About this file

This is Addendum No. 01 to Request for Proposal DCF RFP 2526 061, issued by the Florida Department of Children and Families for Northeast Florida State Hospital (NEFSH) in Macclenny, Baker County. The solicitation seeks a single respondent to provide comprehensive Environmental Housekeeping Services (EVS) including all staffing, equipment, and cleaning supplies necessary for janitorial and housekeeping operations across the facility's 25 resident living areas, 61 office and support buildings, kitchen and dining facilities, programming service areas, and gymnasium facilities. Services must be delivered Monday through Friday from 7:00 AM to 3:30 PM with eight hours of daily coverage, supplemented by four hours of weekend and state holiday coverage. The initial contract term runs from December 1, 2026, through November 30, 2029, with a potential three-year renewal option. Responses are due July 14, 2026, at 2:00 PM with public opening on July 15, 2026. Addendum No. 01, effective June 1, 2026, establishes that a mandatory pre-solicitation conference is required for all respondents to attend before submitting a response, with site visitation and familiarization with work conditions mandatory; failure to attend will result in the response being removed from consideration for award.

Evaluation criteria consist of programmatic factors (maximum 460 points) addressing executive overview, core team qualifications, service capability, project approach, and documentation of three similar projects completed within the past five years, combined with financial criteria (maximum 96 points) for cost competitiveness. The contract is structured as a fixed-price arrangement with monthly service units and all-inclusive pricing covering the complete contract term. Performance requirements include maintaining no more than three repeat deficiencies annually, achieving 80 percent minimum satisfaction ratings for office areas, 80-90 percent Quality of Life ratings for resident living areas, and delivering at least 95 percent of required service hours, with financial penalties ranging from 5 to 10 percent monthly invoice reductions for failure to meet performance targets. The Department will supply paper towels, toilet paper, hand soap, hand sanitizer, and trash liners, while the contractor must furnish all cleaning equipment, chemicals, and supplies subject to Department approval. No incumbent vendor information is provided, and the solicitation encourages utilization of certified woman-owned, veteran-owned, and minority-owned business enterprises. The anticipated award posting date is October 5, 2026, and all services are contingent upon legislative appropriation and fund availability.
