About this file
This is a Justification for Other Than Full and Open Competition (J&A) submitted by the U.S. Department of State's Bureau of Global Acquisitions on behalf of the Acquisition Management activity and the Bureau of Overseas Building Operations.
The procurement seeks to acquire Notifier brand manufactured parts for fire alarm and detection systems at U.S. Embassies and Consulates worldwide. The contract structure includes a base year plus four option years covering the period 2026–2031. Notifier parts are essential for maintaining life safety fire protection systems across Department of State principal buildings globally, which are required to comply with adopted codes, standards, Department policy, and Federal laws. The justification establishes that Notifier parts are not interchangeable with competing products due to proprietary parts and software protocols; parts from other manufacturers are incompatible with the existing Notifier systems installed at overseas posts. The Department operates hundreds of Notifier fire alarm systems in new construction and existing buildings, creating ongoing demand for replacement parts and requiring immediate attention at some posts where systems have deteriorated from lack of servicing.
The statutory authority for this other-than-full-and-open-competition procurement is 41 U.S. Code 1901 as implemented by FAR 12.000 and FAR 12.102(b), treating this as a commercial item brand name justification. Market research was conducted through an RFI on Notifier parts that generated responses from several small businesses. The requirement will be posted on SAM.Gov along with this justification. The Contracting Officer determined the anticipated cost to be fair and reasonable. All required certifications and approvals have been completed and digitally signed by authorized officials including the Technical Requirements Cognizance, Legal Sufficiency Review, Contracting Officer Certification, and Competition Advocate approval.
