer will be posted at a later date, but before final RFP release.

b. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or subfactors. Failure to comply with the terms and conditions of the solicitation may result in the Offeror being ineligible for award.

CROSS-TEAMING. Please clarify how/whether this requirement would apply, in the case that a prime or subcontractor was party to JV, and another party of that JV was bidding on another

NOVASTAR team. If both JV members were bidding as separate entities, they do not appear to be violating the spirit of the requirement. Is that a correct characterization?

b. (i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

The CDRLs list in the PWS does not specify a Certificate of Services Technical Assistance Activity

Report. Is there a particular format the Government is looking for?

a. The DID for Certificate of Services Technical Assistance Activity Reports was deleted in

2016. The Government will post the new voucher format before final RFP release.

b. The Government expects cost vouchers to be submitted via WAWF with any additional cost/schedule data being submitted via CDRL A007, Integrated Program Management

Report. CDRLs will be selected and tailored at the TO level.
