About this file
This is a Notice to Reject All Bids issued by the Florida Department of Children and Families for the Northeast Florida State Hospital (NEFSH) Environmental Housekeeping Services (EVS) solicitation. The procurement sought comprehensive housekeeping and janitorial services covering 25 resident living areas, 61 office and support buildings, kitchen and dining facilities, programming areas, and gymnasium facilities at the NEFSH facility in Macclenny, Baker County. Services were to be provided Monday through Friday from 7:00 AM to 3:30 PM with supplemental weekend and state holiday coverage. The original solicitation was issued April 17, 2026, with a response deadline of July 14, 2026, at 2:00 PM and public opening scheduled for July 15, 2026. A mandatory pre-solicitation meeting was held May 19, 2026, at 10:00 AM at NEFSH, with written questions due June 2, 2026. The contract was structured as a fixed-price arrangement for an initial three-year term from December 1, 2026, through November 30, 2029, with a potential three-year renewal option. The Notice to Reject All was posted on October 12, 2026, following Addendum No. 03 posted October 6, 2026, which contained timeline updates.
The procurement utilized a fixed-price all-inclusive pricing model with monthly service units covering the complete contract term; however, specific dollar amounts were listed as "To Be Determined" pending final negotiations. No set-asides were established restricting respondent eligibility, though the Department encouraged utilization of certified woman-owned, veteran-owned, and minority-owned business enterprises. No incumbent vendor information was provided in the solicitation documents. The evaluation criteria consisted of programmatic factors (maximum 460 points) addressing executive overview, core team qualifications, service capability, project approach, and documentation of three similar projects completed within the past five years, combined with financial criteria (maximum 96 points) for cost competitiveness. Performance enforcement included financial penalties ranging from 5 to 10 percent monthly invoice reductions for failure to meet performance targets. All services were contingent upon legislative appropriation and fund availability, with compliance requirements incorporating federal regulations (2 CFR Part 200), Level 2 employment screening, HIPAA protections, information security protocols, and OSHA regulations applicable to healthcare facility infection control.
